HomeMy WebLinkAboutMIN 1991 0814 CC ADJMINUTES OF THE CITY COUNCIL Moorpark, California August 14, 1991 An Adjourned Meeting of the City Council of the City of Moorpark was held on August 14, 1991 in the Council Chambers of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Lawrason called the meeting to order at 7:12 p.m. 2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Councilmember Talley. 3. ROLL CALL: Present: Councilmembers Montgomery, Perez, Talley and Mayor Lawrason. Absent: Councilmember Wozniak Steven Kueny, City Manager; Richard Hare, Deputy City Manager; Phil Newhouse, Director of Community Services; Ken Gilbert, Director of Public Works; Lt. Geoff Dean, Sheriff's Department, Dirk Lovett, Assistant City Engineer; Mary Lindley, Assistant to the City Manager; Lillian Kellerman, City Clerk 4. PROCLAMATIONS, PRESENTATIONS: None. COMMENDATIONS, AND SPECIAL 5. REORDERING OF, AND ADDITIONS TO, THE AGENDA: None. 6. PUBLIC COMMENT: Allen Camp, 1050 South Kimball Road, Ventura, attorney for Westland spoke. Mr. Camp asked the City Council to reconsider the action regarding Westland that was taken at the last City Council meeting on August 7. He said at issue is the condition that would require Westland to pay $3,000 per unit for undetermined road improvements. He said a condition should be Minutes of the City Council Moorpark, California Page 2 August 14, 1991 substituted which requires the applicant to waive their objection to the formation of an assessment district or the adoption of the City's contemplated traffic mitigation fees when and if that takes place. He said the Council has done that in the past with Urban West. MOTION: Councilmember Talley moved and Councilmember Montgomery seconded a motion to reconsider the resolution on the Westland project and to direct staff to bring a report back to the Council at the next Council meeting for them to consider the alternatives. The motion carried by 4 -0 voice vote, Councilmember Wozniak absent for the vote. 7. COMMITTEE REPORTS: None. 8. CONSENT CALENDAR: None. 9. PUBLIC HEARING: None. 10. COMMENTS FROM COUNCILMEMBERS: None. 11. ACTION /DISCUSSION ITEMS: C. Consider Departmental Objectives for FY 91/92. Staff Recommendation: Direct staff as deemed appropriate. Mr. Kueny gave the staff report. He said the discussion of objectives in the document Mission Statement, Goals and Objectives was deferred during the budget process and it was the intent this evening to have the Council review those objectives and revisit the goals should they desire. Change Item 3 in Management section from: "Work with State and Federal legislators to ensure that....." to read: "Work with County, State and Federal officials to ensure that......" 2. Add Item 4 as follows: "Perform an annual performance review of all department heads and the Assistant to the City Manager." 3. Add Item 2 to the Redevelopment and Economic Development section to read: "Coordinate City's downtown improvement efforts." 4. Add three items as numbers 6., 7. and 8. to the Special Projects section as follows: 116. Assist in the development of an expanded library facility. 7. Complete five (5) year financial projections prior to 1992/93 Budget adoption. 8. Assist with resolving concerns with day laborer gathering site and related activities." 5. Add as Item 5. to the Emergency Preparedness section: 115. Plan a table top disaster exercise by June 30, 1992." 6. Add as Item 4. to the Public Transit section: 114. Change Item 4. in Records Management section from: "Implement an optical disk system for storage and retrieval of information." to read: "Analyze feasibility of lease /purchase options for an optical disk system for storage and retrieval of information." 2. Change Item 5 in Records Management section to read: "Implement an off -site storage program for vital records." 3. Change Item 10 in Records Management section from: "Develop and disseminate written procedures to all departments." to read: "Compile and organize written procedures for all departments." Change item 5. in Budget, Accounting and Finance from: "Invest public funds in a manner that maximizes yield and preserves the safety and liquidity of the funds while meeting the return objective established for the City." to read: "Invest public funds with the safety of principal as the foremost objective of the investment program and allowing sufficient liquidity to meet all operating requirements while maximizing the market rate of return on investments." 3. Change Item 1. in Risk Management from: "Prepare an employee manual program." to read: injury prevention "Implement an employee injury prevention program." Public Safety I. Change Item 3. in Patrol Services from: "Proactively respond to local youth gang problems." to read: "Proactively address local youth gang problems." 2. Change Item 1. in Traffic Enforcement from: "Train two additional officers in commercial vehicle enforcement." to read: "Train two additional officers in commercial vehicle enforcement and commit an average of eight (8) hours per week on this activity." Add Item 11. to Administration as follows: "Conduct study on street light glare reduction and report to City Council by April 15, 1992." 3. Change Item 2. in Capital Projects from: "Administer the design and construction of the following capital improvement projects to be completed by June 30, 1992." to read: "Administer the design and construction of the budgeted capital improvement projects to be completed by June 30, 1992." 4. Change Item 5. from: "Create standard engineering conditions for proposed developments." to read: "Create standard engineering conditions for proposed developments for each type of entitlement." Mr. Kueny said there would be a mid -year update to the Council on progress made toward these goals and objectives. 12. ORDINANCES: None. 13. FUTURE AGENDA ITEMS: None. 14. ADJOURNMENT: MOTION: Councilmember Montgomery moved and Councilmember Talley seconded a motion to adjourn the meeting.
