HomeMy WebLinkAboutMIN 1993 0630 CC ADJMINUTES OF THE CITY COUNCIL Moorpark, California June 30, 1993 An Adjourned Regular Meeting of the City Council of the City of Moorpark was held on June 30, 1993 in the Council Chambers of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Lawrason called the meeting to order at 6:30 p.m. 2. ROLL CALL: Councilmembers Hunter, Montgomery, Perez, Wozniak and Mayor Lawrason. Steven Kueny, City Manager; and Richard Hare, Deputy City Manager and Lillian Hare, City Clerk. CLOSED SESSION: MOTION: Councilmember Montgomery moved and Councilmember Perez seconded a motion to adjourn to Closed Session for a discussion of A)Personnel; and B) Personnel pursuant to Government Code Section 54957.6. The motion carried by unanimous voice vote. Present in Closed Session were all Councilmembers; Steven Kueny, City Manager; and Richard Hare, Deputy City Manager. The Council reconvened into Open Session at 7:05 p.m. Mr. Kueny stated that there was no action to report out of Closed Session and that only 14.A. and 14.B. had been discussed. AT THIS POINT in the meeting a recess was declared so that a Special City Council and Special Redevelopment meeting could be held. The time was 7:05 p.m. The meeting was reconvened at 7:24 p.m. 6. PUBLIC COMMENT: Bill Lanahan, 4641 Pepper Mill Street, stated that dirt bike riders are a nuisance in his area. He suggested that the Sheriff's Department be allowed to purchase a mountain bike so they can patrol the places where the motorcycles are being ridden. Consider Making Certain Chanqes to the Parks Maintenance Assessment District (AD85 -1) and Confirming the Assessments for Fiscal Year 1993/94. Staff Recommendation: 1) Open the public hearing, receive testimony and continue this matter to the date of the Budget Workshop; 2) Subsequent to the Budget Workshop meetings, but no later than June 30, 1993, adopt Resolution No. 93 -955 making certain changes to AD 85 -1 and confirming the assessments for fiscal year 1993/94. Mr. Kueny stated pursuant to consensus action taken by the Council on June 29, that the assessment would not be increased and would stay the same as the previous year at $33.20. The City Clerk stated that there were no speaker cards for this item. Mayor Lawrason closed the public hearing. Councilmember Montgomery indicated that in prior years he voted against the assessment primarily because of the lack of a downtown park. He said that with the inclusion of an amount for the maintenance of a park in the downtown area and the imminent conclusion of the negotiations to obtain the Casey Road park site, he would vote for the assessment. MOTION: Councilmember Montgomery moved and Councilmember Wozniak seconded a motion to adopt Resolution 93 -955. The motion carried by unanimous roll call vote. C. Consider Making Certain Changes to the Lighting and Landscape Maintenance Assessment District (AD84 -2) and Confirming the Assessments for Fiscal Year 1993/94. Staff Recommendation: 1) Open the public hearing, receive testimony and continue this matter to the date of the Budget Workshop; 2) Subsequent to the Budget Workshop meetings, but no later than June 30, 1993, adopt Resolution No. 93 -956, making certain changes to AD 84 -2 and confirming the assessments for fiscal year 1993/94. Mr. Kueny said that the Council made the decision to lower this assessment by approximately 9% to $33.00 by utilizing a portion of the prior year's surplus. The City Clerk stated that there were no speaker cards for this item. Minutes of the City Council Moorpark, California Page 3 June 30, 1993 Mayor Lawrason closed the public hearing. Councilmember Perez complimented the Budget and Finance Committee and staff for their hard work on the budget. MOTION: Councilmember Montgomery moved and Councilmember Wozniak seconded a motion to adopt Resolution 93 -556. The motion carried by unanimous voice vote. 10. COMMENTS FROM COUNCILMEMBERS: Councilmember Wozniak thanked Richard Hare and the accounting staff for all their work on the budget. Mr. Hare said he wanted to publicly thank his secretary Yolanda Berrera; Wayne Boyer, the Finance Officer; Teresa Jones, the Account Technician; and Don Reynolds, Administrative Services Manager. 11. ACTION /DISCUSSION ITEMS: J. Consider Resolution No. 93- , Amending the Fiscal Year 1992/93 Budget. Staff Recommendation: Defer action to approve Resolution No. 93- to proposed adjourned meeting. NEW RECOMMENDATION: CONTINUE TO AUGUST 18, 1993. Mr. Hare said all invoices have not yet been received to make the year end adjustments. MOTION: Councilmember Montgomery moved and Councilmember Perez seconded a motion to take the item off calendar. The motion carried by unanimous voice vote. K. Consider FY 1993/94 Budget. Staff Recommendation: Approve Resolution 93 -957 adopting the FY 1993/94 Budget. Mr. Hare gave the staff report. Mayor Lawrason complimented all those who have spent time bringing the budget to its conclusion. Councilmember Montgomery shared the following information: (1) The City has a surplus of $312,000 for this coming fiscal year. (2) The budget is completely balanced with the City funding added services including an additional police detective position and authorizing the Minutes of the City Council Moorpark, California Page 4 June 30, 1993 filling of the now vacant Code Enforcement Officer and Recreation Coordinator positions. (3) New City positions will be a Management Analyst and a Director of Finance. Councilmember Hunter commented that the increased funding for the Sheriff's Department is a highlight of the budget and that the Director of Economic Development, though previously funded will be another new position. He indicated that the lowering of the assessments is a significant achievement. Councilmember Perez indicated his commitment to the increased law enforcement and thanked Lieutenant Dean for his information and continuing availability to answer questions. MOTION: Councilmember Montgomery moved and Councilmember Hunter seconded a motion to adopt Resolution 93 -957. The motion carried by unanimous roll call vote. L. Consider Proposed 1993/94 Objectives. Staff Recommendation: Direct staff as deemed appropriate. CONSENSUS: By consensus the Council determined to continue this matter to the meeting of July 7, 1993. If it cannot be completed at the July 7 meeting, to be continued to the planned Adjourned meeting of July 14. 13. FUTURE AGENDA ITEMS: None. 14. CLOSED SESSION: A. Personnel. B.
