Moorpark, California June 14, 1995
An Adjourned Meeting of the City Council of the City of Moorpark
was held on June 14, 1995 in the Council Chambers of said City
located at 799 Moorpark Avenue, Moorpark. California.
1. CALL TO ORDER:
Mayor Lawrason called the meeting to order at 6:56 p.m.
2. ROLL CALL:
Present: Councilmembers Hunter, Montgomery, Wozniak,
and Mayor Lawrason
Absent: Councilmember Ferez
Staff Present: Steven Kueny, City Manager; Richard Hare,
Deputy City Manager; Ken Gilbert, Director of
Public Works; Mary Lindley, Assistant to the
City Manager; Don Reynolds, Administrative
Services Manacler; Wayne Boyer, Finance
Officer; and lillian Hare, City Clerk
3. PUBLIC COMMENT:
None
4. PUBLIC HEARINGS:
CONCENSUS: By concensus the CounciL determined to take items
4.A. and 4.B. concurrently.
A. Consider Adoption of Resolution No 95- Making Certain
Changes to AD 85 -1 (Parks Maintenance Assessment
District) and Confirming the Assessments for Fiscal Year
1995J96. Staff Recommendation: 1) Open the public
hearing, receive testimony and continue this matter to
the date of the Budget Workshop; 2) Subsequent to the
Budget Workshop meetings, but no later than June 30,
1995, take the following actions: a) select the benefit
spread formula to be used (Alt #1 or Alt #2) ; and b)
adopt Resolution No. 95- making certain changes to AD
85 -1 and confirming the assessments for Fiscal Year
1995/96. (Continued item) PUBLIC HEARING REMAINS OPEN.
B. Consider Adoption of Resolution No. 95- Making Certain
Changes to AD 84 -2 (Street Lighting and Landscape
Maintenance) Confirming the Assessments for Fiscal Year
1995/96. Staff Recommendation: 1) Open the public
hearing, receive testimony and continue this matter to
the date of the Budget Workshop; 2) Subsequent to the

Budget Workshop meetings, but no later than June 30,
1995, adopt Resolution No. 95- making certain changes
to AD 84 -2 and confirming the assessments for Fiscal Year
1995/96. (Continued item PUBLIC HEARING REMAINS OPEN.
There were no speakers fcr this tern.
MOTION: Councilmember Montgomery moved and Councilmember
Hunter seconded a motion to continue both items 4.A. and 4.B.
to June 20, 1995; the hearings to remain open. The motion
carried by voice vote 4 -0, Councilmember Perez absent for the
vote.
5. ACTION /DISCUSSION ITEMS:
A. Consider FY 1995/96 Budget and Adoption. Staff
Recommendation: Direct staff to prepare budget adoption
resolution.
Mr. Hare gave an overview of the proposed budget.
The Council reviewed the hollowing budget departments and
line items and took consensus action as follows:
151 - Public Transit
Staff directed to change
(TDA) to description of
from $78,000 to $124,560
change the percentage of
Manager's Salary and Ben(
to 10%
line item 151.642, to add
VISTA; and revise amount
for Bus Service (TDA); to
the Assistant to the City
�f its paid from TDA from 5%
Staff to schedule a discussion of bus routes /stops for
the Transportation and Streets Committee.
160 - Solid Waste
Staff directed to change description of line item
160.626 to Printing; Clean -up Day to be $300; Used
Oil Grant to be $1,400
161 - Waste Management
Staff directed tc, change line item 161.504,
Overtime, to $300.
Staff to provide balances for all restricted funds
to the Council.

162 - Emergency Services
No changes were requested.
136 - Crossing Guards
Council Ad Hoc Committee to include a discussion of
School District lack of contribution to funding of
crossing guards at next meeting with School Board
Ad Hoc Committee.
141 - Public Works
No changes were requested.
The Director of Community Services, Christine Adams,
joined the meeting at 8:00 p.m.
142 - Street Maintenance Improvements
Staff requested to (:hange line item 142.503, Part -
time salaries, Intern, tc $9.77 for $15,632 cost
calculation.
Line item 142.636, Education & Training, to be
discussed mid -year out not changed in the budget.
Line item 142.903, Improvements other than
Buildings, to be r- �vised after. Council action on
June 21.
Line item 142.906, Specialized Equipment, to be
changed as follows,
Truck mounted arrow sign ($500) to be moved to
142.657, small tools.
Generator amount revised to $590.
Concrete Saw amount revised to $800.
Tailgate Hoist deleted.
Staff to confirm that $5,000 for Professional
Services, personnel staffing study, is
sufficient.
143 - Landscape /Lightinc
No changes were requested.

147 - N.P.D.E.S.
No changes were requested.

AT THIS POINT in the meeting a recess was declared. The time
was 8:37 p.m. The Council reconvened at 8:52 p.m.
118 - Moorpark Cable TV
Staff was requested to revise line item 118.661,
Equipment Rental, t( $1,500
Line item 118.906 was revised as follows:
1 Graphics Editor Machine to $8,300.
4 time code cards deleted.
1 commercial portable camera to $15,300.
The actual cost of A/B Roll Editor Software to
be researched.
Staff was directed to discuss with Videomax the possibile
rental of a city camera i)y them ( Videomax).
147 - Parks
Line item 147.903, Improvements other than
Buildings, Rollerhockey Court Lights, to be
deleted; a basketball court to be added under Peach
Hill Park for $20 000; ^apital Outlay total is
incorrect.
148 - Recreation
Staff directed to revise description of line item
148.620, Computer Supplies. to be more accurately
descriptive.
Line item 148.629 Special Supplies & Services
revised to:
Clip Art Subscription $450
Mats (3) $250
Balloons $500
A canopy for 1500 to be moved to capital.

boxes to be moved to capital at Arroyo Vista
Community Park.
Line item 148.906, Specialized Equipment, Pool
Table description to be changed to Teen Equipment
($1,000).
Line item 148.995, Teen Programs, to be determined
by the Teen Council ($5,585.
Lt Rouse joined the meeting at 8:46 p.m.
149 - Community Center
Line item 149.1,57, Small Tools, Baby changing
table to be increased to $520 so a table can
be placed it both the Men's & Women's
restrooms.
Line item 149.661, Equipment Rental, delete
lifts and Ladders for $500.
Line item 14).906, Specialized Equipment,
Gymnasium floor cover- to be deleted.
$3,000 to be a•Ided to this budget for Council
chairs.
150 - Senior Center
No Changes were requested.
123 - Animal RegulatLon
Staff directed that a year end adjustment is
needed.
121 - Public Safety
Staff directed to add a line item for postage
in the amount of $1,500 and a line item for
travel in the amount of $500.

Subscriptions, new amount needed for Moorpark
News Mirror because the newspaper is to become
a daily paper.
369 - Revenues
Correct misspelled word (integrated).
6. CLOSED SESSION:
MOTION: Councilmember Montgomery moved and Councilmember
Hunter seconded a motion to adjourn to Closed Session for a
discussion of all items listed on the agenda:
A. PUBLIC EMPLOYEE PERFORMANCE EVALUATION (pursuant to
Government Code Section 54957)
Title: City Manager, Deputy City Manager, Director of
Community Services, Director of Community Development,
Public Works Director, City Clerl, Chief of Police, City
Engineer, and City Attorney
B. CONFERENCE WITH LABOR NEGOTIATOR (pursuant to Government
Code Section 54957.6)
Agency Negotiator: Steve Kueny
Employee Organizaiton: 3erv.ice Employees International
Union Local 998, AFL -CIO, ('LC (Public Employees
Association of Ventura CDunty
The motion carried by voice vote 4 -0, Councilmembei- Perez
absent for the vote. The tim was C:40 p.m.
The Council reconvened into Closed Session at 10:41 p.m.
Present in Closed Session were all Councilmembers but
Councilmember Perez; Steve Kueny, Cite Manager; Richard Hare,
Deputy City Manager.
The Council adjourned from ciosed session at 11:09 p.m.
Mr. Kueny stated there was nc: action to report and only item
6.B. was discussed.

MOTION: Councilmember Hunter moved and Councilmember Wozniak
seconded a motion to adjourn the meeting to 6:30 p.m. on June
20, 1995. The time was 11:10 p.m.
