Moorpark, California June 10, 1992
An Adjourned Regular Meeting of the City Council of the City of
Moorpark was held on June 10, 1992 in the Council Chambers of said
City located at 799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
Mayor Lawrason called the meeting to order at 6:00 p.m.
Present: Councilmembers Montgomery, Perez, Talley,
Wozniak, and Mayor Lawrason.
Steven Kueny, City Manager.
2. CLOSED SESSION:
MOTION: Councilmember Montgomery moved and Councilmember
Talley seconded a motion to adjourn to Closed Session for a
discussion of A) Personnel; and B) Personnel pursuant to
Government Code Section 54957.6. The motion carried by
unanimous voice vote.
Present in Closed Session were all Councilmembers; and Steven
Kueny, City Manager.
The meeting reconvened into Open Session at 7:20 p.m.
Mr. Kueny stated that there was no action to report out of
Closed Session and only items 3.A. and 3.B. had been
discussed.
AT THIS POINT in the meeting a recess was declared.
3. RECONVENE TO OPEN SESSION:
Mayor Lawrason called the meeting back to order at 7:30 p.m.
4. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Councilmember Wozniak.
5. ROLL CALL:
Present: Councilmembers Montgomery, Perez, Talley,
Wozniak, and Mayor Lawrason.

Steven Kueny, City Manager; Richard Hare,
Deputy City Manager; Ken Gilbert, Director of
Public Works; Don Reynolds, Management
Analyst; Dirk Lovett, Assistant City Engineer;
and Lt. Dean, Sheriff's Department; Lillian
Kellerman, City Clerk and Dorothy Vandaveer,
Deputy City Clerk.
6. PUBLIC COMMENT:
A. Eloise Brown, 13193 E. Annette Street, spoke regarding
the Handicapped Equestrian Learning Program (H.E.L.P.)
and said that program needs funding from the City.
B. Jerry Goldstein, 11932 Los Angeles Avenue, spoke
regarding stalled traffic at the train crossings. He
asked how Council is going to correct the delays caused
by the trains.
7. PUBLIC HEARINGS:
C. Consider Proposed Assessments for "Parks Maintenance
Assessment District No. AD -85 -1" for the Fiscal Year
Commencing on July 1, 1992 and Ending June 30, 1993 and
Consider Resolution No. 92- , a Resolution Confirming
the Assessment for FY 1992/93. Staff Recommendation:
Continue the public hearing, receive testimony and
continue these matters to the date of the next budget
work shop.
Ethel Sulkis, 270 Sierra, requested that if any funds
were left in Gann that they would be returned to the
citizens as Assessment District Rebates.
MOTION: Councilmember Montgomery moved and Councilmember
Talley seconded the motion to continue this item to Wednesday,
June 15, 1992; the public hearing to remain open. The motion
carried by unanimous voice vote.
D. Consider Prouosed Assessments for "Moorpark Liahtina and
Landscaping Maintenance Assessment District No. AD -84 -2"
for the Fiscal Year Commencing July 1, 1992 and Ending
June 30, 1993 and Consider Resolution No. 92- a
Resolution Confirming the Assessment for FY 1992/93.
Staff Recommendation: Continue the public hearing,
receive testimony and continue these matters to the date
of the next budget work shop.
Ms. Kellerman stated that there were no speaker cards for
this item.

MOTION: Councilmember Montgomery moved and Councilmember
Talley seconded the motion to continue this item to Wednesday,
June 15, 1992; the public hearing to remain open. The motion
carried by unanimous voice vote.
8. ACTION /DISCUSSION ITEM:
A. Budget Workshop - FY 92/93 Budget.
Staff Recommendation: Continue Council discussion of the
budget.
Cable Services - 118
Equipment Rental, line item 118 -661 - this item was
reduced to $3,000.
Public Safety - 121
No changes were made to the Public Safety budget.
Animal Regulation - 123
No changes were made to the Animal Regulation budget.
CDBG - 131
No changes were made to the CDBG budget.
Planning - 131
Honorariums, line item 501 - to be corrected to be
$9,000.
Salaries, Full Time, line item 502 - a detailed
explanation of the increases since last year to be
provided at the next budget work session.
Shot) and Operating Supplies, line item 623 - the
previous year's history did not print.
Advertising, line item 625 - the $1,000 for the sphere of
influence public hearings to be deleted.
Printing, line item 626 - more information on the code
enforcement forms expense to be provided to the Council
at the next meeting.

