HomeMy WebLinkAboutMIN 1995 0510 CC JNTMINUTES OF THE JOINT MEETING OF THE CITY COUNCIL AND PLANNING COMMISSION Moorpark, California May 10, 1995 A Special Joint Meeting of the City Council and the Planning Commission of the City of Moorpark was held on May 10, 1995 in the Council Conference Room of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Lawrason called the City Council meeting to order at 7:17 p.m. Chairman Torres called the Planning Commission meeting to order at 7:17 p.m. 2. ROLL CALL: Council: Councilmembers Hunter, Montgomery, Perez, Wozniak and Mayor Lawrason Commission: Commissioners Acosta, Martens, May, Miller and Chairman Torres Staff Present: Steven Kueny, City Manager; Jaime Aguilera, Director of Community Development; and Dorothy Vandaveer, Deputy City Clerk 3. ACTION /DISCUSSION: A. Consider Status Report of the 1994/95 Goals and Objectives and Consider 1995/96 Goals and Objectives. Mayor Lawrason expressed pleasure at the action of the Planning Commission. He said he is pleased with their work on recent entitlemerts. Councilmember Wozniak said he appreciated the opportunity to meet with the Planning Commission. He said the Council is pleased that the Hillside Ordinance has been adopted. Commissioner Miller said the adoption of the Hillside Ordinance is a credit to both the Commission and Council. Commissioner May asked about the status of the rubberized railroad crossings which she said are deteriorating along the asphalt edges. In response to Commissioner May, Mr. Kueny said the City hopes that the State will relinquish Spring Road to the City. He said if we can repair the crossing we will do so as soon as possible. He said the City is proposing to change the vertical alignment of the railroad crossing near the mobile home park. Minutes of the Joint Meeting of the City Council and Planning Commission Moorpark, California Page 2 May 10, 1995 Mr. Kueny indicated he would talk to the Director of Public Works regarding Spring Road. Councilmember Wozniak indicated CalTrans should be required to fix it prior to the City's acceptance of Spring Road. Mr. Kueny said the City would do the work if CalTrans would pay for it, or CalTrans could repair the road and then the City accept it. Councilmember Montgomery indicated that the railroad has not allowed work to be done on railroad crossings in some cases in the past. Commissioner May addressed the street lights on High Street asking if they are on schedule to be completed prior to the downtown study. Mr. Kueny indicated that the lighting is scheduled to be completed before October In response to Mayor Lawrason, Mr. Kueny outlined some of the significant developments that will be considered. He said the proposed goals and objectives will be presented to the Council and a copy will be provided to the Commission. He said four Specific Plans will be reviewed to some extent during the next year. He outlined the workshop to be held on May 24, which will address the northern area of the City. Mr. Kueny said other items are Special Devices, Inc (SDI) and the Happy Camp Golf courses. Councilmember Montgomery indicated that he would like both SDI and the Happy Camp Golf courses to be reviewed by the Planning Commission. Mr. Kueny said that another important item to come forward is the alignment of Moorpark Road in the unincorporated area. He said the City has received information on the environmental document and also supplied information requested relative to that document. He said Mr. Gilbert is the staff member monitoring that process. Mayor Lawrason said it is becoming more and more apparent that a traffic signal is necessary at Tierra Rejada Road and Moorpark Road. He said if we wait for the County to take action regarding this matter, it may be a long time before anything happens. He requested this item be placed on the Council agenda for consideration. He said he is meeting with Supervisor Mikels on May 18, and will Minutes of the Joint Meeting of the City Council and Planning Commission Moorpark, California Page 3 May 10,1995 be discussing the traffic; signal which is estimated to cost $35,000. Mayor Lawrason indicated that if anyone had concerns that they wanted expressed to Supervisor Mikel, they should apprise him of that prior to the meeting. Commissioner Acosta said that the rising cost of the Police contract is of concern. Mr. Kueny said that looking ahead there will be action on the land use and housing element. He also said the process of allowing the Planning Commission to review the Major Modification for the PC -3 South Village residential project was helpful to the Council. He said the City Council may want to proceed in that fashion regarding the shopping center on Tierra Rejada Road. Mr. Kueny said that ordinarily Major Modifications go directly to the final decision maker, but when something is a key project and has been "sitting on the shelf" for a long period there may be an exception. Connie Lawrason, 4291 Ambermeadow Street, addressed the Council regarding the Unmet Needs Transit Funds which have been made available to the City from Citizens Transportation Advisory committee. Eloise Brown, 13193 Annette Street, addressed the Council regarding special meetinq notices. She requested that they be posted earlier. She also requested that Commission and Council speaker cards be made identical. 4. ADJOURNMENT: Mayor Lawrason adjourned the City Council meeting at 7:55 p.m. Chairman Torres adjourned the Planning Commission meeting at 7:55 p.m. ATTEST: Lillian E.
