Moorpark, California February 3, 1996
A Special Town Hall Meeting of the City Council of the City of
Moorpark was held on February 3, 1996 in the Community Center of
said city located at 799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
Mayor Pro Tem Wozniak called the meeting to order at 11:10
a. m.
2. ROLL CALL:
Present: Councilmembers Hunter, Perez, and Mayor Pro
Tem Wozniak
Absent: Mayor Lawrason
Staff Present: Steven Kueny, City Manager; Lillian E. Hare,
City Clerk; and Dorothy Vandaveer, Deputy City
Clerk
3. PRESENTATIONS /ACTION /DISCUSSION:
A. Consider 1995/1996 Goals and Objectives.
The following topics were addressed by the Councilmembers
in response to audience questions.
Arroyo Simi Pedestrian Bridge
Dr. Al Schwartz, 484 E. Los Angeles Avenue, requested a
synopsis of the status of the proposed pedestrian bridge
to cross the Arroyo Simi.
In response to Dr. Schwartz, Councilmember Wozniak
provided the background of the development of the bridge
location and design.
Eloise Brown, 13193 Annette Street, stated that the
initial money for the bridge was provided by LeClub
Apartments. She said one time she proposed that a bridge
be purchased from the Heritage Foundation with grant
money and she said it still may be a good idea.
Maintenance of the Tierra Rejada Road Corridor
Lori Rutter, 11611 Pinedale Road, commented that there

are weeds growing in the monument planters at Mountain
Meadows and Tierra Rejada Road. She also mentioned the
maintenance of the planter by the tennis courts at Tierra
Rejada Park is lacking.
Mr. Kueny said part of the problem has been resolved and
he will ask City staff to look into the situation.
Capping of Walls in Mountain Meadows Community
In response to Ms. Rutter, Mr. Kueny said California
Community Builders was not obligated to cap the walls,
but they did do three sections of the wlal near her home.
Entrance to Messenger Investment Corporation (MIC)
Proposed Development of Hidden Creek Ranch
Carolyn Poleri, Trojan Court, asked if the Laguna access
is still being considered as a potential access to this
proposed development.
Councilmember Wozniak said it has been set aside at this
time because 1) it will be expensive to develop it as an
entrance, and 2) several stands of oak trees would have
to be extracted to make it possible. He said the three
roads that are being considered in the prescreening are
Broadway, Spring Road and the extension of Campus Park
Drive. He said the Laguna interchange still needs to be
looked at.
In response to question by Lori Rutter, Councilmember
Wozniak stated that the Messenger project has prompted
the development of a financial feasibility study by the
City's consultant to determine the impact of this project
on the City's economic status.
Mr. Kueny continued by stating that this study will show
the impact of the proposed project on the City's budget
and revenue. He said if there is no commercial
development in that area, the project is not economically
feasible. He continued by stating that if the
development is approved, a Developer Agreement will be
put in place with sureties to guarantee the safeguarding
of the City's interest. He said more information

be available soon.

In response to Ms. Rutter, Mr. Kueny indicated that he
has been advised by City staff that Dorian Fortney of
American Stores has not said whether or not they are
moving forward with the construction of this project
proposed for the Mountain Meadows area of the City.
Downtown Specific Plan
Debbie Teasley, 12992 E. Mesa Verde, asked what the
status is of the downtown study that is being conducted.
Councilmember Wozniak indicated that the consultants have
sent a survey to residents asking what they envision then
the downtown area to be like in the future. The
consultant will evaluate the results of the survey and
bring it back to Council and the Planning Commission.
-- Mr. Kueny said it is actually a Specific Plan that is
being formulated for the downtown area and that the
consultant recently brought forward different suggestions
for discussion at a Joint Meeting of the Planning
Commission and the City Council.
Morrison - Fountainwood- Agoura
In response to Ms. Teasley, Mr. Kueny said the applicant
for this proposed project is at the point where they need
to choose one alternative and bring it forward in the
process.
Dav Laborers at Tipsv Fox
Dr. Al Schwartz, 484 E. Los Angeles Avenue, asked what
the City is doing to alleviate the situation of the Day
Laborers gathering at the Tipsy Fox Market.
Councilmember Perez said the City looked at implementing
parking restrictions and the enforcement thereof in the
parking lot and the City determined that the property
owner is the one who will institute this. He continued
by stating that any harassment situations that evolve as
part of the workers gathering at the Tipsy Fox need to be

handled by the appropriate enforcement authority.
Councilmember Hunter indicated that in Agoura Hills, they
established a labor exchange to bring the employer and
day laborer together, but it has not been too successful,
because the workers revert to meeting at the previous
sites.
Mr. Kueny said the City has made several attempts at
beautifying the site as an entrance to the City and he
said their attempts have been rejected by the
representative at the Tipsy Fox.
Eloise Brown, 13193 Annette Street, said she wishes there
was some way to transport the workers to the sites where
people who would like to employ them.
B. Consider Starting Time for Subsequent Town Hall Meetings
to be Held on April 20, June 22 and September 21. Staff
Recommendation: Direct staff as deemed appropriate.
The Councilmembers received suggestions from the audience
relative to the starting times, publicity, and location
of future Town Hall meetings.
CONSENSUS: By consensus, the Council determined to consider
the times and locations of future Town Hall Meetings on a
future City Council agenda.
4. ADJOURNMENT:
