April 13, 1992
A Special Joint Meeting of the City Council and Parks & Recreation
Commission of the City of Moorpark was held on April 13, 1992 in the
Council Chambers of said City located at 799 Moorpark Avenue, Moorpark,
California.
1. CALL TO ORDER:
Mayor Lawrason called the City Council to order at 7:05 P.M.
Chairman Corzine called the Parks & Recreation Commission to order
at 7:05 p.m.
2. ROLL CALL:
Present: Councilmembers Montgomery, Perez, Talley, Wozniak,
and Mayor Lawrason.
Commissioners Hall, Stratton, Thompson, Volke and
Chairman Corzine.
Steven Kueny, City Manager; Don Reynolds,
Management Analyst; Ken Gilbert, Public Works
Director; and Lillian Kellerman, City Clerk.
3. ACTION /DISCUSSION:
A. Mutual Concerns and Issues of the City Council and Parks and
Recreation Commission. Staff Recommendation: Direct staff as
deemed appropriate.
Commissioner Thompson thanked the Council for authorizing the
funds for attendance at the Parks & Recreation Conference.
She said the training was very useful and made her realize
that the Commission could be an even more useful tool for the
City Council. She said she would encourage more interaction
between the Commission and the Council.
B. Arroyo Vista Community Park. Staff Recommendation: Direct
staff as deemed appropriate.
Chairman Corzine indicated that the Commission had some
concerns regarding changes in the conceptual design of the
park. He said changes were made that the Parks & Recreation
Commission were not aware of.
Commissioner Hall indicated that the Commission felt they had
been "left out of the loop" in regard to the changes that were
made.

In response to Mayor Lawrason, Commissioner Thompson said the
Commission was specifically concerned with the placement of
the soccer fields.
Councilmember Montgomery said the Council was concerned with
attempting to get as much grassy area as possible for the
soccer and hockey fields but no real changes were made in the
conceptual design.
The Council and Commission discussed the placement of the
access roads for the park and Mr. Gilbert provided information
on the grading of Phase One.
The Council and Commission discussed the proposed pool and its
cost. Commissioner Hall indicated that he had received
information regarding pools at the seminar he recently
attended.
CONSENSUS: By consensus, the Council determined that the
Commission would be copied on all park and recreation related items
that go to the Council.
The Commission expressed their hope that effective
communication would occur between the staff, Council and
Commission. They indicated their pride in being Commissioners
and want their services to be utilized as completely as
possible.
Commissioner Corzine said this kind of forum with the Council
is very important.
The Council and Commission discussed tennis court rules.
CONSENSUS: By consensus, the Council determined to allow the Parks
and Recreation Commission to determine the rules for tennis court
play.
The Commission expressed concern that they had not known until
the last minute that they were not to be in charge of the
Cinco de Mayo celebration. They asked for a little more lead
time in the future in regard to the Council's pleasure.
Commissioner Stratton indicated her appreciation for this
forum and exchange of information and indicated that she had
no special concerns.

Commissioner Volke expressed her appreciation for being able
to attend the recent conference. She said she would like to
see the Arroyo Vista Community Park construction started as
soon as possible. She also asked if the Tot Lot in front of
City Hall could be dedicated during the Cinco de Mayo
celebration.
Commissioner Hall asked if the play equipment at North Meadows
Park could be moved to the Monte Vista Nature Park in order to
make it a more active park. He said the Park would be better
utilized if it had play equipment.
In response, Councilmember Montgomery indicated that the
Commissioners should check with staff on any complications
regarding that request and that the adjacent property owners
should be contacted for input.
Chairman Corzine indicated that his concerns had been aired
and that he believed this was an excellent forum for the
Council and Commission. He said it is important to the
Commission to know that what they are providing to the Council
is what the Council needs.
Mayor Lawrason said this was a good opportunity for the
Council to share with the Commission and the Commission to
share with the Council. He indicated that such a meeting
should be scheduled every six months and more frequently, if
needed on individual matters. He indicated that he believed
a better job of communicating could be done by the Council.
The Commission expressed their appreciation for Don Reynolds
and his work with the Commission since the resignation of
Mr. Phil Newhouse as the Director of Community Services.
Councilmember Wozniak expressed his appreciation for all the
efforts of the Commission on behalf of the community.
MOTION: Councilmember Wozniak moved and Councilmember Perez
seconded a motion to adjourn. The motion carried by unanimous
voice vote. The time was 8:30 p.m.

4. ADJOURNMENT:
Mayor Lawrason adjourned the City Council at 8:30 p.m.
Chairman Corzine declared a recess of the Parks and Recreation
Commission at 8:30 p.m.
