Moorpark, California January 29, 1990
An Adjourned Meeting of the City Council and Special Meeting of
the Planning Commission of the City of Moorpark, California was
held on January 29, 1990 in the Council Chambers of City Hall of
said City, located at 799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
The meeting was called to order at 6:30 p.m. by Paul Lawrason.
2. CLOSED SESSION:
MOTION: Councilmember Brown moved and Councilmember
Montgomery seconded a motion to adjourn to Closed Session to
discuss personnel matters. The motion carried by voice vote
4 -0, Councilmember Harper absent.
Present in the Closed Session were Councilmembers Brown,
Montgomery, Perez, Mayor Lawrason; Steven Kueny, City Manager
and Richard Hare, Deputy City Manager.
The Council reconvened into Open Session at 7:14 p.m. Mr.
Kueny stated that there was no action to report out of Closed
Session.
AT THIS POINT in the meeting Mayor Lawrason declared a 5
minutes recess.
Mayor Lawrason reconvened the Adjourned Meeting of the City
Council at 7:20 p.m.
Chairman Wozniak then called the Special Meeting of the
Planning Commission to order.
3. ROLL CALL:
City Council: Councilmembers Brown, Montgomery, Perez,
and Mayor Lawrason
Councilmember Harper arrived at 8:07 p.m.
Mayor Lawrason left the meeting at
7:48 p.m. and re- entered the meeting at
8:25 p.m.
Planning Commission: Commissioners Lanahan, Schmidt, Scullin,
Talley and Chairman Wozniak.

4. GENERAL PLAN UPDATE WORKSHOP
Cheri Phelps, Ken Ryan and Elizabeth Tincher from PBR and
Terence Austin and Kendal Elmer from Austin -Foust Associates
were introduced.
Ken Ryan gave a brief overview of the general Plan update
process and discussed the various handouts that were
distributed at the workshop. Mr. Ryan provided a summary of
the information in the Draft Land Use Existing Conditions and
Trends Report including a summary of existing land use
conditions, a discussion of current plans and policies which
must be taken into consideration in revising the Land Use
Element, Downtown Study, and Countywide Planning Program
growth and non - growth areas, current trends, and urban
services /conditions.
Terence Austin provided a summary of the information contained
in the Draft Circulation Existing Conditions Report, including
a discussion of existing traffic conditions, levels of service
through travel characteristics, and the traffic model process.
In response to Council and Commission discussion, Austin -Foust
said that the Through Survey results summarize automobile and
truck traffic characteristics for the four State Route
highways entering and exiting the City at the current City
limit boundary. The main objective is to differentiate two
types of vehicle trips -- trips between areas inside the City
and areas outside the City, and trips between areas outside
the City that travel through the City. Since the survey was
performed for highway locations on the city boundary,
automobile and truck traffic summarized as "internal"
represent trips being generated by development inside the City
and traffic classified as "external" represent trips being
generated by development outside of the City limits.
In response to the question regarding what is to be considered
typical truck traffic levels, Austin -Foust responded
approximately 5 %.
In response to a question regarding what effort will be made
to solicit comments from service agencies regarding goals and
policies before the next workshop, PBR answered that the
Notice of Preparation of an Environmental Impact Report was
recently mailed to all affected service agencies. Also, PBR
has also contacted the School District, County Waterworks
District No. 1 and the Fire and Police Departments during
preparation of the Land Use Element Existing Conditions and
Trends Report. PBR will attempt to also involve the service

agencies in the alternatives analysis process and will send
a letter requesting their input during goal development.
In response to a question regarding what effect the Highway
118/23 connector will have on truck traffic, Austin -Foust said
that matter would be studied next in the update process using
a traffic model.
In response to a comment that the existing General Plan
buildout would result in 60% more traffic and a question as
to whether this additional traffic was expected on existing
roads or future links being considered, Austin -Foust said they
would also analyze other road linkages.
In response to whether PBR would analyze other land use
proposals that will affect the General Plan Update proposals,
PBR said that land use alternatives could be looked at but
that at some point the City would select the preferred
alternative on which PBR would complete a more detailed
analysis, subsequent changes requiring considerable work.
In response to whether the additional General Plan elements
would be created or revised, PBR said that their scope of work
would include revisions to the Land Use and Circulation
Elements only, however, they would identify any
inconsistencies between elements which might be created
through revisions to the Land Use and Circulation elements.
5. CITY COUNCIL ADJOURNMENT
Mayor Lawrason adjourned the City Council meeting and the
Council left the dias at 9:00 p.m.
6. PUBLIC COMMENT
Thomas Ferguson, 14798 Marquette, expressed concern related
to a safety problem with the street median on Campus Park
Drive.
It was suggested that he attend a City Council meeting and
speak during the public comment portion of that meeting.
Dennis Hardgrave, 1830 Lockwood No. 110, Oxnard, representing
the Levy Company, requested that a thorough Highway 118
westbound study be undertaken and that alternatives be studied
such as a possible interim roadway with connection to Gabbert
Road or to the west side of the Southern California Edison
substation facility. He said there was a current Williamson
Act contract for the Levy Company property, but that the

contract will expire in 1991.He pointed out that there is an
inconsistency between Countywide Planning Program growth and
non - growth areas and the fact that the Levy Company property
is within the Moorpark Redevelopment Area. He also expressed
concern regarding the effect on the Levy property from
possible extensions of High Street and Casey Road, and stated
that the Levy company wanted adequate consideration of the
need for an elementary school site in the vicinity of their
property.
Irma Tucker, Sage Institute, 2835 Townsgate Road No. 208,
Westlake Village said that Safe Institute was representing the
Moorpark Unified School District. She emphasized that the
decisions made as a result of the General Plan Update would
affect public services and that the School District was
interested in being involved and providing input to the
process.
PLANNING COMMISSION ADJOURNMENT
Commissioner Wozniak adjourned the Planning Commission Meeting
at 9:35 p.m.
