HomeMy WebLinkAboutMIN 1994 1214 CC ADJMINUTES OF THE CITY COUNCIL Moorpark, California December 14, 1994 An Adjourned Regular Meeting of the City Council of the City of Moorpark was held on December 14, 1994 in the Council Chambers of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Lawrason called the meeting to order at 8:40 p.m. 2. ROLL CALL: Councilmembers Hunter, Montgomery, Wozniak and Mayor Lawrason. Absent: Councilmember Perez Staff Present: Steven Kueny, City Manager; Richard Hare, Deputy City Manager; Jim Aguilera, Director of Community Development; Christine Adams, Community Services Director; Dirk Lovett, Assistant City Engineer; Lillian Hare, City Clerk 3. PUBLIC COMMENT: None. 9. PUBLIC HEARINGS: A. Consider Vesting Tentative Tract Map No. 4637 (Major Modification No 1) Residential Planned Development Permit No. 89 -4 (Major Modification No. 1) , and Zone Change 93 -3 - Urban West Communities. Staff Recommendation: 1) Open the public hearing, 2) Determine that the impacts of the proposed project are similar to those addressed in the EIR prepared for PC -3, and 3) Direct staff to prepare resolutions for approval of Major Modification No. 1 to Vesting Tentative Tract Map No. 4637 and Residential Planned Development Permit No. 89 -4; and Zone Change No. 93 -3. (PUBLIC HEARING REMAINS OPEN) Mr. Aguilera indicated that the applicant had requested continuance to January 4, 1995. MOTION: Councilmember Hunter moved and Councilmember Montgomery seconded a motion to continue this item to January 4, 1994. The motion carried by voice vote 4 -0, Councilmember Perez absent for the vote. 00017 Minutes of the City Council Moorpark, California Page 2 December 14, 1994 11. ACTION /DISCUSSION: I. Consider Second Reading and Adoption of Ordinance No. 202 Amending the Redevelopment Plan for the Moorpark Redevelopment Project at an Adjourned Meeting. Staff Recommendation: 1) Introduce Ordinance No. for first reading, amending the Redevelopment Plan for the project area and 2) consider second reading and adoption of Ordinance No. at an adjourned meeting. (SECOND READING AND ADOPTION TO OCCUR 12/14) Ms. Hare read the ordinance title. MOTION: Councilmember Hunter moved and Councilmember Montgomery seconded a motion to waive further reading and declare Ordinance No. 202 read for the second time. The motion carried by voice vote 4 -0, Councilmember Perez absent for the vote. MOTION: Councilmember Hunter moved and Councilmember Montgomery seconded a motion to declare Ordinance No. 202 adopted as read. The motion carried by voice vote 4 -0, Councilmember Perez absent for the vote. J. Consider Park Rules and Regulations Relative to Restricting Group Size. Staff Recommendation: Refer to the Parks and Recreation Commission for review and recommendations. Ms. Adams gave the staff report. Councilmember Hunter said the reason this item was placed on the agenda was the result of a Transportation and Streets Committee meeting where a resident raised the concern that large parties at the park generate more cars than there is parking. He indicated he would like to suggest that the Parks and Recreation Commission be directed to examine the possibility of guidelines to limit large parties at the park. MOTION: Councilmember Hunter moved and Councilmember Montgomery seconded a motion to direct the Parks and Recreation Commission to consider park rules and regulations to restrict group size at the parks determining what size of group would be appropriate for each park. Consider Parks and Recreation Commission Recommended Conceptual Design for Playground Equipment for Arroyo Vista Community Park. Staff Recommendation: Receive and file the report. Ms. Adams gave the staff report. She indicated that the Parks and Recreation Commission met with Pete Selak, a representative with Moore Recreation and Park Equipment, Inc. to take the previously selected designs and make the necessary modifications to meet the current standards. She indicated that Mr. Selak was knowledgeable regarding Americans with Disabilities Act and was able to address concerns raised by the Commission regarding accessibility and safety standards. Mayor Lawrason asked whether the materials from which the play equipment was constructed were fireproof. In response, Ms. Adams indicated she would find out and provide that information. Councilmember Wozniak said he would like the Parks and Recreation Commission to receive a bid sheet showing the comparison of the bids for the different components. CONSENSUS: By consensus, the Council determined that as part of the bid, a lease purchase of equipment a an option. MOTION: Councilmember Wozniak moved and Councilmember Montgomery seconded a motion to receive and file the report. The motion carried by voice vote 4 -0, Councilmember Perez absent for the vote. L. Considerroval of the Citv's Leaislative Proaram for 1995. Staff Recommendation: Approve the City's Legislative Program for 1.995.. Mr. Kueny indicated that staff recommended continuance of this item to January 4,, 1.995. MOTION: Councilmember Wozniak moved and Councilmember Montgomery seconded a motion to continue this item to January 4, 1995. The motion carried by voice vote 4 -0, Councilmember Perez absent for the vote. Councilmember Hunter requested that staff provide a copy of the draft of the 1994 Legislative Program even though 00014 Minutes of the City Council Moorpark, California Page 4 December 14, 1994 it was not adopted. M. Consider a Report Regarding the Ventura County Board of Supervisor's Action on the HaRov Camp Golf Proposal. Staff Recommendation: Receive and file the report. Mr. Aguilera said that this the County to the Board of held December 20, 1994. Consider Resolution No. 94 -1093 to Direct the Plannin Commission to Provide a Recommendation to the City Council Regarding the Regulation of Garage Conversions which Occurred Prior to City Incorporation. Staff Recommendation: Adopt Resolution No. 94 -1093 directing the Planning Commission to study, hold a public hearing, and recommend to the City Council modifications to the City's Zoning Ordinance regarding this matter. Mr. Aguilera gave the staff report. He indicated that this was a nonbillable item and it was not a starred or priority item on the Goals and Objectives listing. In response to Council question, Mr. Kueny indicated that the Council would receive a mid -year report on the fund balances. MOTION: Councilmember Montgomery moved and Councilmember Wozniak seconded a motion to adopt Resolution No. 94 -1093. The motion carried by voice vote 4 -0, Councilmember Perez absent for the vote. 12. ADJOURNMENT: MOTION: Councilmember Hunter moved and Councilmember Wozniak seconded a motion to adjourn.
