HomeMy WebLinkAboutMIN 1993 1013 CC SPCMINUTES OF THE CITY COUNCIL Moorpark, California October 13, 1993 A Special Meeting of the City Council of the City of Moorpark was held on October 13, 1993 in the Council Conference Room of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Lawrason called the meeting to order at 8:45 p.m. 2. ROLL CALL: Councilmembers Hunter, Montgomery, Perez, Wozniak and Mayor Lawrason. Staff Present: Steven Kueny, City Manager; Richard Hare, Deputy City Manager; Cheryl Kane, City Attorney; Richard Hare, Deputy City Manager; Charles Abbott, City Engineer; Dirk Lovett, Assistant City Engineer; Jim Aguilera, Director of Community Development; Paul Porter, Senior Planner; Lillian Hare, City Clerk; Dorothy Vandaveer, Deputy City Clerk. 3. PUBLIC HEARING: A. Consider Amendments to the Carlsberg Specific Plan and Draft EIR, Amendment to Land Use Element of the General Plan to Reflect Amended Land Uses, and Amendment of the City's Zoning Ordinance to Adopt Amended Land Use Regulations of Specific Plan as Zoning for the Property. Staff Recommendation: Open the public hearing and accept public testimony on the Draft Subsequent EIR and proposed revisions to the Carlsberg Specific Plan, and continue this item to the regular scheduled City Council meeting of October 20, 1993. Mr. Aguilera gave the staff report. Mayor Lawrason opened the public hearing. Ron Tankersley, 2800 28th Street, #200, Santa Monica, spoke representing the applicant. He presented the proposed land use plan and said he is present to answer questions. John Newton, 165 High Street, spoke in favor of the Carlsberg project. Carla Robertson, 165 High Street, spoke in favor of the Carlsberg project. Minutes of the City Council Moorpark, California 2 October 13, 1993 Sandy Brown, 484 E. Los Angeles Avenue, spoke as a business owner in the community. She stated that she hopes the proposed plan will move to approval and completion. She cited business and economic reasons for wanting the project approved. Tom Piehn, 12177 Cherry Grove, recommended approval of the project. He said he worked with Carlsberg personnel during the completion of the Moorpark Presbyterian Church and found them to be helpful and an asset to the community. Pat Basso, 3940 Southhampton Road, expressed concerns about the project. She stated that she is not opposed to the development of the Carlsberg units, but she stated that she does believe the extension of Science Drive should be a four -lane street. In addition, she stated that hillside grading is going to occur without any City guidelines being in place. She stated that affordable housing units and a senior institution is not suitable for this area. Francis Okyere, 530 Moorpark Avenue, spoke as President of the Moorpark Chamber of Commerce. He spoke in support of the Carlsberg project. Barbara Loczi, 11658 Blossomwood Court, spoke as Vice President of MACC. She said Carlsberg was receptive to the MACC concert being held on their property when the organization was looking for a site. She expressed appreciation for their attitude and said the project should be approved. Patty Waters, 10865 Broadway Road, spoke as President of the MACC and a long time resident of Moorpark. She encouraged support for approval of the Specific Plan and the project. She did not agree that senior housing and middle schools do not mix. She said senior housing may be a way of getting more volunteers into the schools to lend assistance. Mrs. Waters stated that the 300 -foot buffer zone is a very generous concession on the part of the developer. Tom Duffy, 30 Flory Avenue, spoke as Superintendent of Moorpark Unified School District. He addressed the school impacts that development in this area will have. He indicated that the pupil yield as it can be projected will be approximately 386 pupils from this development. Minutes of the City Council Moorpark, California 3 October 13, 1993 He said Carlsberg will contribute certain funds that hopefully will be matched with other funds to help build another elementary school. He stated that he will provide the student population figures to the Council in a formal version to be made part of the record. He encouraged approval of the project. Dan Wallman, 4210 Laurelhurst Road, said he finds this project to be acceptable, but requested that Carlsberg provide a modified rendition showing Science Drive in Section D being moved so it curves around the bottom of the steepest portion of the grade instead of imposing into the top of the hillside as currently designed. Kevin Mauch, 13906 Keisha Drive, said he lives in a hillside home and is concerned about the destruction of the hillside and the incursion into the slopes. He expressed concern over the traffic volume that will result from this project. He continued by saying he is not opposed to the project, but does not want the community to make a mistake by poor planning. Jim Stueck, 4767 Elderberry, spoke in favor of the Carlsberg project. Mr. Stueck also noted that the Moorpark High School dedication is October 15. He invited the Councilmembers to a special dinner to be held at 6:30 p.m. in the high school gymnasium. Letters opposing the project were presented to the City Clerk for distribution to the Council from the following persons: Roy and Mary Brown, 4675 Bella Vista Drive Greg and Sharon Dietel, 4681 Bella Vista Drive Lisa Y. Wells, 3928 Southhampton Road Gail and Jack Reeder, 3947 Southhampton Road MOTION: Councilmember Montgomery moved and Councilmember Wozniak seconded a motion to continue this item to October 27; public hearing to remain open.
