CALL TO ORDER: Mayor Lawrason called the meeting to order at 7:15 p.m. 2. ROLL CALL: Present: Councilmembers Hunter, Montgomery, Perez, Wozniak and Mayor Lawrason Staff Present: Steven Kueny, City Manager; Richard Hare, Deputy City Manager; Ken Gilbert, Director of Public Works; Jim Aguilera, Director of Community Development; Christine Adams, Director of Community Services; and Lillian Hare, City Clerk 3. ACTION /DISCUSSION: A. Consider Mission Statement, Goals, and Objectives for FY 1995/96. Staff Recommendation: Proceed with reviewing the Mission Statement, Goals, and Objectives for FY 1995/96, and direct staff as deemed appropriate. The Council reviewed the departmental Goals and Objectives for the Community Services Department. Under the heading "Parks ", Item 4 which reads: Develop proposed funding plan and recommended priorities for completion of Arroyo Vista Community Park and reconcile phasing plans with conceptual master plan. to receive a double asterisk. Item 5 which reads: Coordinate with homeowners in the Villa Campesina development for the improvement of the required neighborhood park. to be changed upon determination by Ventura County Flood Control District. 0000;& 7 Minutes of the City Council Moorpark, California Page 2 Item 14 which reads: Complete security lighting design including possible use of solar energy and install lights at Glenwood and Campus Canyon Parks. to have the strike outs removed. July 12, 1995 Councilmember Hunter requested that staff investigate being able to turn the security cameras toward the parking lot as well. A new item 12 was added to read: Investigate potential for covering walkway between the gymnasium and the rest of the facility and also including a clock in the tower at Arroyo Vista Community Park. Councilmember Perez requested that the Council be allowed to review the Park Use Rules for the Arroyo Vista Recreation Center and Gymnasium, and the rules for the use of the Community Center at the same time. Under the heading "Landscaped Parkways and Medians and Street Trees ", Item 6 which reads: Evaluate long term maintenance needs and funding options for High Street landscaping and streetscape improvements. to be reviewed as part of the Downtown Specific Plan and receive a single asterisk. 00002-n Minutes of the City Council Moorpark, California Page 4 July 12, 1995 Under the heading "Cable Television ", Item 3 which reads: By June 30, 1996 establish an average of 8 hours of programming each day. to be revised to read ...4 hours of programming each day. Item 10 which reads: Purchase a graphics editing machine to enhance production quality of City meetings and programs. to be revised to include "and a portable camera" and to receive a single asterisk. A new Item 11 to be added to read: Investigate a Web site for the city (internet). The Council reviewed the departmental Goals and Objectives for the Public Works Department. Under the heading "Public Works ", Item 45 which reads: Administer the development and implementation of traffic control improvements on Pecan Avenue and Monroe Avenue. to receive a single asterisk. July 12, 1995 Under the heading "Streets and Storm Drain Maintenance ", Item 10 which reads: Construct a minor project to address ponding problems on the west bound lanes of Tierra Rejada Road, east of Spring Road and the modification of tree wells on High Street. to be rewritten for clarity. The Council reviewed the departmental Goals and Objectives for the City Engineer's Department. Item 13 which reads: Administer contract for CDBG funded design for Mayflower Market reconstruction. to receive a single asterisk. Item 14 which reads: Prepare and update Zoning Map. to receive a single asterisk. MOTION: Councilmember Montgomery moved and Councilmember Perez seconded a motion to continue discussion of this item to July 26, 1995 at 7:00 p.m. The motion carried by unanimous voice vote. B. Consider Discussion Regarding a Proposed Joint Powers Agreement and Legal Representation in the Matter of Planning Conservation League vs Ventura County Transportation Commission. Staff Recommendation: Approve participation. Mr. Kueny gave the staff report. CONCENSUS: By concensus the Council determined to direct staff to attend the next meeting of the Association of the Ventura County Cities (AVCC) where this matter is to be discussed and to provide any information generated from the meeting to the Council regarding this matter. 000036, Minutes of the City Council Moorpark, California Page 11 July 12, 1995 4. ADJOURNMENT: MOTION: Councilmember Montgomery moved and Councilmember Perez seconded a motion to adjourn the meeting. The motion carried by unanimous voice vote.
