TOWN HALL MEETING
Moorpark, California March 12, 1994
A Special Town Hall Meeting of the City Council of the City of
Moorpark was held on March 12, 1994 at the Villa Del Arroyo
Homeowner's Association Recreation Center, located at 15750 Los
Angeles Avenue, Moorpark, California.
1. CALL TO ORDER:
Mayor Lawrason called the meeting to order at 9:15 a.m.
2. PLEDGE OF ALLEGIANCE:
Madeline Kucsinkas led the Pledge of Allegiance.
3. ROLL CALL:
Present: Councilmembers Hunter, Montgomery, Perez, Wozniak
and Mayor Lawrason
Steven Kueny, City Manager; Debbie Traffenstedt,
Senior Planner; Dorothy Vandaveer, Deputy City
Clerk
Approximately 35 members of the public were in attendance.
4. COUNCIL COMMENTS:
Mayor Lawrason explained the Town Hall meeting process and
that the meetings are intended to be an informal exchange
between Moorpark residents and the City Council members.
5. DISCUSSION:
Mayor Lawrason introduced the subject of the proposed Growth
Control Ordinance. He requested Debbie Traffenstedt to
provide a verbal summary of the proposed ordinance in
comparison to Measure F, the ordinance that will expire in
December of 1995.
Ms. Traffenstedt gave a brief summary of the differences
between the present growth control ordinance and the proposed
one. She also answered questions from the audience. Ms.
Traffenstedt announced that a public hearing to take public
testimony regarding the proposed ordinance is scheduled for
March 23, 1994 at 7:00 p.m. in the City Council Chambers..
Councilmember Wozniak spoke as a member of the Measure F Ad
Hoc Committee that helped draft the proposed ordinance. He
said that this proposed ordinance is the result of an arduous

process and that the Committee is pleased with the end result.
Councilmember Perez also spoke as a member of the Measure F Ad
Hoc Committee and praised the Council for their choice of
appointments to the Committee. He encouraged all of those
present to become involved with committees of this sort and to
participate in the local government process.
The Council heard and addressed other items of concern from
the audience. Those items included the following:
1. Specific Plan No. 8 (Messenger Investment, Inc.).
2. Repair of the eroded section of the Arroyo Simi.
3.: Graffiti abatement on the side walls of the Arroyo Simi.
4. Landscaping by Caltrans along the 23/118 Freeway
connector right -of -way.
5. Proposed Quor Development (in the Happy Camp Park
vicinity).
6. Rubberized railroad crossings on Spring Road.
7. High Street parking that reduces sight distance from some
building exits.
8. Disaster Action Plans.
9. Police patrols in the area of the Villa del Arroyo Mobile
Home Estates..
10. Proposed parking regulations that pertain to motorhomes.
11. Specific traffic problem at the Collins Drive freeway off
ramp - vehicles impede the flow of traffic by blocking
the intersection.
12. Signage on the 118/23 Freeway connector that specifically
identifies Moorpark.
13. Weed abatement.
14. Street renaming.
6. ANNOUNCEMENTS:
Mr. Kueny stated that the Grand Opening of the Arroyo Vista
Community Park is scheduled for May 21st.,
Mr. Kueny also announced that the next Town Hall Meeting will
be held on May 14, the location yet to be determined by the
City Council

7. ADJOURNMENT:
Mayor Lawrason adjourned the Town Hall meeting at 10:35 a.m.
