HomeMy WebLinkAboutMIN 1985 0304 CC JNT PC PRMoorpark, California March 4, 1985 A joint meeting of the City Council, the Planning Commission, and the Parks and Recreation Commission was held on March 4, 1985, in the Council Chambers in the City Hall of said City, located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER The meeting was called to order at 6:05 p.m., by Mayor Albert Prieto, by Douglas Holland, Chairman of the Planning Commission, and by Danny Rasey, Chairman of the Parks and Recreation Commission. 2. ROLL CALL PRESENT: Councilmembers Thomas C. Ferguson, James D. Weak, Leta Yancy- Sutton and Mayor Prieto; ABSENT: Councilmember Danny Woolard (arrived at 6:15 p.m.) PLANNING COMMISSION PRESENT: Commissioners William LaPerch, James A. Hartley, Jeff Rosen and Chairman Douglas Holland; ABSENT: Commissioner Tom Schleve. PARKS AND RECREATION COMMISSION PRESENT: Commissioners Carroll Roe, Margaret Sabine, Randy Wormsbecker, and Chairman Danny Rasey; ABSENT: (One vacancy) OTHER CITY OFFICIALS AND EMPLOYEES PRESENT: Steven Kueny, City Manager; Cheryl J. Kane, City Attorney; Niall Fritz, Director of Community Development; Lt. Arve Wells, County Sheriff's Department; Diane Eaton, Associate Planner; and Doris D. Bankus, City Clerk 3. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Councilmember Yancy- Sutton. 4. PRESENTATION BY CITY ATTORNEY re: BROWN ACT The City Attorney reviewed the provisions of the Brown Act, as set forth in Sections 54,950 et seq. of the Government Code of the State of California. She also outlined and discussed at length certain recent cases involving violations of the Brown Act. The discussion, participated in by the City Attorney and members of the City Council and both Commissions, evolved primiarily around interpretation of the language in the code concerning committees of -1- 3/4/85 the legislative body and the advisory bodies, as well as ad hoc committees; what constitutes a "secret" meeting; and which committees should give public notice prior to the holding of any meeting of any such committee. 5. ADJOURNMENT There being no further business to come before this joint meeting it was adjourned by general consent by the Mayor and the Chairmen of both Commissions, the time being 6: 58 p.m. Respectfully submitted, DORIS D.
