Moorpark, California January 31, 1996
A Special Meeting of the City Council of the City of Moorpark was
held on January 31, 1996, in the Council Chambers of said City
located at 799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
Mayor Pro Tem Wozniak called the meeting to order at 7:12 p.m.
PLEDGE OF ALLEGIANCE: Councilmember Perez led the Pledge
of Allegiance.
2. ROLL CALL:
Present: Councilmembers Hunter, Perez, and Mayor Pro
Tem Wozniak.
Absent: Mayor Lawrason was announced by Mayor Pro Tem
Wozniak as absent as his mother died this
weekend and her funeral was today.
Staff Present: Steven Kueny, City Manager; Richard Hare,
Deputy City Manager; Jim Aguilera, Director
of Community Development; Ken Gilbert,
Director of Public Works; Mary Lindley,
Assistant to the City Manager; Dirk Lovett,
Assistant City Engineer; Deborah Traffenstedt,
Senior Planner; Lillian Hare, City Clerk;
Dorothy Vandaveer, Deputy City Clerk.
3. ACTION /DISCUSSION:
A. Consider Preliminary Quality of Life Thresholds /Standards
for New Growth Management Program. Staff Recommendation:
Receive and file the report.
Ms. Traffenstedt gave the staff report.
Ms. Lindley, answered questions which had been posed by
the Council at the last meeting. She said the standards
being identified by the County regarding emergency
response times are as follows:
EMS first responder is to respond within five
minutes.
-� Advanced life support/ transport non -first responder
is to respond in eight minutes.

Relative to library services, Ms. Lindley indicated that
the Library District has suggested the Council might want
to consider a threshold /standard of .5 full time library
employees per 1,000 residents as recommended by the
County.
CONSENSUS: By consensus, the Council requested a response
time analysis for Moorpark from Emergency Medical Services.
Barbara Brodfuehrer, 3210 Foothill Rd., Ventura, of
Ventura County Health Care Agency Emergency Medical
Services (EMS), addressed the Council. She offered to do
a response time study for Moorpark.
CONSENSUS: By consensus, the Council determined they
wanted County EMS to do a response time study for Moorpark.
In answer to Mayor Pro Tem Wozniak, Ms. Brodfuehrer
stated that the minimum standard for response time is
that it is achieved 90% percent of the time. She said
the County is trying to increase those percentages and
probably would be able to achieve 93% to 95% percent.
In response to Mr. Kueny, Ms. Brodfuehrer said that the
County's role in determining the location of ambulance
units is an indication to a care provider that ambulances
need to be relocated to correct response time problems.
Allen Langville of the Library Services Agency, indicated
that he was appearing in place of Dixie Adeniran. In
response to Mayor Pro Tem Wozniak, Mr. Langville stated
that .5 full time employees per 1,000 population is a
goal. He said to restore the library hours of service to
previous levels, 3 full time staff members would be
needed.
Mayor Pro Tem Wozniak indicated that he believed the .5
number may be too high.
Don Kendall, 2100 Olsen Rd., Thousand Oaks, from the
Calleguas Water District, addressed the Council. He said
their retailers were proactive in developing conservation
programs which make this area "drought proof." He said
the other reason for his belief that this area is drought
proof is because of the Los Posas Basin storage project.
He also indicated that the water is treated to the

highest standards.
In response to Councilmember Perez, Mr. Kendall said that
the water distributed in this area is treated at the
Joseph Jensen Treatment Plant and also the Lake Bard
facility.
In response to Councilmember Perez's question regarding
the affect of a major earthquake, Mr. Kendall responded
that within the next three years Calleguas intends to
have a one year supply of water stored. He said the
storage will consist of water contained in the Los Posas
Basin facility, injection wells in Grimes Canyon, and a
water pipeline from the Bard Reservoir.
Mr. Kendall said they are projecting build -out of the
County to occur about the year 2030 and that there will
be an adequate water supply. He said this projection of
adequate water supply at build out includes the use of
reclaimed water. He said reclaimed water projects are
not cost effective at present but sooner or later they
"make sense ". He said such projects are best developed
by mutual participation.
Reddy Pakala of Waterworks District No. 1, 7156 Walnut
Canyon Rd., Moorpark, addressed the Council. He said the
District is in a better situation now with regard to the
reliability. He said they have a reclamation project
under way. He said the existing treatment plant which
processes 2 million gallons per day with a current
capacity of 3 mgd, of which 1.5 million is tertiary would
need to be expanded to 5 million gallons per day to meet
the expected growth. He said six ground water wells
provide 25% percent of the water and 75% percent is
imported. He said he believes the reclaimed water
distribution system will be complete in approximately 12
to 18 months. Mr. Pakala said he feels comfortable that
the District can provide water to meet the proposed
growth outlined within the City's General Plan.
In response to Mr. Kueny, Mr. Pakala said there is a
possibility of serving Messenger by using reclaimed
water; however, it will be expensive to pump water uphill
to the proposed Messenger development. He said the
District does not have enough treatment capacity
available for the development. He said there was a
possibility of bringing water from the City of Simi
Valley for the development and he believes this option
would be less expensive.

