Moorpark, California July 26, 1995
A Special Meeting of the City Council of the City of Moorpark was
held on June 26, 1995 in the Council Chambers of said City located
at 799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
Mayor Lawrason called the meeting to order at 7:14 p.m.
2. ROLL CALL:
Present: Councilmembers Hunter, Perez, Wozniak, and
Mayor Lawrason
Absent: Councilmember Montgomery
Staff Present: Steven Kueny, City Manager; Richard Hare,
Deputy City Manager; Lillian Hare, City Clerk
3. ACTION /DISCUSSION:
A. Consider Status Report of 1995 -96 Goals and Objectives.
Staff Recommendation: Direct staff as deemed
appropriate.
Mr. Kueny indicated that Administrative Services and City
Clerk department status reports would be provided to
Council this evening.
Mr. Hare presented and the Council reviewed the
departmental goals and objectives for Administrative
Services Department.
Under the heading "Administration," Item 3, which reads:
Hold initial public hearing on Mountain
Meadows cable franchise renewal.

Item 11 which reads:
Monitor fiscal year 1996 performance and improvements to
Mountain Meadows /Entertainment express cable systems.

Item 24 which reads:
Evaluate alternatives for providing and
funding library services.

Under the heading "Personnel ", Item 1 which reads:
Contract for personnel classification system study in
preparation for validated job description in compliance
with ADA requirements and include comprehensive
compensation study.

Under the heading "Computers ", Item 1 which reads:
Install IBM PC support and Network all departments to the
system.

Item 5 which reads:
Expand computer training of clerical staff to advanced
level.

Install AS400 computer and link City Hall and upgrade
personal computers to the PC support system.

Standardize personal computer applications by installing
standard word processing, spreadsheet, data processing,
and scheduling programs.

Prepare minimum personal computer specifications and
upgrade or replace all existing personal computers.

Under the heading "Community Development Block Grant ", Item 6
is changed to read:
Monitor Mayflower market design effort.
Under the heading "Redevelopment and Economic Development ",
Item 3 to be changed to read:
Maintain files and listings on property and buildings
available for development.

Item 5 to be changed to read:
Enhance relationships with business community.

Item 11 which reads:
Develop program with HDL to monitor and analyze assessed
valuation for the city.

Item 12 which reads:
Evaluate market feasibility and city role to locate a
telecommuting site in the city.
to be deleted.
Item 16 which reads:
Prepare report to develop limits on amount of
Redevelopment housing set aside funds for various housing
programs (rehabilitation, resell, and new construction) .

Participate in California Valley Housing Finance
Authority bond issue.

Coordinate preparation of lease and redevelopment
improvements for the 18 High Street property for both the
Police Resource Center and City Engineer/ Building and
Safety offices.

Investigate possible sites for Moorpark Police Station.
Item 9 which reads:
Complete analysis of alternative uses for MRA cleared
property at 661 Moorpark Avenue.

Item 12 which reads:
Coordinate efforts for providing additional City Hall
office space.

Item 13 which reads:
Sell Braun Court house.

Ms. Hare provided the staff report and Council reviewed the
departmental goals and objectives for the City Clerk's
department.
Under the heading "Administration" add an item 15 to read:
Investigate internet web site for city.
Item 25 which reads:

Complete revision to the Council Rules of Procedure
to receive a single asterisk.
Under the heading "Records Management ", item 10 which reads:
Expand Optical System to Central Search Station.
to receive a single asterisk.
CONSENSUS: By consensus, the Council determined to continue
this item to the meeting of September 6, 1995 in order to
review the police department goals and objectives.
B. Consider City Managers Compensation.
CONSENSUS: By consensus, the Council determined to defer
action on this item until after the Closed Session to be held
next.
5. CLOSED SESSION:
MOTION: Mayor Lawrason moved and Councilmember Hunter
seconded a motion to adjourn to Closed Session for discussion
of the following:
A. PUBLIC EMPLOYEE PERFORMANCE EVALUATION (pursuant to
government code section 54957) Title: City Manager,
Deputy City Manager, Director of Community Services,
Director of Community Development, Public Works Director,
City Clerk, Chief of Police, City Engineer, and City
Attorney.
The motion carried by voice vote 4 -0, Councilmember Montgomery
absent for the vote.
AT THIS POINT in the meeting a recess was declared, the time
was 8:20 p.m.
The Council reconvened into Closed Session at 8:25 p.m.
Present in closed session were all Councilmembers but
Councilmember Montgomery; and Steven Kueny, City Manager.
The Council adjourned from Closed Session at 10:02 p.m. Mayor
Lawrason stated that there was no action to report from Closed
Session.

ACTION /DISCUSSION:
B. Consider City Manager's Compensation.
After Council discussion, the following motion was heard:
MOTION: Councilmember Hunter moved and Councilmember Wozniak
seconded a motion to give the City Manager a 2.5% merit
increase retroactive to his salary anniversary date (7/9/94).
The motion carried by voice vote 4 -0, Councilmember Montgomery
absent for the vote.
6. ADJOURNMENT:
Mayor Lawrason adjourned the meeting at 10:05 p.m.
