Moorpark, California August 14, 1991
An Adjourned Meeting of the City Council of the City of
Moorpark was held on August 14, 1991 in the Council Chambers
of said City located at 799 Moorpark Avenue, Moorpark,
California.
1. CALL TO ORDER:
Mayor Lawrason called the meeting to order at
7:12 p.m.
2. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Councilmember
Talley.
3. ROLL CALL:
Present: Councilmembers Montgomery, Perez,
Talley and Mayor Lawrason.
Absent: Councilmember Wozniak
Steven Kueny, City Manager; Richard
Hare, Deputy City Manager; Phil

5. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
None.
6. PUBLIC COMMENT:
Allen Camp, 1050 South Kimball Road, Ventura,
attorney for Westland spoke. Mr. Camp asked the
City Council to reconsider the action regarding
Westland that was taken at the last City Council
meeting on August 7. He said at issue is the
condition that would require Westland to pay
$3,000 per unit for undetermined road
improvements. He said a condition should be

substituted which requires the applicant to waive
their objection to the formation of an assessment
district or the adoption of the City's
contemplated traffic mitigation fees when and if
that takes place. He said the Council has done
that in the past with Urban West.
MOTION: Councilmember Talley moved and
Councilmember Montgomery seconded a motion to
reconsider the resolution on the Westland project
and to direct staff to bring a report back to the
Council at the next Council meeting for them to
consider the alternatives. The motion carried by
4 -0 voice vote, Councilmember Wozniak absent for
the vote.

11. ACTION /DISCUSSION ITEMS:
C. Consider Departmental Objectives for FY
91/92. Staff Recommendation: Direct staff
as deemed appropriate.
Mr. Kueny gave the staff report. He said the
discussion of objectives in the document Mission
Statement, Goals and Objectives was deferred
during the budget process and it was the intent
this evening to have the Council review those
objectives and revisit the goals should they
desire.
The Council went through the document making
changes and revisions as noted below.

MOTION: Councilmember Montgomery moved and
Councilmember Talley seconded a motion to adjourn
the meeting. The motion carried by 4 -0 voice
vote, Councilmember Wozniak absent for the vote.
Mayor Lawrason adjourned the meeting at 9:05 p.m.
