January 24, 1986
_ A special meeting of the City Council of the City of Moorpark, California,
was held on January 24, 1986, in the Council Chambers in the City Hall of
said City, located at 799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER
The meeting was called to order at 5:30 p.m., Mayor James D. Weak presiding.
2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by - Councilmember Leta Yancy- Sutton.
3. ROLL CALL
PRESENT: Councilmembers Thomas C. Ferguson, Albert Prieto,
Danny A. Woolard, Leta Yancy- Sutton and Mayor James D. Weak.
ABSENT: None.
OTHER CITY OFFICIALS PRESENT:
Steven Kueny, City Manager, and Doris D. Bankus, City Clerk.
The City Clerk reported that notice of this special meeting had been given in
time, form and manner as required by law, and presented affidavits to that
effect, which were ordered received and filed.
4. REPORTS
4.A. Report of City Clerk re Initiative Petition
The City Clerk presented and reviewed her report dated January 24, 1986,
stating that an initiative petition had been filed with the City Clerk on
January 22, 1986, and that the purpose of the special meeting was to request
authorization from the City Council to retain the services of the Elections
Division of the County Clerk's office to verify the signatures on the petition.
After discussion it was moved by Councilmember Yancy - Sutton, seconded by
Councilmember Woolard and unanimously carried that the City Clerk be
authorized to retain the services of the Elections Division of the County Clerk's
office to verify the signatures on the initiative petition which was filed with
the City Clerk on January 22, 1986.
The City Clerk then requested direction from the City Council as to whether or
not the entire petition should be verified, or if the verification should cease
when and if the verified signatures of X0$ of the registered voters of the City
has been reached.
After discussion, it was moved by Councilmember Ferguson and seconded by
Mayor Weak that the entire petition be verified by the County Clerk's
office, which motion failed to carry by the following roll call vote:
AYES: Councilmember Ferguson and Mayor Weak;
NOES: CouncHmembers Prieto, Woolard and Yancy- Sutton;
ABSENT: None.

It was then moved by Councilmember Yancy- Sutton and seconded by
Councilmember Prieto that the City Clerk be directed to instruct the Elections
Division of the County Clerk's office to cease verification__ _ of signatures - when
and if the signatures of 10% of the registered voters of the City has been --
reached, which motion carried by the following roll call vote:
AYES: Councilmembers Yancy- Sutton, Prieto, and Woolard;
NOES: Councilmember Ferguson and Mayor Weak;
ABSENT: None.
It was moved by Councilmember Prieto and seconded by Councilmember Ferguson
that an amount not to exceed $300 be appropriated from the General Reserve
Fund to cover costs of verification of signatures on the initiative petition.
Motion carried by the following roll call vote:
AYES: Councilmembers Prieto, Ferguson, Woolard, Yancy- Sutton
and Mayor Weak;
NOES: None;
BSENT: None.
5. OTHER
None.
6. ADJOURNMENT
There being no further business to be considered at this time, it was moved
by Councilmember Yancy- Sutton, seconded by Councilmember Ferguson and
unanimously carried that the meeting be adjourned.
