Moorpark, California November 15, 1996
A Special Meeting of the City Council of the City of Moorpark was held
on November 15, 1996, in the Conference Room of said City located at
`799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
The meeting was called to order by Mayor Lawrason at 3:09 p.m.
2. ROLL CALL:
Present: Councilmembers Brown, Hunter, Perez, Wozniak and
Mayor Lawrason
Staff Present: Steven Kueny, City Manager; Nelson Miller;
Director of Community Development; Lillian Hare,
City Clerk
4. PRESENTATIONS /ACTION /DISCUSSION:
A. Consider Appeal of Ventura County Planning Commission
Approval of Two Driving Ranges in the Tierra Rejada Valley in
the Unincoporated County Area (CUP 4915 - Barber & CUP 4933 -
Mahan). Staff Recommendation: Direct staff s deemed
appropriate.
Mr. Miller gave the staff report. He explained that CUP 4915
was in the greenbelt and was proposed to be constructed using
artificial turf and that CUP 4933 was not in the greenbelt
and was proposed to be constructed using natural turf.
In response to Council question, Mr. Miller responded that
both CUP's are in the City's area of interest. He stated
that his main concern is these project are not consistent
with the Guidelines for Orderly Development.
Mr. Kueny recapped the two main issues relative to these
approvals to be that 1) urban/ commercial use should be within
the City, 2) the environmental impact of the light intrusion
and netting.
Tom Cohen, representing Mr. Mahan, stated that he is present
to hear the Council's concerns. He said he is in agreement
with the County staff recommendation for approval.

Councilmember Brown indicated that these two projects were
different in that one was within the greenbelt and one was
not. She said a driving range would add an amenity to a
hotel nearby within the City when a hotel develops.
Councilmember Wozniak indicated he did not support the
project.
Georgia Mahan, 8275 Proceeda Road, Somis, addressed the
Council and stated that the netting would not be visible and
that there were already lights in the open space.
MOTION: Councilmember Perez moved and Councilmember Hunter
seconded a motion to file two separate appeals and work with the
City of Thousand Oaks on a joint appeal; and to authorize the
appropriation of $1600 from the General Fund Reserve. THE MOTION
WAS WITHDRAWN.
MOTION: Councilmember Perez moved and Councilmember Hunter
seconded a motion to direct staff to file an appeal of the Ventura
County Planning Commission decision regarding CUP 4915; to approve
an appropriation of funds from the General Fund Reserve in the
amount of $800 and to join with the City of Thousand Oaks in their
appeal. The motion carried by unanimous roll call vote.
MOTION: Councilmember Perez moved and Councilmember Hunter
seconded a motion to direct staff to file an appeal of the Ventura
County Planning Commission decision regarding CUP 4933; to approve
an appropriation of funds from the General Fund Reserve in the
amount of $800 and to join with the City of Thousand Oaks in their
appeal. The motion carried by unanimous roll call vote 4 -1,
Councilmember Brown dissenting.
