Moorpark, California January 3, 1996
A Regular Meeting of the City Council of the City of Moorpark was
held on January 3, 1996 in the Council Chambers of said City
located at 799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
Mayor Lawrason called the meeting to order at 7:11 p.m.
2. PLEDGE OF ALLEGIANCE:
Councilmember Perez led the Pledge of Allegiance.
3. ROLL CALL:
Present: Councilmembers Hunter, Perez, Wozniak, and
Mayor Lawrason
Staff Present: Steven Kueny, City Manager; Richard Hare,
Deputy City Manager; Lillian Hare, City
Clerk; Deborah Traffenstedt, Senior Planner;
Lt. Marty Rouse, Sheriff's Department;
Christine Adams, Director of Community
Services; Mary Lindley, Assistant to the City
Manager; Ken Gilbert, Director of Public
Works; Dirk Lovett, Assistant City Engineer;
Dorothy Vandaveer, Deputy City Clerk.
4. PROCLAMATION'S, COMMENDATIONS AND SPECIAL PRESENTATIONS:
None.
5. REORDERING OF, AND ADDITIONS TO THE AGENDA:
None.
6. PUBLIC COMMENT:
None.
7. CONSENT CALENDAR:
A. Consider Approval of Planned Development Permit 769
Minor Modification No. 2, Request for Occupancy by Simi
Valley Bank. Staff Recommendation: Receive and File
the report.
Mr. Kueny gave the staff report. He indicated that
conditions No. 6 & 7 have been revised as follows:

No. 6 - A landscape plan must be submitted prior to
approval of the zoning clearance. This plan shall
contain an additional 25 trees to be planted on the
site. Of the trees to be planted, 10 shall be 15
gallon, 10 shall be 24" box, and 5 shall be 36" box.
Additional landscaping shall be installed in planters
and the sides of the building. All landscaping shall
be installed in 2 months after the zoning clearance is
issued for occupancy of the building except for areas
as determined by the Director of Community Development
that may be affected by the future driveway on Park
Lane.
No. 7 - The westerly of the two driveways on Los
Angeles Avenue shall be eliminated. At the discretion
of the city, the easterly driveway shall be relocated
to be on or near the east property line (and possibly
built with one -half of the driveway on each property)
to provide joint access /use to adjacent property to the
east at the time of development of the contiguous
property to the east. Within 3 months after the
issuance of the zoning clearance for occupancy, the
occupant shall record a reciprocal access easement for
the purpose of providing legal access to the
aforementioned shared driveway. Cost of the relocation
shall be borne by applicant and the adjacent property
owner.
In answer to Council question, Elaine Freeman,
representing the applicant, indicated that the
applicant was satisfied with the conditions.
MOTION: Councilmember Wozniak moved and Councilmember
Perez seconded a motion to receive and file the report. The
motion carried by voice vote 4 -0.
8. PUBLIC HEARINGS:
None.
9. ANNOUNCEMENTS AND FUTURE AGENDA ITEMS:
Mayor Lawrason announced the Christmas tree curbside
recycling program.

10. PRESENTATIONS /ACTION /DISCUSSION:
January 3, 1996
A. Consider Preliminary Quality of Life Thresholds/
Standards for New Growth Management Program. Staff
Recommendation: 1) Provide comments on draft quality of
life thresholds /standards, including the
appropriateness of the issues addressed; and 2) Direct
staff to proceed with development of implementation
measures, obtain other agency review of draft
thresholds /standards, and schedule a subsequent City
Council action /discussion item to obtain further
Council authorization prior to proceeding with other
work tasks. (CONTINUED ITEM)
Ms. Traffenstedt gave the staff report.
In response to Councilmember Hunter, Ms. Traffenstedt
indicated that the Citv would be seeking County agency
review. She indicated that staff had received comments
from the Water District:, but not the Fire District.
Mr. Kueny said that representatives from County
agencies can be invited to attend the next meeting
where this matter is discussed. He said the City
Attorney can also be present.
Staff reviewed and Council commented on the
threshold /standards as follows:
POLICE Police facilities fees to be
incorporated as threshold /standard no.4. The
objective to be changed to read, "Ensure that
police staffing, equipment, training, and patrol
levels..."
Staff also directed to incorporate police
community services and crime prevention into this
threshold /standard.
EMERGENCY OPERATIONS This threshold /standard
to be considered for deletion from the new growth
management program document.

FIRE & EMERGENCY MEDICAL SERVICES It was
determined that discussions with the appropriate
County agencies would include how the emergency
response time was determined by them and staff was
directed to split into two separate thresholds.
LIBRARY No changes.
SOLID WASTE It was determined that staff
will discuss with the County's Solid Waste
department whether five years was enough time
for the identification of a new disposal site
to replace the Simi Valley landfill.
TRANSIT The last phrase in the threshold/
standard to be changed to read "Additional buses
and routes must be provided."
AQUATICS It was determined that this item should
be moved to be included as an objective under
Parks & Recreation.
ART IN PUBLIC PLACES It was determined that
this threshold /standard should be deleted and put
on the list of goals and objectives to prepare an
ordinance.
CULTURAL ARTS It was determined that this item
should be deleted and made an objective for next
fiscal year.
PARKS & RECREATIONS It was determined that in the
final growth management document the Senior Center
and Teen Center items might be incorporated under
Parks & Recreation but would be kept separate for
the present.
SENIOR CENTER No changes.
TEEN CENTER No changes.
URBAN FOREST No changes.
CORPORATE YARD I- was determined that the title of
this item should be more descriptive. It was
further determined that all city buildings should
be in one category.

DRAINAGE It was determined that a representative
from the County Flood Control District should
address the Council regarding this
threshold /standard.
RECLAIMED WATER It was determined that this
threshold /standard would need to be rewritten when
the city takes over Waterworks District No. 1.
SEWER It was determined that threshold/
standard no. 4 of this item was an implementation

SCHOOLS It was determined that a school district
representative should be present when this item
was discussed next. It was determined that one
hour to one tour arid a half would be needed for
the discussion.
COMMUNICATION AND COMPUTERS No changes.
AFFORDABLE HOUSING By consensus the Council
determined to look further at the no. 1
threshold /standard which says that all new housing
development projects consisting of five dwelling
units or more shall include a pro rata share of
the city's fair share of regional housing need
within the pro;ec',, relative to the number five.
AIR QUALITY No changes.
NOISE No changes.
OPEN SPACE /BIOLOGICAL RESOURCES No changes.
RIDGE LINE PRESERVATION No changes.
TRAFFIC It was determined that the City Traffic
Engineer and a representative from the City's
traffic modeling consultant be at one of the
upcoming meetings tc answer Council questions on
this item.
TRAILS AND PATHWAYS No changes.
Mr. Kueny indicated that personnel from Waterworks
District No. 1, Fire District, Library District, Flood
Control District, Moorpark Unified School District,
County Heath Services and the Traffic Engineer and
Traffic Modeling Company personnel would be requested
to attend.
CONSENSUS: By consensus, the Council determined to have
school and traffic personnel scheduled as soon as possible
in the process.
CONSENSUS: By consensus, the Council determined to continue
this item to meetings to be held on January 31 and
February 15.

13. ADJOURNMENT:
Councilmember Perez moved and Councilmember Wozniak seconded
a motion to adjourn. The motion carried by voice vote 4 -0.
