HomeMy WebLinkAboutMIN 1995 0927 CC SPCMINUTES OF THE CITY COUNCIL Moorpark, California September 27, 1995 A Special Meeting of the City Council of the City of Moorpark was held on September 27, 1995, in the Conference Room of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Lawrason called the meeting to order at 7:06 p.m. 2. ROLL CALL: Present: Councilmembers Hunter, Perez, Wozniak and Mayor Lawrason Absent: Councilmember Montgomery Staff Present: Steven Kueny, City Manager; Richard Hare, Deputy City Manager; Jim Aguilera, Director of Community Development; Mary Lindley, Assistant to the City Manager; Debbie Traffenstedt, Senior Planner; Cheryl Kane, City Attorney; and Lillian Hare, City Clerk. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Lillian Hare. 3. ACTION /DISCUSSION: A. Consider Extending City's Existing Solid Waste Contracts with G.I. Rubbish and Moorpark Rubbish Disposal through November 3, 1995. Staff Recommendation: Approve extension of contracts through November 3, 1995. Ms. Lindley gave the staff report. MOTION: Councilmember Hunter moved and Councilmember Wozniak seconded a motion to approve the extension of the City's existing solid waste contracts with G.I. Rubbish and Moorpark Rubbish Disposal through November 3, 1995. Consider Authorizing Staff to Develop a Scope of Work and Solicit Proposals from Qualified Consultants for Preparation of a Growth Management Ordinance and Program for the City of Moorpark. Staff Recommendation: Authorize staff to develop the scope of work for a growth management ordinance and program, to request proposals from at least two qualified consultants, and to return this matter for a City Council consideration of the approval of the scope of work and a professional services agreement with a qualified consultant. Ms. Traffenstedt gave the staff report. In response to Mayor Lawrason, Ms. Traffenstedt said funding is not being requested at this time. The contractor would be developing a scope of work and providing the City with an estimate for that scope of work. Mayor Lawrason expressed his concern that the City is moving toward spending a large amount of money. Councilmember Hunter said this matter has very much to do with the quality of life. He said the City is trying to establish a threshold of service which would maintain the quality of life. In response to Councilmember Wozniak, Mr. Aguilera explained that at the current staffing of the Community Development Department a consultant is needed for the preparation of a growth management ordinance and program. Councilmember Wozniak indicated his belief that a program could be developed incrementally. Councilmember Perez said that the Committee wanted to put something in place to follow the expiration of Measure F. He said the City is in a far better position today than when Measure F was enacted because of the City's General Plan. Mr. Aguilera responded that the goals and policies of the City's General Plan come close to being a threshold level of service which would maintain quality of life. Mr. Kueny indicated that the material to establish threshold level is available and can be developed into a report by staff in approximately six weeks. He said that OU(J'U0A-110" 4. Minutes of the City Council Moorpark, California Page 3 September 27, 1995 should include what the current levels of service are, what the City would like those levels to be, and a calculation of the differences. He said the Council could also continue an extension of the growth control measure now in place. Ms. Kane suggested that the city staff contact the City of Camarillo. She said Camarillo had a numerical limit of 400 units per year with exceptions. She said Camarillo believes an extension of their current measure would not adversely affect the ability to meet their regional housing requirements. She said if true, their ordinance should withstand a legal challenge. Councilmember Hunter requested that the ridgeline issue be added to the list of issues to be developed as part of the threshold standards. MOTION: Councilmember Wozniak moved and Councilmember Hunter seconded a motion to direct staff to develop threshold standards and return to the Council by the December 6, 1995 City Council meeting; and to place an extension of the current Measure F on an appropriate agenda. The motion carried by voice vote 4 -0, Councilmember Montgomery absent for the vote. ADJOURNMENT: Mayor Lawrason adjourned the meeting. The time was 8:25 p.m. ATTEST: Lillian E.