Special Supplies & Services, line item 629 - more
information to be provided on the code enforcement film
expense; 35mm camera ($250) and code enforcement supplies
($150) to be deleted.
Travel and Mileage, line item 634 - to be reduced to
$3,000.
Uniform Allowance, line item 638 - to be reduced to
$1,200.
Professional Services, line item 641 - landscape design
standards ($25,000) to be deleted and replaced with
Traffic Systems Management Study funded by a developer
deposit ($25,000).
Special Legal Services, line item 131.643 - information
to be provided to the Council at the next meeting
regarding the actual expenses for this item last year.
The Council directed that the General Fund Total for
Department 131 is to be charged to Fund 41 ($126,977)
rather than General Fund.
AT THIS POINT in the meeting a recess was declared. The time
was 9:10. The Council reconvened at 9:30 p.m.
Building & Safety - 133
No changes were made to this budget.
Engineering - 135
No changes were made to this budget.
Community Services - 134
No changes were made to this budget.
Parks - 147
Regular Salaries, line item 147.502 - Maintenance Worker
II should not be shown here; staff to review salaries and
provide more information at the next meeting.
Special Supplies & Services, line item 147.629 - staff to
provide detail to the Council for the sand expense and to
look at and reduce the miscellaneous expense.

Professional Service, line item 147.641 - staff to
provide more information on the water conservation audit.
Equipment Rental, line item 147.661 - this line item to
be reduced to $3,300.
Resurfacing Basketball Courts at Glenwood Park and Campus
Canyon - staff to add this as a line item and to verify
the costs as approximately $3,000 for a full court at
Glenwood Park and $1,500 for a half court at Campus
Canyon Park.
Security Lighting at Campus Canyon Park - staff to add
this as a line item and to verify the installation costs
as approximately $15,000
Sidewalks to the Tot Lot at Griffin Park - staff to add
this as a line item and to verify the cost as
approximately $800.
Recreation - 148
Honorariums, line item 501 - Requested amount for 1992/93
will be corrected from $9,500 to $9,000.
Contractual Service, line item 642 - $5,000 to be added
for the City's tenth anniversary celebration. $5,000 to
be added to allow the City to pay an hourly rate to the
Boys and Girls Club for use of their gymnasium; to be a
prepaid amount for one year based on a given amount of
hours of guaranteed usage.
Utilities, line item 652 - City staff will review the
cost to pay for additional hours of lighting for the
tennis courts at the Casey Road High School. An analysis
will be conducted as to schedule and cost and will be
brought back to Council for consideration.
Specialized Equipment, line item 906 - Details relating
to the size of the portable canopy will be provided to
Council for the next scheduled budget meeting.
Adult Sports, line item 991 - Clarification was made that
this $31,000 line item includes all adult sports; the
wording "softball tournaments" will be deleted.
Community Center - 149
Education & Training, line item 636 - to be reduced from
$975.00 to $400.00.

Uniform Allowance, line item 638 - staff to provide a
consolidated report to the Council presenting this
information by line item and clarifying how it appears
across the various accounts.
Maintenance & Repairs, line item 658 - to be reduced from
$3,500 to $3,000.
Specialized Equipment, line item 906 - the generator
specified to be a portable generator which can be
relocated for use as the situation dictates.
Richard Hare summarized the items that will be provided to
Council at the next scheduled budget meeting and indicated
that the Council has been provided information regarding a
proposed postage meter upgrade and the lateral filing cabinet
for the Council conference room.
9. CLOSED SESSION:
MOTION: Councilmember Talley moved and Councilmember
Montgomery seconded a motion to go into Closed Session for a
discussion of A) Personnel and B) Personnel pursuant to
Government Code Section 54957.6. The motion carried by
unanimous voice vote.

was 10:50 p.m.
Present in Closed Session were all Councilmembers; and Steven
Kueny, City Manager.
The meeting reconvened into Open Session at 11:00 p.m.
Mr. Kueny stated that there was no action to report out of
Closed Session and only items A) Personnel and B) Personnel
pursuant to Government Code Section 54957.6. had been
discussed.

10. ADJOURNMENT:

MOTION: Councilmember Montgomery moved and Councilmember
Perez seconded the motion to adjourn the meeting to 6:00 p.m.,
Wednesday June 15, 1992. The motion carried by unanimous
voice vote. The time was 11:00 p.m.
