Moorpark, California July 8, 1992
A Special Meeting of the City Council of the City of Moorpark was held
on July 8, 1992 in the Council Chambers of said City located at 799
Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
Mayor Lawrason called the meeting to order at 7:18 p.m.
Present: Councilmembers Montgomery, Perez, Talley, and Mayor
Lawrason
Absent: Councilmember Wozniak
Steven Kueny, City Manager; and Lillian Kellerman, City
Clerk
CLOSED SESSION:
MOTION: Councilmember Perez moved and Councilmember Montgomery
seconded a motion to go into Closed Session for a discussion of
Personnel. The motion carried by voice vote 4 -0, Councilmember
Wozniak absent for the vote.
Present in Closed Session were all Councilmembers; and Steven
Kueny, City Manager.
The meeting reconvened into Open Session at 7:43 p.m.
Mr. Kueny stated that there was no action to report out of Closed
Session and only Personnel was discussed.
AT THIS POINT IN the meeting a recess was declared. The time was
7:43 p.m.
Mayor Lawrason called the meeting back to order at 7:45 p.m.
President Baldwin called the Moorpark Unified School District Board
of Education to order.
2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Board Member Castro.
3. ROLL CALL:
City Council Present: Councilmembers Montgomery, Perez, Talley,
and Mayor Lawrason.

Nainoa and President Baldwin.
Thomas Duffy, School Superintendent;
Robert Mason, School Board of Education
Counsel; and Areli Hernandez, Secretary.
A. At -Risk Youth Programs
President Baldwin said that the Board of Education
appropriated $20,000 for El Concilio's program -- $12,000 in
kind and $8,000 in cash.
Board Member Harper said budget constraints have caused the
Board to be very careful with General Fund monies. He said
come July and August, after the adoption of the State budget,
the City and School District may both know better what their
resources are. He said the Board of Education was supportive
of E1 Concilio's program.
Mr. Kueny said implementation of the program needed to be
discussed.
In response to Councilmember Montgomery, Mayor Lawrason stated
that a bid for an "At Risk" youth program was not made. He
indicated that E1 Concilio was running an "At Risk" program at
present in Oxnard.
In response to Councilmember Montgomery, Superintendent Duffy
said that the Committee had looked at other agencies but E1
Concilio came forward as being very qualified.
Councilmember Perez said that thus far the Committee had only
been providing an informational report to the Council and he
would absent himself from the discussion when it was reviewed
by the full Council because of a possible conflict of
interest.
Councilmember Montgomery said he would like a discussion of
this item to appear on the Council's agenda for the July 15
meeting.
Councilmember Talley said he agreed that a written report was
needed and consideration by the full Council.

In response to a Council question as to what form the
agreement should take, Mr. Kueny indicated that this kind of
service proposal would not need to go through the formal bid
process.
CONSENSUS: By consensus the Council determined to request a
discussion of the matter on its July 15, 1992 City Council agenda.
CONSENSUS: By consensus the Board of Education directed
Superintendent Duffy to work with the City to implement the
program.
B. School Traffic and Student Safety
Mr. Kueny indicated that this item was on the agenda to
communicate to the School District the City's need for
information that affects the City's operations with regard to
the need for crossing guards and traffic control. He said the
design of parking lots having one driveways such as Mountain
Meadow School has an effect on traffic on City streets. He
requested that the Board be sensitive to those decisions that
affect the City so that the City can react appropriately to
new or changing needs.
Superintendent Duffy indicated his commitment to communicating
with the City and suggested that he and the City Manager
should meet on a monthly basis beginning in August.
Board Member Harper asked if bicycle training was available.
He requested that City staff work with the Community Service
Officer to provide for the community.
C. Arroyo Vista Community Park /Moorpark High School Stadium
President Baldwin said that the School Board had authorized
the bid process for the construction of the new stadium and
hoped to have it completed in September or October.
Councilmember Montgomery said that City wanted to integrate
the design for the parking, roads and pool for the Arroyo
Vista Community Park with the stadium so that both agencies
and facilities would be able to enhance both projects and gain
certain efficiencies.
Board Member Nainoa said that the School District project
would be completed in 2 -3 phases and that collaboration should
be a real possibility.
By general consensus of the Council and Board of Education,
Bruce Thomas of the School District Moopark Athlete Complex
(MAC) Committee spoke. He said the Parks and Recreation
Commission and the School Board staff should comprise a joint

