TOWN HALL MEETING

Special Town Hall Meeting of the City Council of the City of
rpark was held on June 19, 1993 at the Peach Hill Recreation
ter located at 13600 E. Laurelhurst Road, Moorpark, California.
CALL TO ORDER:
Mayor Lawrason called the meeting to order at 9:19 a.m.
Present: Councilmembers Hunter, Montgomery, Perez, Wozniak
and Mayor Lawrason
Steven Kueny, City Manager; Dorothy Vandaveer,
Deputy City Clerk
COUNCIL COMMENTS:
None.
PUBLIC COMMENT:
Ron Tankersley, representing Carlsberg Financial Corporation,
addressed the Council and provided updated information with
regard to the Amended Specific Plan for the proposed Carlsberg
development.
Mr. Tankersley answered questions from the Councilmembers and
from the attendees. In response to Councilmember Montgomery,
Mr. Tankersley said this revised plan is considered
economically viable by the Carlsberg Financial Corporation.
He stated that development of the property may take as long as
fifteen years.
Dan Wallman, 4210 Laurelhurst Road, asked several questions
about the Carlsberg Plan.
Jerry Ostrowiecki, 14493 E. Purdue Street, expressed concerns
about the QUOR development at Happy Camp park. He said
citizens should be advised as to how they can effectively
express opposition to this project and stay informed about its
progress.
Councilmember Montgomery suggested that a meeting be arranged
for County officials and representatives from QUOR Development
to meet with the public to answer questions regarding the
proposed development.
Mr. Kueny indicated that this can be brought back as a City
Council agenda item and that consideration of extra monies
for special mailings with regard to projects such as this can
be part of the Council's budget discussions.

CONSENSUS: By consensus, the Council determined to direct
staff to schedule a public meeting between the QUOR
Development representatives and County of Ventura officials to
apprise the citizens of the community of the status of this
proposed development; the Mayor to notify Supervisor Vicky
Howard of pending arrangements; City staff to coordinate
scheduling with QUOR representatives.
Dan Wallman, 4210 Laurelhurst Road, stated that there is a
problem with young people visiting Monte Vista Nature Park and
being disruptive late at night on the weekends. He said some
enforcement needs to be put into effect to curtail these
activities.
Mayor Lawrason said the City should post closure notices at
the park and take some steps to restrict pedestrian access to
the park from Laurelhurst Road.
Mr. Kueny said the Sheriff's Department will be notified and
requested to check the site specifically on the weekends.
Mayor Lawrason announced that the next Town Hall Meeting will
be held on Saturday, August 21, 1993, at 9:00 a.m. The site
of the meeting will be the United Methodist Church located at
261 Flory Street, Moorpark, CA.
