TOWN HALL MEETING
Moorpark, California February 20, 1993
A Special Town Hall Meeting of the City Council of the City of
Moorpark was held on February 20, 1993 in the Council Chambers at
799 Moorpark Avenue, Moorpark, CA.
1. CALL TO ORDER:
Mayor Lawrason called the meeting to order at 9:13 a.m.
2. Present: Councilmembers Hunter, Montgomery, Perez, Wozniak
and Mayor Lawrason
Steven Kueny, City Manager; and Dorothy Vandaveer,
Deputy City Clerk
3. COUNCIL COMMENTS:
None.
4. PUBLIC COMMENT:
Dan Garcia spoke regarding the noise that is generated by the
Metrolink train engines. He indicated that the engines are
turned off at midnight and begin running again at 3 a.m. each
day. He also expressed concern that they are contributing to
air pollution in the city.
Madeleine Kusinkas spoke regarding the train noise, also.
Leon Paykin said he owns a business at 222 High Street next to
the Senior Thrift Shop. His concern is that he may have to
move as a result of the City lawsuit against Foster
Enterprises. He leases his store from Foster and is concerned
about the future outcome of the situation.
John Newton spoke regarding the Foster dispute with the City
of Moorpark.
Jeff Foster commented that he is seeking a resolution to the
lawsuit now that the back rent has been paid to the City.
Annabell Sessler spoke representing the Moorpark Active
Seniors. She said they lease a building from Mr. Foster and
asked if they should continue to make improvements to the
Senior Thrift Shop or wait pending results of the lawsuit.

Fred Camacho commented regarding problems with the young
people in Moorpark. He indicated that he has a plan for
truancy prevention that has been effective in the City of
Santa Monica. He wants to present it to the Council during
the next 30 days.
Councilmember Perez said the Council will look forward to any
suggestions that Mr. Camacho can present.
John Newton spoke again as a representative from the Moorpark
Boys and Girls Club. He provided some background as to what
positive things are being done by the Moorpark Unified School
District and the Boys and Girls Club in cooperation with the
City.
Lina Santelli expressed her concern that citizens who live by
Moorpark College feel alienated from the City and do not know
who to contact with regard to problems that affect them. She
asked where information is provided for citizens. In
addition, Ms. Santelli stated that the speeding traffic on
Collins Drive is an issue that must be addressed.
In response to Ms. Santelli, Mayor Lawrason indicated that the
cable channel television station is a good tool for the public
to use to be more informed with community matters.
Councilmember Wozniak responded to Ms. Santelli's traffic
concerns by stating that the entire Collins Drive issue is
being evaluated for preventative measures that can be used to
deter the speeding traffic.
Councilmember Hunter also responded by stating that the answer
is not clear yet. In his opinion, stop signs and a painted
crosswalk are not the solutions as they bring other problems.
The painted crosswalk provides a false sense of security to
pedestrians and may not be observed by vehicle traffic. He
indicated that stop signs are not necessarily for speed
control.
Councilmember Montgomery said that a new telephone system has
been approved for City Hall and this should also improve
communications.
Robert Selleck said Pardee Construction is willing to repair
his fireplace chimney, but the City will not issue a permit
to them to do so. He requested City assistance in the
resolution of this problem.

Mr. Kueny indicated he will get more details from the
Community Development Department to help resolve the problem.
Connie Lawrason spoke regarding the potholes on Spring Road.
She also indicated that the public must pay attention at the
railroad crossings and not stop on the tracks.
5. ADJOURNMENT:
Mayor Lawrason adjourned the Town Hall meeting at 11:15 a.m.