Alex Sheydayi, 800 S. Victoria Avenue, Ventura, addressed
the Council as a representative of the County Flood
Control District. He said the City's fifty year storm
drainage standard was very conservative and could cause
some problems. He said a ten year storm plan allows more
retention of water in the streets. He said the County
builds to the ten year storm plan. He recommended that
the City support a policy that post development run off
could not exceed the pre- development run off. He said he
would like developers to build retention basins rather
than having all water go into the drainage system. He
said many of the County Flood Control channels needed to
be enlarged.
In response to Mr. Wozniak, Mr. Sheydayi said the Arroyo
Simi is very substandard. He said it was constructed
almost forty years ago to meet the needs at the time.
In response to Councilmember Perez, Mr. Lovett indicated
that the City's current standards did not allow
developers to increase run off as a result of their
construction.
Mr. Kueny said the City is working with the Flood Control
District to update the Walnut Canyon and not Gabbert
Canyon drainage studies.
In response to Mr. Kueny, Mr. Sheydayi said that the
Flood Control District has not looked at all the
facilities in the Moorpark area. He said they have not
completed a deficiency study.
Tim Kelly, 14357 E. Cambridge Street, addressed the
Council. He said he believes it was a mistake to abandon
Measure F.
In response to Council question, Mr. Kueny indicated that
no action on this item is required tonight. He said
updated comments on the preliminary Quality of Life
Thresholds/ Standards for New Growth Management Program
will be provided to the Council at the first regular
meeting in March. He said Chief Sewell will address the
Council on February 21st and a representative from
Moorpark Unified School District will address the Council
on February 15th. Circulation will also be discussed on
February 15, 1996.

Councilmember Perez requested that staff provide comments
to Council as to what agency information being provided
is outside the Council purview.
CONSENSUS: By consensus, the Council determined to request
that staff provide for the March 6 meeting any appropriate
information needed as a result of Agency discussion.
B. Consider Messenger Investment Co. (MIC) Request for
General Plan Amendment to County of Ventura 2010 Regional
Road Network Map. Staff Recommendation: Direct staff to
provide comments for screening hearing.
Ms. Traffenstedt gave the staff report.
Ralph Sinclair, 6440 N. Berkley Circle, asked why
Messenger Investment Company was approaching the County
before the EIR was complete. He expressed his opinion
that this was not the correct approach.

Roseann Mikos, 14371 E. Cambridge Rd., said the
prescreening of this project by the County is premature.
She said the Happy Camp Canyon resource has not been
studied thoroughly yet and the EIR process needs to be
finished before the prescreening process begins. She
said the County should withhold any action until after
there is a decision made by the City.
In response to Council question, Mr. Aguilera said this
item will be heard by the County on February 6.
Councilmember Wozniak said he is concerned that the
application is premature and that if the Board of
Supervisor's decision on February 6 is to allow Hidden
Creek Ranch Partners to file a formal General Plan
application, such application could be filed and
processed prematurely. He also said he is concerned
about the Campus Park Drive extension and why it is being
considered as part of the prescreening.
Councilmember Hunter indicated his concurrence with
Councilmember Wozniak. He said if the City allows this

project to take different paths, the City will lose
control of it.
MOTION: Councilmember Wozniak moved and Councilmember Hunter
seconded a motion to draft a letter to be signed by the Mayor
to request that the County Board of Supervisors defer action
on prescreening until after the City's decision on the EIR and
Specific Plan, but if the County will not delay the
prescreening, the Council requests that the Board of
Supervisors not allow a General Plan Amendment process to take
place until after the City takes action on the EIR and
Specific Plan, and to include in the letter any other comments
by the Council this evening including the extension of Campus
Park Drive which is not consistent with the City's current
General Plan Circulation Element. The motion carried by roll
call vote 3 -0, Mayor Lawrason absent for the vote.
4. ADJOURNMENT:
MOTION: Mayor Pro Tem Wozniak adjourned the meeting in honor
of the Mayor's mother, Ethel Lawrason. The time was 9 :06 p.m.
