HomeMy WebLinkAboutMIN 1988 1212 CC JNTA SPECIAL MEETING OF THE PARKS AND RECREATION COMMISSION TO MEET JOINTLY WITH THE CITY COUNCIL Moorpark, California December 12, 1988 A Special Meeting of the Parks and Recreation Commission to meet jointly with the City Council of the City of Moorpark was held on December 12, 1988, in the Council Chambers of the City Hall of said City, located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Brown reconvened the City Council meeting at 8:07 p.m., and Chairman Wheeler called to order the Special Meeting. 2. ROLL CALL: City Council Present: Councilmembers Harper, Lawrason, Montgomery, Perez and Mayor Brown Parks & Recreation Commission Present: Commissioners Arambula, Crockatt, Nainoa, Radich and Chairman Wheeler. Staff Present: Steve Kueny, City Manager; Philip Newhouse, Director of Community Services; and Debra Broussalian, Administrative Secretary. 3. COMMENTS FROM COUNCIL: The Council was pleased to meet together with the Parks & Recreation Commission, expressed that input and their recommendations are taken seriously, desired to give clear directions to the Commission 'and hope to make great progress within the next year. 4. DISCUSSION /ACTION ITEMS: The City Council met jointly to discuss with the Commission their role, projects and priorities for the next fiscal year. The Community Services Department Ongoing Assignments and Responsibilities list was covered with emphasis given to Projects listed as High Priority. The following projects were discussed, and it was a consensus of both the City Council and the Parks and Recreation Commission they were a high priority, and staff is to endeavor to substantially accomplish them within this fiscal year (1988/89): 1. List of improvements for the Downtown Park Site - (Recommend a Public Meeting) A Special Meeting of the Parks and Recreation Commission to Meet Jointly with the City Council 2 December 12, 1988 2. South Meadows Park A. Construction B. Maintenance Agreement 3. Campus Canyon Park A. Construction B. Maintenance Agreement 4. Monte Vista Nature Park 5. Arroyo Vista Community Park A. Conceptual Plan City Council agreed that the conceptual plan for Arroyo Vista Community Park should be added to their agenda as a future item of discussion. After that meeting, Council agreed to then meet jointly with the Parks & Recreation Commission and BSI to further discuss the item. 6. Peach Hill Park A. Modify lighting B. Potential other improvements including shared parking with MUSD and sign C. Final project accounting City Council requested staff to give them an update on the balance of all park funds by zones. 7. Community Center Rehabilitation (Very High Priority) A. Air Conditioning B. Lighting and acoustic (ceiling) improvements C. Sound system Staff was directed to try to do these items as one project. 8. Restroom Policy for City parks 9. Senior Citizens Center 10. Investigate feasibility of in -house parks /landscape maintenance 11. Recreation Survey 12. Revised Community Center use fee schedule A. Hold Harmless, insurance B. Alcohol use by groups - liability of City C. Develop policy concerning fee and rule waiver 13. Revised park land dedication (Quimby) ordinance 14. Develop standard park maintenance agreement A Special Meeting of the Parks and Recreation Commission to Meet Jointly with the City Council 3 December 12, 1988 15. Municipal swimming pool - 25 and 50 meter pools Construction, maintenance costs and projected revenue 16. Proposition 70 The City Council requested the Parks & Recreation Commission to meet and give their recommendations regarding Proposition 70 to Council before their January 4, 1989, meeting in order to meet the January 13, 1989, deadline for filing of the application for the fiscal year 89/90. 17. Villa Campesina - Pedestrian Bridge and Park The Parks and Recreation Commission requested the City Council to meet with them jointly before the budget process begins. The Council concurred. 5. ADJOURNMENT: At 9:35 p.m. upon motion by Councilmember Harper and seconded by Councilmember Lawrason, the City Council meeting was adjourned to Monday, December 19, 1988, at 6:30 p.m. The voice vote was unanimous.
