Moorpark, California April 20, 1996
A Special Town Hall Meeting of the City Council of the City of
Moorpark was held on April 20, 1996 in the Community Center,
located at 799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
Mayor Lawrason called the meeting to order at 9:15 a.m.
2. ROLL CALL:
Present: Councilmembers Brown, Wozniak and Mayor
Lawrason
Absent: Councilmembers Hunter and Perez
Staff Present: Steven Kueny, City Manager; Dorothy
Vandaveer, Deputy City Clerk
3. PRESENTATIONS /ACTION /DISCUSSION:
A. Consider 1996/1997 Goals and Objectives
The following topics were addressed by the
Councilmembers in response to audience questions:
Northerly Extension of Spring Road
Mr. Kueny stated that the planning process for the
Morrison - Fountainwood- Agoura project is just beginning.
Mayor Lawrason said that traffic discussions relative
to this Specific Plan No. 2 are key to circulation in
the City.
Traffic on Los Angeles Avenue Within the City
Mayor Lawrason said it may be necessary to have a State
Route 118 Bypass that will take traffic north and out
of the City. He said the goal of the Council is to
remove truck traffic from traversing through the City.
Councilmember Brown commented that one problem is that
State Route 118 is designated as a terminal access
road. She encouraged citizens to write letters to
their State legislators requesting that this
designation be removed.

Carlsberg Specific Plan
In response to Jim Stueck, Mr. Kueny indicated that the
Carlsberg project is expected to be considered by the
Planning Commission soon.
Overcrowding of the School System
Pat Miranda expressed concern that proposed new
developments in the City will cause the school system
to experience possible overcrowding.
New Growth Within the Cit
Mr. LaPerch expressed concern that certain developments
are receiving exemptions from existing ordinances.
Mayor Lawrason stated that the City is trying to enact
a Quality of Life ordinance to ensure the City's future
livability . He said that when reviewing proposed new
developments, the City Council has to look at
offsetting advantages to the City.
Traffic Congestion in the Campus Park Area of the City
Several residents expressed concern that proposed new
developments in the Campus Park area of the City will
cause heavy traffic in or near to their neighborhoods.
Councilmember Brown indicated that residents should be
concerned about an action recently taken by the County
Board of Supervisors to separate the Harbor Commission
from the Parks and Recreation facilities in Ventura
County. She said it may affect the future development
of Happy Camp Canyon Park. She said the Harbor
District will no longer be financially supporting the
Park and Recreation facilities and therefore the County
will be looking for ways to make parkland more
profitable.
In response to Carolyn Poleri, Mayor Lawrason said
residents need to attend the Board of Supervisors'
meetings to give their input.

Mayor Lawrason adjourned the meeting at 9:50 a.m.
