The adjourned meeting of the City Council of the City of Moorpark, California
was held on October 19, 1987, in the Council Chambers of City Hall located at
799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
The meeting was called to order at 9:37 p.m. by Mayor Clint Harper.
2. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Councilmember John Patrick lane.
3. ROLL CALL:
Present: Councilmembers Eloise Brown, Thomas Ferguson, John
Galloway, John Patrick Lane, and Mayor Clint Harper.
Steven Kueny, City Manager; Thomas P. Genovese, Deputy
City Manager; and Maureen W. Wall, City Clerk.
4. PROCLAMATIONS ,COMMENDATIONS __AND SPECIAL PRESENTATIONS:
None were presented.
5. REORDERING OF, AND ADDITIONS TO,_THE AGENDA:
M_O_TION: Councilmember Brown moved and Councilmember Galloway seconded
a motion to continue Agenda Items 11.E., 12.A. and 12.B. The void
vote was unanimous.
6. PUBLIC COMMENTS:
A. Mrs. Connie Lawrason, 4291 Ambermeadow Street, asked the Council
to reconsider appointing Mr. Joseph Latunski to the Parks and
Recreation Commission.
B. Mr. Angel Barrera, 375 Millard Avenue, stated he was opposed to
the appointment of Mr. La'-unski to the Parks and Recreation
Commission.
C. Mr. Tony Aguilar, 14320 Avenida Colonia, stated he was opposed
to the appointment of Mr. Latunski to the Parks and Recreation
Commission.
D. Ms. Joy Barrera, 375 Millard Street, asked the Council to
reconsider the appointment of ,Joseph Latunski to the Parks and
Recreation Commission.

E. Ms. Teresa A. Cortes, 1095 Walnut Canyon Road, stated she was
very embarrassed by the appointment of Mr. Latunski to the Parks
and Recreation Commission. She asked the Council to reconsider
the appointment.
F. Mr. Leo Barrera, 266 Sherman Avenue, asked the Council to
reconsider the appointment of Joe Latunski.
G. Mrs. Marlene Garcia, 334 Ruth Avenue, reported Mr. Latunski had
made several racial remarks, and should not be on the
commission.
H. Mr. Kevin Uhrich, 1778 Third Street, Simi Valley, confirmed
hearing the remarks made by Joe Latunski mentioned by Mrs.
Garcia.
I. Ms. Irene Barrera, 176 Second, urged the City Council to
reconsider and appoint someone who would represent all of the
people.
J. Mr. Isaac Hernandez, 51 Majestic, stated he could not see how
Joseph Latunski could represent the City, due to his feelings
regarding certain people in the community. He felt there were
better people available in the community.
K. Eddie and Teresa Godinez, 370 Bard Street, asked that Joseph
Latunski not be sworn into office. They did not feel he could
represent the community as a whole.
L. Mr. Steve Brodsky, 4572 Vista Del Valle, stated that when the
people elected someone to the Council, that elected official was
someone who reflected a philosophy which closely matched the
philosophy held by the one who elected that official. It was
the electorate's hope that the official would carry this
philosophy throughout his duties. He urged the Council to
reconsider the appointment of Mr. Latunski.
M. Mr. Bernardo M. Perez, 4237 Canario Court, urged reconsideration
of the Joseph Latunski appointment to the Parks and Recreation
Commission.
N. Mrs. Victoria Perez, 4237 Canario Court, asked the Council to
reconsider Mr. Latunski's appointment.
0. Mrs. Beverly Harris, 13893 Christian Barrett, President of
Steeple Hill Homeowners' Association, asked the City Council to
reconsider Mr. Latunski's appointment. She asked the Council to
appoint someone who was more concerned about the community as a
whole.
P. Mr. Bob Crockford, 7189 Walnut Canyon Road, asked the Council to
reconsider the appointment of Mr. Latunski.

