HomeMy WebLinkAboutMIN 1997 0412 CC SPCMINUTES OF THE CITY COUNCIL Moorpark, California April 12, 1997 A Special Town Hall Meeting of the City Council of the City of Moorpark was held on April 12, 1997, at the Arroyo Vista Recreation Center of said City located at 4550 Tierra Rejada Road, Moorpark, California. 1. CALL TO ORDER: Mayor Hunter called the meeting to order at 10:09 a.m. 2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Councilmember Evans. 3. ROLL CALL: Present: Councilmembers Evans, Perez, Rodgers Teasley, Wozniak, and Mayor Hunter. Staff Present: Steven Kueny, City Manager; Richard Hare, Deputy City Manager; Lillian Hare, City Clerk. 4. PRESENTATIONS/ACTION/DISCUSSION: A. Consider Goals and Objectives for Fiscal Year 1996/97. Alice Rowan, a resident of the Villa Del Arroyo Mobile Home Park, addressed the Council regarding the City's current Rent Control Ordinance for mobile homes. She provided a survey, written information which she had gathered, and a staff report from the City of Simi Valley to the City Clerk for copying to the City Council. She indicated that the current City Mobile Home Rent Control Ordinance should be "scrapped" because it does not provide enough protection for the residents of mobile home parks. Flo Carvalho, Maureen Sinney, Mr. Hammond, Lois Barrus, Charlene Miller, Hillary Young, and three other residents of the Villa Del Arroyo Mobile Home Park who did not identify themselves, spoke requesting the Council's assistance regarding rent increases. Minutes of the City Council Moorpark, California Page 2 April 12, 1997 June Dubreuil, 4236 Laurel Glen Drive, advised the Council to review and approve the lease instrument used by the Villa Del Arroyo Mobile Home Park. Barry Teasley, 12992 East Mesa Verde, addressed the Council regarding street vendors. He expressed his concern that vendors need to be licensed and regulated. The Council determined to request staff to place consideration of the Mobile Home Rent Control Ordinance on the City Council's Agenda for May 7 and requested staff to compare Villa Del Arroyo Mobile Home Park rents with other mobile home parks in the area. AT THIS POINT in the meeting, a recess was declared. The time was 11:15 a.m. The Council reconvened at 11:25 a.m. without Councilmember Wozniak. Mr. Powell, no address given, addressed the Council regarding the heavy truck traffic in the City. Lori Rutter expressed concern regarding the increased trucks on Tierra Rejada Road. Dale Parvin, 15308 Bitner Place, addressed the Council regarding truck traffic on State Route 118. He said that the speed limit sign of 45 m.p.h. should be moved closer toward Science Drive. Mr. Kueny indicated that staff would check on the speed limit sign addressed by Mr. Parvin and also check the same speed limit sign at the west end of the City. Frank Zamrock, representing the Fairview Neighbors Association, no address given, addressed the Council regarding Transit Mix and M-Maintenance. He requested the Council's financial support in obtaining the administrative record from the County of Ventura regarding M-Maintenance. He indicated they estimated it would cost $5,000.00. Lori Rutter, 11611 Pinedale Road, addressed the Council regarding various concerns: Minutes of the City Council Moorpark, California Page 3 April 12, 1997 1. Used tire storage in front of Randy's Tires. 2. Vendor carts in industrial zones. 3. The Downtown Specific Plan and whether it accounted for the increased truck traffic which would be a result of M-Maintenance and Transit Mix. 4. Pedestrian crossing at Casey Road. 5. Signage at Barakat Market. 6. Bike racks and garbage containers at Mission Bell Plaza. 7. A full-time Economic Development/Marketing Specialist to be added to City staff. Barry Teasley suggested that information regarding peddlers should be provided to the Chamber of Commerce and then could be distributed through their newsletter. John Oberg, 11786 Buttercreek Road, requested and was provided information regarding the projected hearing schedule for the Messenger Investment project. B.- Consider Dates for Additional.
