HomeMy WebLinkAboutMIN 1986 1110 CC SPCMINUTES OF THE CITY COUNCIL Moorpark, California JE T EM 4 D November 10, 1986 A special meeting of the City Council of the City of Moorpark, California, was held on November 10, 1986, in the Council Chambers in the City Hall of said City, located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER The meeting was called to order at 7:08 p.m. by Mayor Ferguson. 2. PLEDGE OF ALLEGIANCE The meeting Pledge of Allegiance was led by Councilmember Woolard. 3. ROLL CALL PRESENT: Councilmembers James Hartley, Albert Prieto, Danny Woolard and Mayor Thomas Ferguson ABSENT: Councilmember Leta Yancy- Sutton OTHER CITY OFFICIALS PRESENT: Steven Kueny, City Manager; Cheryl Kane, City Attorney; Pat Richards, Director of Community Development; Lt. Mike Brown, Sheriff's Department; Gerald Forde, Administrative Assistant; and Thomas Genovese, Administrative Assistant and Acting Recording Secretary. 4. Mayor Ferguson stated the purpose of the meeting was to provide an oppor- tunity for the current Councilmembers and Councilmembers -elect to exchange views and for the current members to make suggestions that the City should consider. The Mayor then introduced the Councilmembers- elect: Eloise Brown, John Galloway and Clint Harper. 5. Councilmembers Woolard, Hartley and Prieto each made a statement. Councilmember Woolard expressed willingness to work with new Councilmembers and reserved further comment until the next regular meeting. Councilmember Hartley distributed a list of items that should be considered and explained several of the items including business licenses, traffic signal, specific plan requirements, computer system, 23/118 Freeway connection, use of clustering of dwelling units, preparation of standard conditions, computer system and review of general plan elements. Councilmember Prieto stated that the 23/118 freeway connection, construction of Tierra Rejada Road bridge and promotion of commercial development should continue as priorities. 6. Mayor Ferguson called for each of the Councilmembers -elect to make a statement. Eloise Brown expressed confidence that the Councilmembers can work together effectively and reasonably. Minutes of the City Council Moorpark, California 2 November 10, 1986 Clint Harper distributed a list of suggested items and explained them, including implementation of Measure "F ", improvements to Highway 118, expansion of Los Angeles Avenue Area of Contribution, truck weigh /inspection station within City limits, initiation of a redevelopment agency and a budget /staffing update. John Galloway stated his support for implementation of Measure "F"; the need to pursue circulation improvements, adopt policy for General Plan Amendments and review of Land Use and Circulation Elements; needs for down- town parks, joint meeting with School Board, pursuit of grants, support of Neighborhood Council by the City and scheduling of quarterly town hall meetings. 7. Mayor Ferguson thanked the Councilmembers -elect for their comments and stated he looked forward to working with them during the next two years. 8. ADJOURNMENT There being no further business, it was moved by Councilmember Hartley, seconded by Councilmember Woolard and unanimously carried that the meeting be adjourned.
