HomeMy WebLinkAboutMIN 1996 1211 CC SPCMINUTES OF THE CITY COUNCIL Moorpark, California December 11, 1996 A Special Meeting of the City Council of the City of Moorpark was held on December 11, 1996, in the Council Chambers of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Hunter called the meeting to order at 6:42 p.m. 2. ROLL CALL: Present: Councilmembers Evans, Perez, Rodgers Teasley, Wozniak and Mayor Hunter. Staff Present: Richard Hare, Deputy City Manager; Ken Gilbert, Director of Public Works; Dirk Lovett, Assistant City Engineer; Nelson Miller, Director of Community Development; John Whitman, Traffic Engineer; Captain Mike Lewis, Sheriff's Department; Lillian Hare, City Clerk 3. PRESENTATIONS /ACTION /DISCUSSION: A. Consider Request to Place a Temporary Pedestrian Bridge Across the Arroyo Simi near Liberty Bell Road. Staff Recommendation: Direct staff as deemed appropriate. Mr. Gilbert gave the staff report. He indicated that staff's amended recommendation was not to proceed with the temporary bridge, but to proceed with the permanent bridge. He explained that the City of Long Beach could not locate the plans for the bridge that was being offered to the City as a temporary bridge. John Whitman, traffic engineer, stated that the City would have to accept more liability relative to the temporary bridge because of the lack of background engineering material and plans available for review. He suggested that rather than use the temporary bridge the City could consider use of a bailey type bridge. He said a feasibility study could be done by Charles Abbott and Associates on a pro bono basis. Mr. Gilbert explained that if we could obtain the approved plans and engineering it would take approximately 60 - 90 days minimum to build the temporary bridge. He said by August we will have the permanent bridge. Minutes of the City Council Moorpark, California Page 2 December 11, 1996 Councilmember Wozniak said that using police resource volunteers to patrol the arroyo is a short term solution for rainy days and days following rain when the Arroyo Simi is running high. Councilmember Rodgers Teasley indicated that she wished to thank Councilmember Wozniak for standing out in the rain to see that the kids were safe from falling into the Arroyo Simi during the recent rain. Mayor Hunter said that someone needs to coordinate the volunteer effort to ensure that there is at least minimum coverage during periods of rain and immediately following rains. Colleen Hubler, 11910 Alderbrook Street, thanked the Council for their effort in getting a permanent bridge and coordinating volunteers at the Arroyo Simi. Rob Jacalone, 4473 Cedarglen Court, addressed the Council and indicated that he agreed the temporary bridge was not viable. He said central coordination is needed to organize the volunteers to patrol the Arroyo Simi during rain and following rain. He also indicated that it was important to have a method of communication such as a cellular phone or a walkie talkie. He further said that a briefing should be given to the Rotary, Kiwanis, and DART groups to indicate the need for volunteers. Captain Lewis suggested using the resource center as a clearing house for volunteers and pairing trained volunteers from the resource center with other volunteers. He indicated that volunteers from the resource center would have cellular phones. He indicated there were three locations along the Arroyo Simi to cover and a two hour window of time in the a.m, and the p.m. when patrols were needed. In response to Council question, Captain Lewis said that rain gear was in the process of being purchased so the resource volunteers would have it available. Councilmember Evans suggested that the business community could coordinate with Mr. Jacalone in coming up with supplies that were needed. f� J Minutes of the City Council Moorpark, California Page 3 December 11, 1996 Mayor Hunter further suggested that the character generator and City newsletter should carry information regarding arroyo safety. CONSENSUS: By consensus, the Council determined to proceed with completing the permanent bridge project and to continue development of the volunteer patrol along the Arroyo Simi. 4. ADJOURNMENT: MOTION: Councilmember Wozniak moved and Councilmember Rodgers Teasley seconded a motion to adjourn. The motion carried by unanimous voice vote. The time was 7 :25 p.m. ATTEST:
