June 15, 1992
An Adjourned Regular Meeting of the City Council of the City of Moorpark
was held on June 15, 1992 in the Council Chambers of said City located
at 799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
Mayor Lawrason called the meeting to order at 6:10 p.m.
Present: Councilmembers Montgomery, Perez, Talley, Wozniak,
and Mayor Lawrason.
Steven Kueny, City Manager.
2. CLOSED SESSION:
MOTION: Councilmember Talley moved and Councilmember Montgomery
seconded a motion to go into Closed Session for discussion of A)
Personnel; B) Personnel pursuant to Government Code Section
54957.6. The motion carried by unanimous voice vote.
Present in Closed Session were all Councilmembers and Steven Kueny,
City Manager.
The meeting reconvened into Open Session at 7:25 p.m.
AT THIS POINT IN THE MEETING a recess was declared.
3. RECONVENE TO OPEN SESSION:
Mayor Lawrason called the meeting back to order at 7:35 p.m.
4. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Councilmember Talley.
5. ROLL CALL:
Present Councilmembers Montgomery, Perez, Talley,
Wozniak, and Mayor Lawrason.
Steven Kueny, City Manager; Richard Hare,
Deputy City Manager; Ken Gilbert, Director of
Public Works; Lillian Kellerman, City Clerk.
6. PUBLIC COMMENT:
None.

7. PUBLIC HEARINGS:
C. Consider Proposed Assessments for "Parks Maintenance
Assessment District No. AD -85 -1" for the Fiscal Year
Commencing on July 1, 1992 and Ending June 30, 1993 and
Consider Resolution No. 92- , a Resolution Confirming the
Assessment for Fiscal Year 1992/93. Staff Recommendation:
Open the public hearing, receive testimony and continue these
matters to the date of the budget workshops.
MOTION: Councilmember Montgomery moved and Councilmember Talley
seconded to continue this item to Wednesday, June 17th, the public
hearing to remain open. The motion carried by unanimous voice
vote.
D. Consider Proposed Assessments for "Moorpark Lighting_ and
Landscaping Maintenance Assessment District No. AD -84 -2" for
the Fiscal Year Commencing July 1. 1992 and Ending June 30,
1993 and Consider Resolution No. 92- a Resolution
Confirming the Assessment for Fiscal Year 1992193. Staff
Recommendation: Open the public hearing, receive testimony
and continue these matters to the date of the budget
workshops.
MOTION: Councilmember Montgomery moved and Councilmember Talley
seconded to continue this item to Wednesday, June 17th, the public
hearing to remain open. The motion carried by unanimous voice
vote.
8. ACTION /DISCUSSION ITEMS:
A. Budget Workshops - FY92/93 Budget. Staff Recommendation:
Continue Council discussion of the Budget.
The following items were discussed by the Council:
Finance - 116
Professional Services, line item 641 - the amount for the
contract accountant was changed to $16,700.
CDBG - 131
Advertising, line item 625 - $1,000 for sphere of influence
public hearings was deleted.
Printing, line item 626 - "Code Enforcement Forms" was changed
to read General Planning Forms.

Special Supplies and Services line item 629 - code
enforcement film was reduced to $400.
Professional Services line item 641 - a landscape water
conservation study was added in the amount of $5,000. This
change brought the total for line item 641 to $52,500.
Special Leaal Services line item 643 - the amount for this
line item was reduced to $2,500.
Street Maintenance /Improvements - 142
Books Publications & Subscri tions line item 633 - the
Council requested additional detail regarding the $500 amount
in this line item.
Education and Training line item 636 - the Council requested
details be provided for the $400 miscellaneous item.
Uniform Allowance line item 638 - the total for this line
item was adjusted to $1,200.
Landscaping /Lighting - 400
Contractual Services line item 642 - staff to provide
additional detail on this line item.
Utilities line item 652 - staff to provide additional detail
on the amount for this line item.
Recreation - 148
Contractual Services line item 642 - the $3,000 amount shown
for HELP was moved to Professional Services in 117 and reduced
to $1,000.
Parks - 147
Special Supplies and Services line item 629 - staff to
provide details regarding the sand and miscellaneous
expenditures for this line item.
specialized E ui ment line item 906 - staff to provide
details on the portable generator, portable blower and weed
eater.

Specialized Equipment. line item 906 - staff was directed to
supply additional detail on the equipment expenditures
proposed for this line item.
Public Transit - 151
Community Promotion. line item 631 - the commuter rail opening
publicity of $1,000 was deleted.
Contractual Services. line item 642 - staff was requested to
provide details regarding the sweeping service for the
commuter rail area.
AT THIS POINT in the meeting, a recess was declared. The time was
9:10 p.m. The meeting reconvened at 9:30 p.m.
Consolidated Analysis of Budget Increases
Special Departmental Supplies line item 629 (Consolidated) -
the Council requested more detail for 147.
Personnel Cost by Department
Park Maintenance 147 - staff to review the allocation of
Maintenance Worker hours and ways to reduce labor hours
between Parks Maintenance and the Community Center. The
report to be provided for the next meeting.
Administrative Services - 117
Specialized Equipment line item 906 - Council directed staff
to revise the postage machine amount to $5,500.
MOTION: Councilmember Montgomery moved and Councilmember Talley
seconded a motion to continue this item to June 17th. The motion
carried by unanimous voice vote.

15. ADJOURNMENT:
MOTION: Councilmember Montgomery moved and Councilmember Perez
seconded a motion to adjourn. The motion carried by unanimous
voice vote. The time was 10:45 pm.
