Moorpark, California March 1, 1995
A Special Meeting of the City Council of the City of Moorpark was
held on March 1, 1995 in the Conference Room of said City located
at 799 Moorpark Avenue, Moorpark. California.
1. CALL TO ORDER:
Mayor Lawrason called the meeting to order at 6:35 p.m.

None.
Councilmembers Montgomery, Perez, Wozniak
and Mayor Lawrason.
Councilmember Hunter was absent due to
his attendance at a funeral of a close
friend.
Steven Kueny, City Manager; Richard Hare,
Deputy City Manager; Cheryl Kane, City
Attorney; and Lillian Hare, City Clerk
4. ACTION /DISCUSSION:
A. Consider Reauest for Waiver of Temvorary Use Permit Fee
for Community Christian Church Rummage Sale of March 4,
1995. Staff Recommendation: Direct staff as deemed
appropriate.
Mr. Kueny recapped that on February 23 the City received
a request from the Community Christian Church to waive
the $40 application fee for their rummage sale. This
purpose is to raise money for youth to go on a mission
trip to Mexico over their Spring Break to build houses
for those that have little or no place,to live.
Ms. Kane explained that -n granting waivers of City fees
a distinction can be made between groups which are
community based and groups which are not.
Mr. Kueny said that the Council might want to direct
staff to write a policy which would establish the City's
procedure in waiving fees. He said the Council could
possibly exempt the first event of each community based
group each year.

MOTION: Councilmember Montgomery moved and Councilmember
Wozniak seconded a motion to waive the temporary use permit
fee for the Community Christian Church rummage sale to be held
March 4, 1994 as a community based, tax exempt organization;
this action not to be precedent setting and staff is directed
to establish a policy for council review to set up the
procedures which the City could use in granting waivers of
fees. The motion carried by 4 -0 voice vote, Councilmember
Hunter absent for the vote.
5. CLOSED SESSION:
MOTION: Councilmember Perez moved and Councilmember
Montgomery seconded a motion to adjourn to Closed Session for
a discussion of all items listed on the agenda.

The motion carried by voice vote 4 -0, Councilmember Hunter
absent for the vote.
Present in Closed Session were all Councilmembers but
Councilmember Hunter; Steven Kueny, City Manager; Richard
Hare, Deputy City Manager; and Cheryl Kane, City Attorney.
The Council reconvened into cperi Session at 7:02 p.m.
Mr. Kueny stated there was nc action to report and only items
S.E. and S.F. were discussed
6. ADJOURNMENT:
Mayor Lawrason adjourned the meeting at 7:02 p.m.
