An Adjourned Meeting of the City Council of the City of Moorpark was
held on July 24, 1991 in the Council Chambers of said City located
at 799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
Mayor Lawrason called the meeting to order at 7:13 p.m.
2. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Councilmember Wozniak.
Present: Councilmembers Perez, Talley, Wozniak,
and Mayor Lawrason.
Absent: Councilmember Montgomery
Richard Hare, Deputy City Manager; Pat
Richards, Director of Community
Development; Debbie Traffenstedt, Senior
Planner; Phil Newhouse, Director of
Community Services; Dirk Lovett,
Assistant City Engineer; and Lillian
Kellerman, City Clerk.
4. PROCLAMATIONS, COMMENDATIONS, AND SPECIAL PRESENTATIONS:
None.
5. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
None.
6. PUBLIC COMMENT:
Allen Camp, 1050 South Kimball, Ventura, representing
Westland.
CONSENSUS: By consensus, the Council determined to re -open
the public hearing for 9.C. and allow Mr. Camp to speak at
that time.
Nancy Bowden, 1461 Walnut Cyn Rd., addressed the Council
regarding Blue Star and the traffic on Walnut Canyon Road.
Debbie Hall, 588 Spring Rd., #62, addressed the Council
representing the Employment Development Department. She said
the Department would operate from 10:00 a.m. to noon at the

Catholic Charities location.
COMMITTEE REPORTS:
None.
CONSENT CALENDAR (Roll Call Vote):
None.
PUBLIC HEARINGS:
C. Consider A Request by The Westland Company of Ventura
Regarding Residential Planned Development Permit Nos. 90-
2 and 90 -3 (multi- family) and 90 -4 (single- family), Zone
Change No. Z -90 -2, Tentative Tract Map No. 4738 (multi-
family) and 4726 (single- family), General Plan
Application No. GPA 90 -1 Environmental Impact Report.
Staff Recommendation: Consider the adequacy of the
Environmental Impact Report and the recommendation of the
Planning Commission and staff to approve the above
entitlements with conditions. (Continued from 7/17/91;
the public hearing is closed)
Mr. Hare said staff's recommendation was to continue this
matter to the August 7, 1991 meeting so the City Manager
can be present. He said there were some issues of
misunderstanding regarding the Los Angeles Avenue
improvements to be resolved at that time.
MOTION: Mayor Lawrason moved and Councilmember Perez seconded
a motion to re -open the public hearing and take public
testimony. The motion carried by voice vote 4 -0,
Councilmember Montgomery absent.
Allen Camp said he takes responsibility for the
misunderstanding which occurred because of the letter he
wrote to the Community Development Director.
Mr. Camp said the applicant agrees with the compromise
position on 67A but reserved the right to see the
language.
In response to Council question, Mr. Richards said that
there were a few items in the letter from Mr. Camp that
could be resolved tonight. He went though Mr. Camp's
letter as follows:
Tract 4726: He said the resolution of this item will
have to wait.

67A: He said resolution of this item will have to wait.
71A: He said that to "delete reference to final map and
change to occupancy" is acceptable to staff.
RPD 90 -4, Paragraph 2: He said staff has made the
requested change to adjust the unit count to 116 and 106.
45A: He said resolution of this item will have to wait.

42 (d) : He said staff recommends the existing language of
1150 years" and that the language had previously been 11100
years ".
60(b): He said this condition can be resolved by
reimbursement language as used in the Martin V. Smith
project. A copy of the language will be provided to Mr.
Camp.
74: He said resolution of this item will have to wait.
Mr. Richards said 74A and 59A and 59B of RPD 90 -2 and 90-
3 will have to await resolution.
In response to Council question, Mr. Richards stated that
still "at issue" were the reimbursement for the levee
improvements on the Muna property and the Los Angeles
Avenue Improvements. He also said that the Affordable
Housing Agreement was back from the City Attorney's
office and needed to be reviewed. In addition, Mr.
Richards said he was awaiting language from the City
Attorney's office regarding General Plan zoning changes
required for the project.
Mr. Camp said that the applicant was willing to drop the
issue of the reimbursement for levee improvements.
Mayor Lawrason closed the public hearing.
In response to Council question, Mr. Richards said that
only the wording of the condition regarding Los Angeles
Avenue widening was left to resolve.
MOTION: Councilmember Talley moved and Councilmember Wozniak
seconded a motion to make the changes to the project
conditions as proposed tonight and to continue the item to the
August 7, 1991 City Council meeting. The motion carried by
voice vote 4 -0, Councilmember Montgomery absent.

