Moorpark, California March 14, 1988
The joint meeting of the City Council of the City of Moorpark, California, and
the Moorpark Unified School District was held on March 14, 1988 in the
Multipurpose Room of Chapparal Middle School located at 280 Poindexter,
Moorpark, California.
1. CALL TO ORDER:
The meeting was called to order at 6:35 p.m. by Mayor John Patrick
Lane, and School Board President Lynda Kira.
2. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Vice President Carla Robertson.
3. ROLL CALL:
Present: Councilmembers Eloise Brown, John Galloway, Clint
Harper, Bernardo Perez and Mayor John Patrick Lane.
Steven Kueny, City Manager; Thomas P. Genovese, Deputy
City Manager; and Maureen W. Wall, City Clerk.
School Board Members Tom Baldwin, Cynthia Hubbard -Dow,
Carla Robertson, Patty Waters, and President Lynda Kira.
Michael R. Slater, District Superintendent; and Thomas
Duffy, Assistant Superintendent.
4. PUBLIC COMMENTS:
A. Ms. Pat Best, 12675 Williams Ranch Road, felt the speed limit
along Tierra Rejada Road was too high, especially since school
children were having to walk along the roadway to get to
Mountain Meadows School during the construction period. She
suggested another access to the site be made available, or
perhaps a school bus could come down Walnut Creek to pick up
students.
B. Ms. Debbie Sandoval, 8333 Happy Camp Road, commented the little
league program had added amenities to the middle school through
their program, and asked to be allowed single -file parking along
Poindexter during their registration period.
C. Ms. Debbie Thompson, 12623 Hillside, asked for an alternate
route to the school from the back of the school site during the
construction period.

D. Ms. Pam Castro, 890 Valley Road, asked the City and the School
District to jointly solve the problem of children in the
downtown core area having to travel up to the new high school
site. A safe pathway should be constructed. She also asked the
School District to give the teachers a raise, since she felt the
children deserved the best education possible.
Michael Slater, District Superintendent, commented the District
planned to bus children living in the downtown area up to the
new high school site. Steven Kueny, City Manager, commented
single -file parking along Poindexter could be accommodated as
long as the cars parked off the pavement. Thomas Duffy,
Assistant Superintendent announced the District was planning to
expand the parking facilities available at Chapparal, so parking
availability should be adequate in the future.
5. DISCUSSION ITEMS:
A. Proposed pathway through North Meadows Park from Tract 4338
to Mountain Meadows School.
Steven Kueny gave a brief overview of the project which requires
a pathway through the park to the school site. This pathway
would be under the control of the School District.
Thomas Duffy commented the School District and the developer,
Urban West Communities, had determined where the break in the
wall for the pathway would occur. The gate would be locked
during the school day, and only opened during the time before
and after school. He suggested a walkway might be added which
extended to Mountain Trail.
B. Status of Tierra Rejada Bridge Project.
Steven Kueny reported the bridge project was 40% complete with
an estimated completion date of late August, 1988. He further
outlined the scope of the project.
C. New _high school and community park.

4. Location of.__park access road.
President Lynda Kira gave an overview of the new high school
project. Thomas Duffy gave a presentation of the proposed
stadium for the lower site of the new high school. He estimated
the stadium would cost $1,000,000, if built as the District
would like.

Councilmember Perez asked where parking would be located. Mr.
Duffy responded parking would be available on the park site and
on the high school site. Mr. Slater commented Moorpark College
had also offered to share their stadium facilities.
Steven Kueny reported B.S.I., Inc., is developing a conceptual
design for the 69 -acre community park. A total of 18 weeks has
been allotted for the development of the design. A pedestrian
bridge will be located at Liberty Bell Road. $300,000 had been
set aside by the City Council for funding of this project. The
pedestrian bridge landing and parking will be worked out on the
flood plain near the Villa Campesina area. Mr. Duffy reported
park access on the west side of the park will be located next to
the teachers' parking lot.
D. Potential joint powers agreement.
1. Possible shared maintenance activities.
2. Use of facilities.
Michael Slater gave a brief overview of a meeting held to
discuss the possibility of a joint powers agreement for
parks /grounds maintenance. HP felt the District had a lot of
expertise in this area.
E. Redevelopment.
1. General information_
2. Status of City's activities.
Steven Kueny gave a brief overview of redevelopment for the City
of Moorpark. He focused on where the City was in the
redevelopment process currently. It was expected that an ad hoc
committee would be formed in April 1988 to review how
redevelopment might benefit the community. If the City decided
to go ahead with Redevelopment, then there would be a six to
nine month process to complete it after that time.
AT THIS POINT IN THE MEETING, the City Council and the School Board recessed.
The time was 8:30 p.m. At 8:45 p.m., the full Council and Board reconvened.
F. Need for additional school sites.
1. Current and_projected enrollment.
2. Current and potential capacity_of _existing site.s ___ and
projections for West Village elementary_site.
3. Role of Site Selection Committee.
Thomas Duffy gave an overview of how enrollment projections are
made for the District, and commented that as of January 1987,
30% of the classrooms in new schools must be relocatable. He

further indicated that two elementary schools, one middle school
and one continuation school are needed. The Site Selection
Committee would be composed of one member from the Chamber of
Commerce, one parent, one City representative, one School Board
Member, one classified member, one person from the State Board
of Education and himself.
G. Joint planning of the contiguous PC_ -3 West Village School and
park__ sites.
School Board Member Patty Waters, gave a presentation of the
proposed West Village school site.
Councilmember Galloway asked if the residential project and the
school site were contiguous and would have a spill -over of
activities. Mr. Slater responded that the District currently
has fencing between residential sites and school sites due to
the concern for safety of the children. However, gates are
provided to allow access to the parks.
H. Cooperative activities for community _yo__h services.
Councilmember Eloise Brown reported that currently the Chamber
of Commerce, the Sheriff's Office, the Moorpark Jaycees, Pamela
Castro and members of various student groups are working to
cover graffiti in the City with painted murals. She asked that
the School Board also provide a representative to work on this
project.
Mayor John Patrick Lane thanked the Members of the School Board for meeting
with the City Council, and commented the meeting had been a successful exchange
of ideas.
5. ADJOURNMENT:
MOTION: Councilmember Galloway moved and Councilmember Brown seconded
a motion to adjourn the meeting. The voice vote was unanimous. The
time of adjournment was 10:03 p.m.
