Moorpark, California July 22, 1995
A Special Town Hall Meeting of the City Council of the City of
Moorpark was held on July 22, 1995 in the Council Chambers located
at 799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
Mayor Lawrason called the meeting to order at 9:15 a.m.
2. ROLL CALL:
Present: Councilmembers Perez, Wozniak and Mayor
Lawrason
Absent: Councilmembers Hunter and Montgomery
Staff Present: Richard Hare, Deputy City Manager; and Dorothy
Vandaveer, Deputy City Clerk
3. ACTION /DISCUSSION:
A. Consider Status Report of 1995/96 Goals and Objectives.
Staff Recommendation: Direct staff as deemed
appropriate.
The following items were discussed by the Councilmembers:
Location of Town Hall Meetings
Councilmember Perez indicated that he would like to see
the Town Hall Meetings held at various locations where
events are taking place or where the citizens of the City
are.
Councilmember Wozniak stated that he is going to request
a future agenda item to address the consideration of
implementing a method to allow citizens who have
questions during City Council meetings to be able to call
in with those questions and address the Council in that
manner. He stated that specifically as part of the
Public Hearing format is where he would like to see it
implemented.
Mr. Hare suggested that the Council may want to consider
a "Meet Your City Council" format for some future
meeting.
Mayor Lawrason indicated his support for both of these
ideas.

Connie Lawrason, 4291 Ambermeadow Street, addressed the
Council and stated that a key person to be contacted for
the telephone comments is David Keith of the Oxnard
CrimeWatch. He has recently implemented such a program
in that city.
Mr. Hare suggested that due to the Open Meeting Law
restrictions it might be necessary to have only two
Councilmembers participating in such a forum.
Development of a Truck Stop on the State Route 118
Councilmember Wozniak commented that a suggestion for a
truck stop to be located across the street from the
shopping center that contains the Hughes Market was made
to the Council some time ago. He does not believe that
location is a good idea because trucks with violations
such as faulty brakes are already within the City limits
at that point and present a hazard to pedestrians and
other vehicles. He said a more logical point for it to
be located in closer to the perimeter of the City limits
(as in the vicinity of American Products) where
violations could be detected and corrected earlier and
would pose less of a hazard to residents in the core of
the City.
Councilmember Wozniak related that his discussion with
California Highway Patrol officers indicate that
overloaded trucks and outdated log books are the primary
violations that are cited when the truckers are
inspected.
Potential Closure of the Spring Road Bridge for
Improvements
Shirley DeFrancisco, resident of N. Clavele Street, and
Eileen Kemp, resident of Cherrygrove Street, asked if the
Spring Road Bridge closure is imminent and the reasons
for it being done.
Mayor Lawrason explained that the Council is considering
delaying the improvements to the bridge until Science
Drive is completed so as to provide another north /south
artery for residents to use if Spring Road is closed.

Councilmember Perez clarified that the bridge is not
being repaired because it is unsafe, but because it needs
to be widened and better pedestrian access needs to be
provided.
Councilmember Wozniak expressed his concern with the
bridge closure and the impact that will have on the
downtown merchants' businesses.
Affordable Housing Grants
Eileen Kemp inquired about the status and the
implementation of the affordable housing grants within
the City.
Councilmember Perez explained that the funds for these
grants /loans are provided from Moorpark Redevelopment
Agency funds and that there are approximately $500,000
available for this purpose.
In response to Ms. Kemp, Councilmember Wozniak said there
are very restrictive controls relative to the spending of
these funds.
Ms. Kemp addressed the Council and stated that it is her
desire as a citizen that the money should be given to
those who need it most.
Cable Television Service Within Moorpark
In response to Ms. Kemp, Mayor Lawrason responded that
the City is aware of the inferior service that is being
provided to persons who subscribe to the Entertainment
Express cable service. He indicated that the City is
taking action to get an improvement in service.
Mr. Hare explained the terms of the non - exclusive
franchise agreement that Entertainment Express has with
the City of Moorpark. He indicated that other cable
television services are welcome to come to the city to
provide this service, but that the cost of laying new
cable and implementing a new service tends to be
prohibitive.

Growth Control Measures
In response to Ms. DeFrancisco, Mayor Lawrason explained
the controls that are in place at this time for managed
growth. He continued by stating that the Ad Hoc
Committee is reviewing the measures and will come forth
with a recommendation to Council at the appropriate time.
Residential Moisture Seepage - Buttercreek I Homes
Jerry Kreitzer, resident of the Buttercreek I tract,
addressed the Council about the history of and existing
problem with moisture seepage into the foundation of his
home. He stated that he believes his house is
unmarketable now and he does not know what recourse he
has. He asked if the City could provide any assistance
in dealing with this problem.
Mr. Kreitzer also commented that the builder, Urban West
Communities, had performed permit violations several
years ago and he would like the City to be aware of this
action.
Mayor Lawrason requested that Mr. Kreitzer provide the
City Councilmembers with more detailed information and
they will review the information.
4. ADJOURNMENT:
MOTION: Councilmember Perez moved and Councilmember Wozniak
seconded a motion to adjourn the meeting. The motion carried
by 3 -0 voice vote, Councilmembers Hunter and Montgomery absent
for the vote.
