Moorpark, California October 12, 1988
A Town Hall Meeting of the City Council of the City of Moorpark, California was
held on October 12, 1988, in the Council Chambers of City Hall located at 799
Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
The meeting was called to order at 7:15 p.m. by Mayor John Patrick
Lane. Approximately 20 people were in attendance.
2. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Councilmember Clint Harper.
3. ROLL CALL:
Present: Councilmembers Eloise Brown, John Galloway, Clint
Harper, Bernardo Perez and Mayor John Patrick Lane.
Steven Kueny, City Manager; Lt. Michael Brown, Sheriff's
Department; John Knipe, Assistant City Engineer; and
Maureen W. Wall, City Clerk.
AT THIS POINT IN THE MEETING, Mayor Lane read a proclamation declaring October
15, 1988, Safety Day in the City of Moorpark. The proclamation was received by
Mr. Sam Nainoa.
4. PUBLIC DISCUSSION:
1. Mr. Ken Erickson, stated he would like his second driveway
approach request acted upon.
2. Mr. Paul Coyle, President of Villa del Arroyo Mobile Home Park,
asked that staff provide better visual displays during the
General Plan Update process to allow citizens to better identify
proposed General Plan amendments. He also asked that
consideration be given to placing a three -way stop sign at the
entrance to their mobile home park. He pointed out there was
only 275 feet before the park's entrance after a blind curve.
Mayor Lane directed staff to review the situation and report
back to Council whether a three -way stop sign would be
appropriate. Staff will additionally attempt to prepare better
visual aids depicting proposed General Plan amendments.
3. Mr. William Mason, asked if it were possible to obtain copies of
the video tapes of the Council meetings for viewing. This
service is available in the City of Thousand Oaks, and he would

like to see it available in Moorpark. He further commented
there were no places to park recreational vehicles in the City,
and that there are two vans he believes are illegally parked in
the industrial park area behind Shasta Avenue and he would like
to see a City business license enacted.
Staff commented the licensing of businesses is being reviewed,
and the matter should be brought forward to Council at a meeting
in the near future.
4. Mr. Paul Lawrason, commented he did not want to see the matter
of the 118/23 connector slip from its proposed completion date.
He had heard it had been moved to 1997. He further commented
the County and the park's potential developer might fund a study
of the entrance to the Happy Camp regional park. Weeds were an
unsightly problem in the TOPA property at the corner of Los
Angeles Avenue and Spring Road. He would like to see them
cleared.
Mr. Kueny responded the last date for completion of the
connector he had been told was mid -1993. Councilmember Perez
suggested a letter writing campaign might be beneficial to stop
the slippage of the connector's completion. Councilmember Brown
commented that it is considered to be a major project, but it
still remains unfunded.
5. Mr. Sam Nainoa, asked if the City could improve Highway 118 from
Los Angeles Avenue to Moorpark College. Mr. Kueny responded
there is $2,000,000 available for improvements, but widening Los
Angeles Avenue is estimated to cost in excess of $3,000,000,
without acquisition of rights -of -way.
Mr. Nainoa also asked for an update of the potential lease of
the high school site. Mayor Lane responded that this was still
a matter under Closed Session. The Council was still waiting
for an estimate of the property's value from the school
district.
6. Mrs. Pat Arambula, stated she liked the idea of the videos of
the Council meetings being available, and asked when sidewalk
areas on High Street were to be improved. Staff responded
pedestrian traffic concerns were being addressed, further
reporting flashing yellow liqhts on Moorpark Avenue should be
installed within 18 months.
Mrs. Arambula also reported Millard Street was not in good
condition. Mr. Kueny responded that within one year an overlay
project should be begin, and that Millard Street will be one of
the first streets to be improved.
She thanked law enforcement and code enforcement personnel for
their work concerning abandoned vehicles in her area, and also
thanked the City for sponsoring the clean -up day.

7. Margaret Kirkbride, commented that there is still an
overcrowding problem in her area. She thanked the Council for
the work which has been done, and for the sidewalks which are
being constructed in the area. Mrs. Kirkbride also reported she
had seen cars pass other vehicles using the temporary weigh
station site at the west of town as a passing lane when it was
not in use.
8. Susan Abbott stated she was concerned about additional police
coverage in the downtown area.
5. COUNCIL COMMENTS:
Councilmember Perez stated he was concerned with the striping near
Litton on Los Angeles Avenue. John Knipe responded that Los Angeles
Avenue near Litton is a CalTrans roadway, and that this matter is
currently being discussed with them.
6. ADJOURNMENT:
MOTION: Councilmember Galloway moved and Councilmember Perez seconded
a motion to adjourn the meeting. The voice vote was unanimous. The
time of adjournment was 9:00 p.m.
