March 6, 1986
A special meeting of the City Council of the City of Moorpark,
California was held on March 6, 1986, in the Council Chambers of the
Moorpark City Hall, located at 799 Moorpark Avenue, Moorpark, California.
The meeting was called to order at 12:10 p.m., Mayor James D. Weak
presiding.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Mayor Weak.

PRESENT: Councilmembers Thomas Ferguson, Albert Prieto,
Leta Yancy- Sutton and Mayor James D. Weak.
ABSENT: Councilmember Danny Woolard.
OTHER CITY OFFICIAL PRESENT:
Steven Kueny, City Manager; Thomas P. Genovese, Administrative
Assistant; and Doris D. Bankus, City Clerk.
CALL FOR SPECIAL MEETING
The City Clerk presented the Notice and Call of Special Meeting, signed
by the Mayor, and announced that the Notice had been served on all
members of the City Council by telephone call, with each member
acknowledging the call as official notice. She also announced that
she had contacted the following newspapers by telephone, and that the
representatives with whom she had spoken had agreed to accept the
telephone call as notice of the special meeting: the Moorpark News,
the News Chronicle, the Enterprise, the Mirror and the L.A. Times.
The Mayor then announced that the purpose of the special meeting was to
consider an appropriation for the demolition of structures on the
Community Park site.
The City Manager reported to Council that a favorable bid had been
received for the demolition of the structures, but that a time limit
had been placed on the price due to the fact that the contractor has
his equipment in the vicinity and could move easily to the site of the
structure demolition. The total bid was for $8,800, and the City would
be responsible for $3,800 and Urban West Communities would be responsible
for $5,000; further, that the contract would be with the City and
Urban West would reimburse the City $5,000 for their portion of the
contract price.
He also reported that as a separate project, there are two septic tanks
on the site would would have to be pumped and filled with sand, with
a cost of approximately $1,000.

The City Manager than recommended that an appropriation be approved
in an amount not to exceed $4,900 for the City's portion of the
project, including the septic tanks, and that Council authorize the
contract with California Industries, Inc. for the demolition and
removal of the structures. —
During the discussion regarding the recommendation of the City
Manager, he informed Council that the other bids received by the City
for the work were in excess of $13,000, advising that the bid of
California Industries had just been received and that a decision had
to be made without delay in order to take advantage of the price.
It was moved by Councilmember Yancy- Sutton and seconded by Council-
member Ferquson that an amount not to exceed $4,900 be appropriated
for the demolition of the structures at the Community Park, and
accept the bid of California Industries, Inc., and authorize the
City Manager to execute the contract for such demolition of structures
and removal of debris; that the amount of the contract is to be $8,500
but that Urban West Communities will reimburse the City $5,000; and
that the remainder of the allocation is to be used for draining and
filling the two septic tanks, which is not a part of the agreement.
Said motion carried by the following roll call vote:
AYES: Councilmembers Yancy- Sutton, Ferguson, Prieto
and Mayor Weak;
NOES: None;
ABSENT: Councilmember Woolard.
ADJOURNMENT
There being no furtherbusiness to be considered at this time, it was
moved by Councilmember Yancy- Sutton, seconded by Councilmember Prieto
and unanimously carried that the meeting stand adjourned, the time
being 12:15 p.m.
