The Adjourned Meeting of the City Council of the City of Moorpark, California
was held on June 29, 1987, in the Council Chambers of City Hall located at 799
Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
The meeting was called to order at 7:15 p.m. by Mayor Clint Harper.
2. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Councilmember Galloway.
3. ROLL CALL:
Present: Councilmembers Eloise Brown, John Galloway, John Patrick
Lane, and Mayor Clint Harper.
Steven Kueny, City Manager; Gerald Forde, Director of
Community Services; Thomas P. Genovese, Director of
Administrative Services; and Maureen W. Wall, City
Clerk.
Absent: Councilmember Thomas Ferguson.
4. APPROVAL OF MINUTES:
None were presented for approval.
5. PROCLAMATIONS, COMMENDATIONS, SPECIAL PRESENTATIONS:
None were presented.
6. PUBLIC COMMENTS:
No one wished to address the Council.
7. CONSENT CALENDAR:
A Consent Calendar was not presented.
8. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
Nothing was reordered nor added to the agenda.
9. PUBLIC HEARINGS:
No Public Hearings were held.
10. COMMENTS FROM COUNCILMEMBERS:
No comments were made.

11. DISCUSSION /ACTION ITEMS:
A. Further consideration of the draft 1987/88 Budget.
June 29, 1990
Council began consideration of the draft document with a line by
line review of the Lighting Landscaping Maintenance District -
143. By consensus it was determined to hold any overage in this
account, within the district. Care would be taken to not allow
overages to occur year after year.
City Council - 111 was reviewed. Council lowered the amount of
money available to the Council for Conferences and Meetings to
$5,725, from the recommended amount of $7,500.
City Manager - 112 was reviewed. Council lowered the amount of
money available to the City Manager for Conferences and Meetings
to $1,500, from the recommended amount of $2,100.
City Clerk - 113 was reviewed. No changes were made from the
recommended amounts.
City Attorney - 114 was reviewed. Council lowered the amount of
money available in Contractual Services to $25,000, from the
recommended amount of $36,000; and the amount of money available
in Special Legal Services to $10,000, from the recommended
amount of $110,000.
BY CONSENSUS: By consensus the Council approved that any additional
funding for legal services needed in 1987/88 would come from the
General Fund Reserve.
City Treasurer - 115 was reviewed. No changes were made from
the recommended amounts.
Finance - 116 was reviewed. No changes were made from the
recommended amounts.
Parks Maintenance - 147 was reviewed. No changes were made from
the recommended amounts.
MOTION: Councilmember Brown moved and Councilmember Lane seconded a
motion that any money collected in excess of the Gann limit would be
used for parks maintenance, beginning with any excess in fiscal year
1984/85, and then continuing with any excesses through fiscal year
1986/87. In this way there would be no reason to make assessments for
the parks maintenance assessment district in 1987/88. The motion
carried by voice vote 3 -1, Mayor Harper dissenting and Councilmember
Ferguson absent.
AT THIS POINT IN THE MEETING, the Council recessed. The time was 9:40 p.m. At
9:55 p.m. the Council reconvened with Councilmember Ferguson absent.
Administrative Services - 117 was reviewed. No changes were
made from the recommended amounts.
Public Safety - 121 was reviewed. Council increased the amount
of money in Special Departmental Supplies & Services from
$49,626 to $52,876.
Animal Regulation - 123 was reviewed. No changes were made from
the recommended amounts.

Planning - 131 was reviewed. Council increased the amount of
money in Professional Services from $5,000 to $10,000, and the
amount of Contractual Services from $5,000 to $9,000.
Planning - Community Development Block Grant (Small City) - 131
was reviewed. No changes were made from the recommended
amounts.
Building & Safety - 133 was reviewed. No changes were made from
the recommended amounts.
Community Services - 134 was reviewed. No changes were made
from the recommended amounts.
Engineering - 135 was reviewed. Council decreased the amount of
money available in Contractual Services from $18,000 to $12,000.
MOTION: Councilmember Galloway moved and Councilmember Lane
seconded a motion to approve Resolution No. 87 -396, a resolution
confirming the assessment for the "Moorpark Lighting and
Landscaping Maintenance Assessment District No. AD 84 -2" for the
fiscal year commencing July 1, 1987 and ending June 30, 1988.
The voice vote was unanimous, with Councilmember Ferguson
absent.
MOTION: Councilmember Brown moved and Councilmember Lane
seconded a motion to create a Community Development Fund and
transfer $1,195,000 which is the estimated amount of revenue in
excess of expenditures for the Public Works, Building & Safety
and Planning fees collected during 1986/87 but which will be
needed to cover expenses in future years. The roll call vote
was unanimous, with Councilmember Ferguson absent.
MOTION: Councilmember Brown moved and Councilmember Lane
seconded a motion to expend $69,579 for parks maintenance from
the excess proceeds of taxes pursuant to the Council's earlier
action for the Parks Maintenance Department. The motion was
approved by a roll call vote with Mayor Harper voting no and
Councilmember Ferguson absent.
MOTION: Councilmember Lane moved and Councilmember Brown
seconded a motion to approve the proposed budget as amended
including the salary adjustments approved on June 26, 1987. The
motion was approved by a roll call vote 3 -1 with Mayor Harper
voting no and Councilmember Ferguson absent.
Mayor Harper commented he did not vote for the budget since he
was not in favor of eliminating the assessment for the parks
maintenance assessment district.
12. ORDINANCES•
No ordinances were presented for approval.
13. FUTURE AGENDA ITEMS:
The following items were directed to be placed on future Council
agendas: a meeting with the architect for the 69 -acre community park
and concerns about manhole covers in the City.
14. CLOSED SESSION:
No Closed Session was held.

ADJOURNMENT:
Councilmember Brown moved and Councilmember Galloway seconded a motion
to adjourn the meeting. The voice vote was unanimous. The time of
adjournment was 12:17 a.m.