Q. Mr. Tom Baldwin, 6475 Pepperdine, stated he felt residents had a
right to have people who were not prejudiced against them serve
on the commission. He asked the Council to reconsider the
appointment of Mr. Latunski.
R. Mr. Paul Garcia, 334 Ruth Avenue, stated he was disappointed
that Mr. Latunski was not present to answer some of the
citizen's questions. He did not feel the City of Moorpark
needed any biased views, but needed new ideas. He asked the
Council to reconsider Mr. Latunski's appointment.
S. Mr. Wally Todd, 4240 Tecolote Court, asked the Council to
reconsider Mr. Latunski's appointment.
T. Ms. Leticia Hinojosa, 7340 Walnut Canyon Road, asked the Council
to limit growth in Moorpark, and to reconsider the appointment
of Mr. Latunski to the Parks and Recreation Commission. She
felt Mr. Latunski was not a positive person in the community.
U. Mrs. Patti Smith, 12686 Countrymeadow Street, was opposed to Mr.
Latunski's appointment to the commission.
V. Ms. Cynthia Hubbard -Dow, 8873 -1/2 Roseland Avenue, stated she
did not think Mr. Latunski said the things he was being accused
of. She was in support of his appointment.
Councilmember Galloway commented that he was serious about the
appointment of Mr. Joseph Latunski, and intended to keep that
appointment. If Mr. Latunski ever made any of the alleged
comments during his tenure as commissioner, Councilmember
Galloway stated he would consider removing him at that time.
Councilmember Brown stated she would like to hear what Mr.
Latunski had to say about the matter. She felt it was not fair,
to make a judgement based on hearsay evidence.
Councilmember Ferguson stated he appointed people to commissions
because of the job he felt they would do for the City.
Councilmember Lane commented the color of a person's skin should
not be an issue, but rather the contents of a person's
character.
MOTION: Councilmember Lane moved and Mayor Harper seconded a
motion to re- consider the question of the appointment of Mr.
Joseph Latunski to the Parks and Recreation Commission. The
motion was approved by a roll call vote with Councilmember Lane
voting no.
Mayor Harper commented the main issue was not Mr. Latunski's
personality, but his public comments. His inflammatory language
was not acceptable. He asked the City Council to reconsider the!
appointment of Mr. Latunski, and consider someone else who would
represent the City on the commission.

Councilmember Galloway asked the Council to afford Mr. Latunski
an opportunity to perform as a commissioner prior to removing
him from the commission.
AT THIS POINT IN THE MEETING, the Council recessed. The time was 11:42 p.m,
At 11:47 p.m. the full Council reconvened.
7. COMMITTEE REPORTS:
None were presented.
8. CONSENT CALENDAR:
Nothing was presented on the Consent Calendar.
9. PUBLIC HEARINGS:
None were scheduled.
10. COMMENTS FROM COUNCILMEMBERS:
A. Consider appointments to the vacant_ positions on the Parks and
Recreation Commission.
No new appointments were made. After discussion, the following
motion was heard.
MOTION: Councilmember Ferguson moved and Councilmember Galloway
seconded a motion to rescind all appointments that had been made
to the Parks and Recreation Commission, and consider all of the
nominations for appointment at one time. After discussion, the
following amendment to the motion was heard:
AMENDMENT TO THE MOTION: Councilmember Lane moved and
Mayor Harper seconded an amendment to the motion to
defer consideration of the appointments until after the
Special Election to be held on November 3, 1987. The
amendment to the motion was approved by a unanimous
voice vote. After further discussion, a second
amendment was heard.
AMENDMENT TO THE AMENDMENT: Councilmember
Ferguson moved and Councilmember Galloway
seconded a motion to defer action on the
appointments until a full Council was seated.
The second amendment passed with Councilmembers
Brown and Galloway voting yes, Councilmember Lane
and Mayor Harper voting no, and Councilmember
Ferguson abstaining.
The main motion, as amended, was approved with Councilmembers
Brown, Ferguson, Galloway and Mayor Harper voting yes, and
Councilmember Lane voting no.

11. DISCUSSION /ACTION ITEMS:
D. Consider the establishment of priorities for City projects and
responsibilities. Staff recommended Council give staff
direction as deemed appropriate.
This matter was continued.
13. FUTURE AGENDA ITEMS:
No items were directed to be placed on future Council agendas.
14. CLOSED SESSION:
A. Personnel.
B. Negotiations concerning the renewal of a_lease of Buttercreek
Park to Boething Treel_a_n_d__ Farms, I_nc._,__pursuant to Government
Code Section 54956.8.
Closed Session items were not considered.
15. ADJOURNMENT:
MOTION: Councilmember Brown moved and Councilmember Galloway seconded
a motion to adjourn the meeting. The voice vote was unanimous. The
time of adjournment was 12:12 a.m.