10. COMMENTS FROM COUNCIL MEMBERS:
None.
11. ACTION /DISCUSSION ITEMS:
A. Consideration of the Draft EIR for Blue Star Quarry
Protect - CUP No. 4633 by the County of Ventura. Staff
Recommendation: Approve staff's draft comments.
Ms. Traffenstedt gave the staff recommendation.
Councilmember Perez indicated that the staffs comments on
the EIR were very good. He said his concerns with the
EIR were with traffic circulation.
Mayor Lawrason said the circulation impacts are what
concern him also. He said that it doesn't appear that
the traffic information available in the City was
considered by the County in this EIR.
Ms. Traffenstedt said the EIR does not address the
General Plan update and resulting changes in land use.
CONSENSUS: By consensus, the Council determined that the
staff should include comments regarding the omission of
consideration of the City's General Plan update and to offer
the traffic information which the City has available.
Mayor Lawrason said that the preservation of the
ridgelines are of concern to him and the elapse of time
before Blue Star will be reviewed again.
Councilmember Wozniak said that he is concerned with the
missing impacts to the regional park in the EIR and the
lack of consideration of the General Plan update and
amendments.
Councilmember Talley said in his opinion the EIR is
totally inadequate.
Councilmember Perez asked the Environmental Coalition to
relay their comments directly to the County.
MOTION: Councilmember Talley moved and Councilmember Wozniak
seconded a motion to approve the staff comments on the EIR and
to incorporate Council comments and authorize the Mayor to
sign a letter transmitting the comments to the County. The
motion carried by voice vote 4 -0, Councilmember Montgomery
absent.

F. Consider Signage for Play Areas in the _Park. Staff
Recommendation: Direct staff to install signs after
consultation with the Southern California Joint Powers
Insurance Authority.
Mr. Hare said that at the last meeting the Council had
directed staff to contact the Southern California Joint
Powers Insurance Authority regarding Signage for Play
Areas. He said they recommended the following language:

may result in injury.
Mr. Newhouse presented a "mock -up" of the sign.
In response to Council question, Mr. Newhouse said that
the cost would be $328.35 for the staff recommended 15
signs and posts.
In response to Councilmember Wozniak's concern that the
signs be placed at a height that would not preclude the
signs being seen, Mr. Newhouse said where possible the
signs would be attached to fencing.
CONSENSUS: By consensus, the Council determined that some of
the signs should be posted in Spanish.
MOTION: Mayor Lawrason moved and Councilmember Wozniak
seconded a motion to approve the staff recommendation for
signs. The motion carried by voice vote 4 -0, Councilmember
Montgomery absent for the vote.
12. ORDINANCES:
None.
13. FUTURE AGENDA ITEMS:
None.

14. CLOSED SESSION:
MOTION: Councilmember Talley moved and Councilmember Wozniak
seconded a motion to adjourn to Closed Session for a
discussion of 14.A. Personnel. The motion carried by voice
vote 4 -0, Councilmember Montgomery absent.
The time was 8:12 p.m.
Present in Closed Session were all Councilmembers and Richard
Hare, Deputy City Manager.
The Council reconvened into Open Session at 8:35 p.m. Mr.
Hare reported that there was no action to report out of Closed
Session and only Personnel had been discussed.
15. ADJOURNMENT:
MOTION: Councilmember Wozniak moved and Councilmember Perez
seconded a motion to adjourn. The motion carried by voice
vote 4 -0, Councilmember Montgomery absent for the vote. The
time was 8:36 p.m.
