TOWN HALL MEETING
Moorpark, California May 14, 1994
A Special Meeting of the City Council of the City of Moorpark was
held on May 14, 1994 in the Council Chambers of said City located
at 799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
Mayor Lawrason called the meeting to order at 9:14 p.m.
2. ROLL CALL: Councilmembers Hunter, Perez,
Wozniak, and Mayor Lawrason
Absent: Councilmember Montgomery
Staff Present: Steven Kueny, City Manager; and
Lillian Hare, City Clerk
PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Councilmember
Wozniak.
3. PUBLIC COMMENT:
None.
4. PUBLIC HEARINGS:
B. Consider a Growth Management Ordinance - A proposal
to adopt a new growth management ordinance that
would go into effect following the expiration of
Measure F in 1985. Staff Recommendation: Continue
to accept public testimony on the draft growth
management ordinance, and provide direction to
staff regarding preparation of an Initial Study and
the scheduling of a subsequent City Council public
hearing. (Continued Item 9.B. from 5/4/94) PUBLIC
HEARING REMAINS OPEN
Gary Austin, 17512 Von Karman, Irvine, addressed
the Council regarding the proposed Growth
Management Ordinance. He provided a letter to the
Council and stated that he did not believe that

there are findings that justify the recommendations
of the Measure F Advisory Committee. He said that
residential growth has slowed to less than 2% per
year. He also stated that he did not believe that
the committee's recommendations were consistent
with the terms of the settlement with the Building
Industry.
In response to Council question, Mr. Austin
indicated that he would provide specific
information on why the calculations used by the
committee result in inaccurate development
assumptions.
Eloise Brown, 13193 Annette Street, said that the
Measure F Committee should have looked at two books
written by Norma Gunter on the City and the hopes
for development of the City. She said their were
only 720 permits for residential construction in
the last 3 years. She said new construction has
dropped to below 1 %. She said the city's
population increase happened in the bedrooms not
increased houses. She complained that she was not
allowed to speak at the committee meeting she
attended.
Dee Zinke, 24005 Ventura Blvd., Calabasas, spoke
representing the Building Industry Association.
She said she could provide a historical perspective
on the history of development since incorporation.
She said only 102 permits were pulled in 1989 in
Moorpark, which was the best year for the building
industry. She said she would like to bring someone
to talk to the Council on the financing
requirements for development.
In response, the Council concurred that they would
like to hear about the new rules and regulations
regarding construction financing.
Jim Hartley, 5950 Gabbert Road, addressed the
Council regarding his pleasure at the way the
community had developed.
Dorthy Vetimiglia, 15247 Monroe Avenue, addressed
the Council as a member of the Measure F Committee.
She said is is important for the City to have
planned, measured growth.

CONSENSUS: By consensus, the Council determined to
continue the hearing to June 1, 1994; the public hearing
to remain open.
5. ACTION /DISCUSSION:
A. Consider Status Report of 1993/94 Objectives and
Consider 1994195 Goals and Objectives. Staff
Recommendation: Continue to the May 14, 1994 Town
Hall Meeting. (Continued item 11.K. from 5/494)
Councilmember Hunter noted that this item was on
the agenda to allow for public response on almost
any subject of concern to the public.
Eloise Brown addressed the Council saying that the
rail road crossing at Spring Road needs to be
repaired.
Ethel Sulkis addressed the Council and asked when
construction would start on the Gisler field
project.
In response, Mr. Kueny said Cabrillo Economic
Development Corporation would be managing the
residential portion of the project and were close
to hiring an architect for the project. He said
the City was in negotiation with Ventura Pacific
Capital Group for the commercial portion of the
project.
Ms. Sulkis said her neighborhood would like the
same consideration regarding the size of the homes
to be built on this project that the Campus Park
residents were being extended.
Eloise Brown said she was concerned about the
City's recent acquisition of property.
Jim Hartley said he liked the Saturday morning
format for the Town Hall meetings and hoped it
would be continued. He said garbage services and
rates should be looked at as he doesn't fill up his
trash cans each week. He thanked the City for the
Citizen Link computer access and said the traffic
on Tierra Rejada Road goes too fast.
In response, Councilmember Wozniak said he would
like a future agenda item to address traffic
enforcement on Tierra Rejada Road.

6. ADJOURNMENT:
Mayor Lawrason adjourned the meeting at 10:45 p.m.
