Moorpark, California May 30, 1990
An Adjourned Meeting of the City Council of the City of Moorpark,
California was held on May 30, 1990 in the Council Chambers of the
City Hall of said City, located at 799 Moorpark Avenue, Moorpark,
California.
1. CALL TO ORDER:
Mayor Perez called the meeting to order at 6:10 p.m.
2. ROLL CALL:
Present: Councilmembers Brown, Harper, Lawrason,
Montgomery, and Mayor Perez.
Steven Kueny, City Manager; Pat Richards,
Director of Community Development.
3. DISCUSSION:
A. Consider a proposal from the firm of PBR to complete a
Sphere of Influence Study. Staff Recommendation: direct
staff as deemed appropriate.
Ken Ryan and Cheri Phelps were present from PBR.
A Council discussion ensued concerning timing and merits
of doing a Sphere of Influence Study, the funding thereof
and the City's ability to recover costs expended on the
study.
MOTION: Councilmember Lawrason moved and Councilmember
Montgomery seconded a motion to amend the General Plan Update
contract with PBR to incorporate additional work for the
Sphere of Influence Study for the amount of $15,750; approve
separate contract with PBR to do a Sphere of Influence Study
for the amount of $38,903; authorize Mayor to execute both
contracts; and to appropriate $55,000 from the Community
Development Fund. The motion carried on a roll call vote 3 -2,
Councilmembers Harper and Perez dissenting.
Richard Hare, Deputy City Manager, joined the meeting at
6:40 p.m.
MOTION: Councilmember Lawrason moved and Councilmember
Montgomery seconded a motion to clarify the study area to be
Waterworks District No. 1 boundaries plus the area east of
State Route 23 north of Tierra Rejada Road extending east to
City's Area of Interest boundary.

AMENDMENT: Councilmember Brown moved and Councilmember
Lawrason seconded an amendment to include that portion of the
Area of Interest south of the City limits (south of tracts
2865, 3225, 3019 and PC -3 South Village) extending from a
southerly extension of Spring Road west to the west boundary
of the Area of Interest.
In response to a question from Councilmember Montgomery
Ms. Phillips of PBR stated that she considered the area
being described as consistent with the Scope of Work.
VOTE ON THE AMENDMENT: The amendment carried 3 -2,
Councilmembers Harper and Perez dissenting.
VOTE ON THE MAIN MOTION: The motion carried 3 -2,
Councilmembers Harper and Perez dissenting.
4. CLOSED SESSION:
MOTION: Councilmember Brown moved and Councilmember
Montgomery seconded a motion to go into Closed Session under
Personnel. The motion carried by unanimous voice vote.
Present in the Closed Session were all Councilmembers;
Steven Kueny, City Manager; and Richard Hare, Deputy City
Manager.
The meeting reconvened into Open Session at 7:14 p.m.
Mr. Kueny stated that there was no action to report out
of Closed Session.
Mr. Kueny stated that an item to consider cancellation of
the City's State Compensation Insurance Fund (SCIF)
coverage to go to self- insurance needed to be added to
the agenda as the required action would take 30 days
notice and had to be accomplished before July 1, 1990.
MOTION: Councilmember Harper moved and Councilmember Brown
seconded a motion to add to the agenda consideration of
cancellation of the City's policy with the State Compensation
Insurance Fund to go to self - insurance, the need for action
having arisen after the posting of the agenda. The motion
carried by unanimous voice vote.

3.B. Consider Cancellation of State Compensation Insurance
Fund (SCIE) Coverages
MOTION: Councilmember Lawrason moved and Councilmember Brown
seconded a motion to authorize the City Manager to cancel the
current policy with the State Insurance Fund; to inform the
State Industrial Relations Department that the City is to
self - insure with the Southern California Joint Powers
Insurance Authority (SCJPIA) ; authorize staff to complete all
necessary items to affect cancellation with SCIF and to self -
insure with the SCJPIA. The motion carried by unanimous
voice vote.
5. ADJOURNMENT
MOTION: Councilmember Brown moved and Councilmember Harper
seconded a motion to adjourn the meeting. The motion carried
by unanimous voice vote.
The time of adjournment was 7:19 p.m.
