Moorpark, California April 29, 1995
A Special Town Hall Meeting of the City Council of the City of
Moorpark was held on April 29, 1995 in the Community Center of said
City located at 799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
Mayor Lawrason called the meeting to order at 9:07 a.m.
2. ROLL CALL:
Present: Councilmembers Perez, Wozniak and Mayor
Lawrason
Absent: Councilmembers Hunter and Montgomery
Staff: Steven Kueny, City Manager; and Lillian
Hare, City Clerk
The following concerns and comments were provided by those citizens
attending the Town Hall meeting:
1. Dominick Santogrossi stated that this was the first City
meeting he had attended. He said Councilmember Perez invited
him and he was anxious to see the City in action.
2. Dan Wallman indicated that he lived next to the Monte Vista
Nature Park where noise and litter are caused by teenagers
congregating at the Park in the evening and on the weekend.
He also indicated that a four wheel drive vehicle had created
ruts at the Park.
3. Vicky Perez addressed the Council regarding the 100 semi -
homeless families in Moorpark about whom she said she is very
concerned. She said the Council needs to develop affordable
housing for the working poor. She suggested that the Council
spend money rehabilitating homes in the High Street, Charles
Street, and Everett Street area and other areas and not spend
Redevelopment Agency money in the Gisler Field project.
4. Eloise Brown addressed the Council regarding the cost of
housing being higher in the City because enough homes had not
been built. She said low cost rentals are needed but it is
difficult to find a piece of property to build such housing
on.
5. John Torres said he wanted to express his opinion that he was
in favor of mixed uses. He also requested that temporary
center line striping be done on Tierra Rejada Road as an
interim measure until the overlay is completed.

6. Bill Poleri addressed the Council regarding hillside and slope
development. He said in the A &R development, growing
vegetation on the hillsides which have been disturbed by
grading is very difficult.
7. Lori Rutter commented on the landscaping at the new Mission
Bell Plaza development. She said there is so much concrete
that there should be a requirement for potted plants. She
said she was concerned about that the landscaping requirement
for the American Stores Plaza proposed in Mountain Meadows.
She suggested that the city consider holding a Farmers Market
at the Arroyo Vista Park. She also said she supported mixed
uses for the downtown area. She also complained about the
wall plan in West Ranch. She said some of the walls are not
properly capped.
8. Carolyn Poleri addressed the Council regarding garage sale
signs. She supported leaving them up until noon.
9. Gerry Goldstein commented on a water leakage he had observed
on Beltramo Road. He said the Arroyo Simi should be posted no
swimming or bathing. He also complained about the Rubbish
contractor in the City.
Mayor Lawrason adjourned the meeting at 10:38 a.m.
