HomeMy WebLinkAboutMIN 1988 1212 CC ADJMINUTES OF THE ADJOURNED CITY COUNCIL AND JOINT MEETING OF THE CITY COUNCIL AND THE PARK AND RECREATION COMMISSION Moorpark, California December 12, 1988 The adjourned meeting of the City Council of the City of Moorpark, and the joint meeting of the City Council of the City of Moorpark and the Park and Recreation Commission were held on December 12, 1988 in the Council Chambers of City Hall located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: The meeting was called to order at the hour of 6:39 p.m. by Mayor Eloise Brown. 2. PLEDGE OF ALLEGIANCE: The reciting of the Pledge of Allegiance was waived. 3. ROLL CALL: Present: Councilmembers Clint Harper, Paul Lawrason, Scott Montgomery, Bernardo Perez and Mayor Eloise Brown. 4. PUBLIC COMMENTS: None. 5. DISCUSSION /ACTION ITEMS: 5.B. CLOSED SESSION: MOTION: Mayor Brown moved and Councilmember Harper seconded a motion to go into Closed Session under items 5.B.1. - Personnel; 5.B.2. - Negotiation for real property at 280 Casey Road (former high school site) pursuant to Government Code Section 54956.8; and 5.B.3. - Negotiation for real property on a portion of A.P.N. 500 -35 -22 (Carlsberg) pursuant to Government Code Section 54956.8. The voice vote was unanimous. The time of adjournment to Closed Session was 6:41 p.m. All Councilmembers and Steven Kueny, City Manager, were present in the Closed Session. Phil Newhouse, Director of Community Services and Susan Cauldwell, Administrative Assistant, left the meeting. The Council reconvened at the hour of 7:12 p.m. City Manager Kueny announced that no action was taken as a result of the Minutes of the City Council Moorpark, California Page 2 December 12, 1988 Closed Session. Susan Cauldwell, Administrative Assistant, rejoined the meeting. 5.A. Discussion of Cif activities /proiects:_ City Manager Kueny discussed the ongoing assignments, responsibilities and priorities of the Community Services Department. The Department is responsible for more than parks and recreation. Other functions include street maintenance, street signs, traffic signals, crossing guards, and street trees. Concerning specific projects, Mr. Kueny noted that both South Meadows and Campus Canyon Parks are developer funded parks. Councilmember Harper stated that he is concerned about the drainage in these parks and asked that staff take a close look at this issue. City Manager stated that Monte Vista Nature Park is about to go out to bid and should be under construction by the end of the next fiscal year. Also, the conceptual plan for Arroyo Vista Community Park should be completed by the end of this fiscal year. City Manager commented that the revised community center use fee schedule should also include a revision of the rules for renters of the community center. Councilmember Harper commented that, on the whole, he agreed with Staff's description and prioritization of the Community Services Department, and thought the document was a good place to start the discussion with the Parks and Recreation Commission. AT THIS POINT IN THE MEETING, a recess was called by the following motion: MOTION: Mayor Brown moved and Councilmember Perez seconded a motion to recess the meeting at the hour of 7:43 p.m. and meet with the Park and Recreation Commission; and at the conclusion of the Joint Meeting, to adjourn to 6:30 p.m. on Monday, December 19, 1988, at which time the City Council would consider necessary items and then hold a joint meeting with the Planning Commission commencing at 7:30 p.m. The voice vote was unanimous. CALL TO ORDER: Mayor Brown reconvened the City Council meeting at 8:07 p.m., and Chairman Wheeler called to order the Special Meeting. 2. ROLL CALL: City Council Present: Councilmembers Harper, Lawrason, Montgomery, Perez and Mayor Brown Parks & Recreation Commission Present: Commissioners Arambula, Crockatt, Nainoa, Radich and Chairman Wheeler. Staff Present: Steve Kueny, City Manager; Philip Newhouse, Director of Community Services; and Debra Broussalian, Administrative Secretary. 3. COMMENTS FROM COUNCIL: The Council was pleased to meet together with the Parks & Recreation Commission, expressed that input and their recommendations are taken seriously, desired to give clear directions to the Commission and hope to make great progress within the next year. 4. DISCUSSION /ACTION ITEMS: The City Council met jointly to discuss with the Commission their role, projects and priorities for the next fiscal year. The Community Services Department Ongoing Assignments and Responsibilities list was covered with emphasis given to Projects listed as High Priority. The following projects were discussed, and it was a consensus of both the City Council and the Parks and Recreation Commission they were a high priority, and staff is to endeavor to substantially accomplish them within this fiscal year (1988/89): 1. List of improvements for the Downtown Park Site - (Recommend a Public., Meeting) 2. South Meadows Park A. Construction B. Arroyo Vista Community Park A. Conceptual Plan December 12, 1988 City Council agreed that the conceptual plan for Arroyo Vista Community Park should be added to their agenda as a future item of discussion. After that meeting, Council agreed to then meet jointly with the Parks & Recreation Commission and BSI to further discuss the item. 6. Peach Hill Park A. Modify lighting B. Potential other improvements including shared parking with MUSD and sign C. Final project accounting City Council requested staff to give them an update on the balance of all park funds by zones. 7. Community Center Rehabilitation (Very High Priority) A. Air Conditioning B. Lighting and acoustic (ceiling) improvements C. Sound system Staff was directed to try to do these items as one project. 8. Restroom Policy for City parks 9. Senior Citizens Center 10. Investigate feasibility of in -house parks /landscape maintenance 11. Recreation Survey 12. Revised Community Center use fee schedule A. Hold Harmless, insurance B. Alcohol use by groups - liability of City C. Develop policy concerning fee and rule waiver 13. Revised park land dedication (Quimby) ordinance 14. Develop standard park maintenance agreement 15. Proposition 70 The City Council requested the Parks & Recreation Commission to meet and give their recommendations regarding Proposition 70 to Council before their January 4, 1989, meeting in order to meet the January 13, 1989, deadline for filing of the application for the fiscal year 89/90. 17. Villa Campesina - Pedestrian Bridge and Park The Parks and Recreation Commission requested the City Council to meet with them jointly before the budget process begins. The Council concurred. 6• ADJOURNMENT: At 9:35 p.m. upon motion by Councilmember Harper and seconded by Councilmember Lawrason, the City Council meeting was adjourned to Monday, December 19, 1988, at 6:30 p.m. The voice vote was unanimous.
