HomeMy WebLinkAboutMIN 1992 0622 CC ADJMINUTES OF THE CITY COUNCIL Moorpark, California June 22, 1992 An Adjourned Regular Meeting of the City Council of the City of Moorpark was held on June 22, 1992 in the Council Chambers of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Lawrason called the meeting to order at 7:15 p.m. 2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Lillian Kellerman. 3. ROLL CALL: Present: Councilmembers Montgomery, Perez, Talley, and Mayor Lawrason. Absent: Councilmember Wozniak. Steven Kueny, City Manager; Richard Hare, Deputy City Manager; Ken Gilbert, Director of Public Works; Don Reynolds, Management Analyst; Bill Phelps, Director of Community Development; Lillian Kellerman, City Clerk. 4. PROCLAMATIONS, COMMENDATIONS AND SPECIAL PRESENTATIONS: None. 5. RE- ORDERING OF AND ADDITIONS TO THE AGENDA: None. 6. PUBLIC COMMENT: Gary Austin, 17512 Von Karman Blvd., Irvine, addressed the Council requesting that they annex the Hidden Creek Ranch property before potential new open space mandates make that annexation process more difficult. 7. PUBLIC HEARING: C. Consider Proposed Assessments for "Parks Maintenance Assessment District No. AD -85 -1" for the Fiscal Year Commencing on July 1 1992 and Ending June 30 1993 and Consider Resolution No. 92- a Resolution Confirming the Assessment for FY 1992/93. Staff Recommendation: Continue receiving public testimony and continue the public hearing to the next budget work session. Ms. Kellerman stated that there were no speaker cards for this item. MOTION: Councilmember Montgomery moved and Councilmember Talley seconded a motion to continue this item to June 29, 1992. The motion carried by voice vote 4 to 0, Councilmember Wozniak absent for the vote. D. Consider Proposed Assessments for "Moorpark Lighting and Landscaping Maintenance Assessment District No. AD -84 -2" for the Fiscal Year Commencing July 1, 1992 and Ending June 30, 1993 and Consider Resolution No. 92- and Resolution No. 92- . Resolutions Confirmina the Assessment for FY 1992/93. Staff Recommendation: Continue receiving public testimony and continue the public hearing to the next budget work session. Mr. Kueny recommended continuing this item to the next budget work session. Ms. Kellerman stated that there were no speaker cards for this item. MOTION: Mayor Lawrason moved and Councilmember Montgomery seconded a motion to continue this item to June 29, 1992. The motion carried by voice vote 4 to 0, Councilmember Wozniak absent for the vote. 8. ACTION /DISCUSSION ITEMS: A. Consider Relocation of Cal —Trans Maintenance Station. Staff Recommendation: Continue until June 24, 1992. Mr. Phelps gave the staff report. Councilmember Perez indicated that the staff recommendation was shared by the Council Community Development Committee. MOTION: Councilmember Montgomery moved and Councilmember Perez seconded a motion to direct staff to send a comment letter to CalTrans prior to June 30th regarding the maintenance station relocation project and requesting a public hearing. The motion carried by voice vote 4 to 0, Councilmember Wozniak absent for the vote. B. Budget Workshop - FY 92193 Budget. Staff Recommendation: Continue Council discussion of the Budget. Minutes of the City Council Moorpark, California Page 3 June 22, 1992 Mr. Hare went over the salary adjustments on worksheets provided for the Council. He indicated that the City Clerk's budget, 113, was adjusted to reflect that the Deputy City Clerk's salary had been incorrectly recorded in the previous "run" of the budget. He further indicated that the Administrative Leave one week buy -back for 1992/93 was included in the salaries for eligible staff (City Manager, Deputy City Manager and Department Heads). Mr. Hare went over the cost /benefit analysis provided by the Director of Public Works regarding an additional one -half man year Maintenance Worker I. CONSENSUS: By consensus, the Council determined to reconfirm the budget details regarding the approval of a Maintenance Worker I, full -time in Department 147, line item 502, with an associated reduction of labor hours in Department 142, line item 503 from 1680 hours to 660 hours. An additional reduction of hours in line item 149.503 (520 hours to 200 hours) to be made. The laborer's hourly rate to be calculated at $7.41 /hour. Mr. Hare reviewed with the Council the sweeping costs for the rail station parking lot as reported in a memo by the Assistant to the City Manager, Mary Lindley. No changes were requested by the Council. Mr. Hare reviewed with the Council the specialized equipment reported by Mr. Gilbert in a memorandum dated June 19th. The specialized equipment with revised amounts are as follows: Air Compressor $ 0 Air Post Driver $ 0 Concrete Saw w /blade $ 0 Portable Generator $ 1,200 Dump Truck Bed Cover $ 500 Dump Truck Gravel Spreader $ 2,000 Radio System Improvements $ 7,500 Traffic Trailer w /Lights $ 4,400 Truck Tool Box $ 1,000 Weed Eater $ 300 TOTAL $16,900 CONSENSUS: By consensus, the Council determined to approve the specialized equipment for account 142 -906 in the amount of $16,900 as requested above. Mr. Hare went over the request for sand in Department 629, Line Item 147. He said the new request was for $4,000 for this item not $14,000. Minutes of the City Council Moorpark, California Page 4 June 22, 1992 CONSENSUS: By consensus, the Council determined that $4,000 fo:,- sand was acceptable. Mr. Hare went over the f igures for the Gann Fund. He said the Council had been provided material which showed the Gann unreserved amount to be $378,865. The City Manager indicated that Council's action on June 17th approving the appropriation of $50,000 for the Boys and Girls Club should be added to the reserve, making the new Gann figures as follows: $449,303 (reserved) $328,865 (unreserved) The excess proceeds of taxes from Fiscal Year 1990/91 of $107,200 to be appropriated as recommended by staff to Capital Projects FY 1990/91 and the remainder to be refunded to reduce parks maintenance assessments in FY1992/93. The following line item changes were also requested by Council: Public Safety - 121 Computer SuDDlies and Services, line item 620 - the total to be reduced to $1,000. Office Supplies, line item 621 - the total to be reduced to $2,000. Printing, line item 626 - $450 miscellaneous to be deleted, changing the total for this line item to $3,050. Contractual Services, line item 642 - the total for this line item was reduced from $89,963 to $75,000. Planning - 131 Regular Salaries, line item 502 - the two Code Enforcement Officers and Secretary are to be funded out of Fund 41 rather than the General Fund. Councilmember Montgomery recommended that a Capital Assets Fund (official title to be determined later) be created with $200,000, and the Equipment Replacement Fund be assigned $100,000 from the General Fund. Minutes of the City Council Moorpark, California Page 5 June 22, 1992 CONSENSUS: By consensus, the Council determined that the contract costs for assessment district 84 -2 (Account No. 143 -642) was acceptable. Mr. Hare indicated that the weed eater shown in 147 -906, Park Maintenance, would be revised to match these same costs for the same equipment in Public Works 142 -906 for $300. Mr. Hare indicated that the price of the weed eater and portable generator in 147 -906 would be adjusted to match the price of the same equipment approved by the Council in 142- 906. MOTION: Councilmember Montgomery moved and Councilmember Perez seconded a motion to continue this item to an Adjourned Meeting on June 29, 1992. The motion carried by voice vote 4 to 0, Councilmember Wozniak absent for the vote. C. Consider 1992193 Proposed Goals and Objectives. Staff Recommendation: Approve 1992/93 Goals and Objectives. CONSENSUS: By consensus, the Council determined to continue this matter to the Adjourned Meeting of June 29, 1992. 9. CLOSED SESSION: MOTION: Councilmember Montgomery moved and Councilmember Perez seconded a motion to adjourn to closed session for discussion of the following items: A. Personnel. B. Personnel pursuant to Government Code Section 54957.6. The motion carried by voice vote 4 to 0, Councilmember Wozniak absent for the vote. AT THIS POINT IN THE MEETING the Mayor declared a recess. The time was 9:00 p.m. The Council reconvened in Closed Session at 9:1) p.m. Present in closed session were all Councilmembers but Councilmember Montgomery and Mr. Kueny, City Manager. The Council reconvened into Open Session at 10:40 p.m. Mr. Kueny stated there was no action to report out of Closed Session and only items 9.A. and 9.B. were discussed.