committee to look at what would be feasible as far as project
collaboration.
Councilmember Montgomery said a committee should look at plans
and assure both bodies that nothing was being precluded that
would be beneficial in the future including the parking lot.
CONSENSUS: By consensus of the Council and Board of Education it
was determined that the Council Public Works \Facilities Committee
and the Board of Education's Building Committee (Nainoa and Harper)
and a representative from "MAC" would meet to discuss the Arroyo
Vista Community Park /Moorpark High School Stadium projects.
Superintendent Duffy said the architect's could be invited to
the committee meetings.
D. Casey Road Site
President Baldwin went over the following points regarding the
Casey Road Site:
1. 120 residential units allowed with special provisions for
density bonus if for low and medium housing.
2. Cash payment of $1.2 million for the lower fields --
approximately a 10 acre area.
3. Help from the City in developing adequate educational
sites in the community.
President Baldwin said the School District would like to
proceed with Cabrillo and does not want to see the auditorium
on the site razed.
Councilmember Montgomery said the City was committed to seeing
that adequate educational sites were developed in the
community.
Board Member Harper said that the Board was looking for a
mechanism to make sure the requirements of the School District
are meet. Current levels of exaction from developers may not
be enough.
It was suggested by Superintendent Duffy that what other
jurisdictions are doing in this area should be looked at.
Councilmember Montgomery said that the District's legal
counsel could provide other legal opinions and examples of
what other cities are doing with regard to exactions.
Board Member Harper asked if the City would be interested in
participating in a renovation of the Casey Road site
auditorium.

Councilmember Montgomery and Mayor Lawrason indicated that
they would be interested in discussing the renovation of the
Casey Road auditorium.
CONSENSUS: By consensus the Board of Education determined to get
information on "Mira" and what other agencies are doing for the
City's review.
E. Other Issues.
Redevelopment Agency Settlement
Mayor Lawrason indicated that he didn't believe there has been
a dialogue between the attorneys for the Board and City
regarding the Redevelopment Agency settlement since the last
meeting of the City /Board.
Board Member Harper encouraged both attorneys to "get going"
on the settlement.
New Middle School Pad Height
In response to Councilmember Montgomery, Superintendent Duffy
said it was too late to lower the pad height on the new Middle
School site.
Board Member Harper said that development plans of school
sites should routinely be sent to the City's Department of
Community Development.
Monthly Meeting of City Manager and School District
Superintendent
Councilmember Perez stated that if during the suggested
meetings between the City Manager and School District
Superintendent input is required from the elected officials,
the Public Works Committee of the Council and the Building
Committee of the Board of Education could be included in the
meetings.
CONSENSUS: By consensus the Council and the Board of Education
determined that if during the monthly meetings between the City
Manager and School District Superintendent input is required from
the elected officials, the Public Works Committee of the Council
and the Building Committee of the Board of Education could be
included in the meetings.
Date and Time for Next Joint Meeting
August 26, 1992, at 7:30 p.m. was agreed upon as the next
joint meeting of the City Council and the Board of Education.
President Baldwin adjourned the Board of Education.

MOTION: Councilmember Montgomery moved and Councilmember Perez
seconded a motion to adjourn to Closed Session for a discussion of
Personnel matters. The motion carried by unanimous voice vote.
AT THIS POINT in the meeting the Mayor declared a recess. The time
was 9:40 p.m. The meeting reconvened into Closed Session at 9:47
p.m.
Present in Closed Session were all Councilmembers; and Steven
Kueny, City Manager.
The meeting reconvened into Open Session at 10:06 p.m.
Mr. Kueny stated that there was no action to report out of Closed
Session and only Personnel matters were discussed.
5. ADJOURNMENT:
MOTION: Councilmember Perez moved and Councilmember Wozniak
seconded a motion to adjourn. The motion carried by unanimous
voice vote. The time was 10:07 p.m.
