Moorpark, California July 2, 1997
A Special Meeting of the City Council of the City of Moorpark was
held on July 2, 1997 in the Conference Room of the City of Moorpark
located at 799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
Mayor Hunter called the meeting to order at 6:43 p.m.
2. ROLL CALL:
Present: Councilmembers Evans, Perez, Rodgers
Teasley, Wozniak and Mayor Hunter
Staff Present: Steven Kueny, City Manager; Richard Hare,
Deputy City Manager; Cheryl Kane, City
Attorney; Lillian Hare, City Clerk
3. PRESENTATIONS /ACTION /DISCUSSION:
A. Consider Status Report and Anv Followup Action Relative
to the City's Petition to L.A.F.C.O. (Local Area
Formation Commission) to Dissolve the Moorpark Mosquito
Abatement District and Transfer Services and Property Tax
to the City. Staff Recommendation: Direct staff as
deemed appropriate.
Mr. Kueny gave a status report. He indicated that no
action was taken at the last meeting of the Moorpark
Mosquito Abatement District (MMAD) regarding dissolution.
Councilmember Evans gave a brief report to the Council
and indicated that discussion of the dissolution of the
Moorpark Mosquito Abatement District and transfer of
services and property tax to the city was continued for
discussion at MMAD's 7/14/97 meeting.
Eloise Brown, 13193 Annette Street, addressed the
Council. She reported that MMAD's budget is lacking in
revenue projections and does not have a balance sheet.
No further action was taken on this item.

4. CLOSED SESSION:
MOTION.: Councilmember Wozniak moved and Councilmember Evans
seconded a motion to adjourn to Closed Session for discussion
of all items listed:
A. CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION
Significant exposure to litigation pursuant to
Subdivision (b) of Section 54956.9 of the Government
Code: (Number of cases to be discussed - 4)
B. CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION
Initiation of litigation pursuant to Subdivision ( c ) of
Section 54956.9 of the Government Code: (Number of cases
to be discussed - 4)
C. CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION
(Subdivision (a) of Section 54956.9 of the Government
Code) Moorpark LeClub, et al vs. The City of Moorpark
D. PUBLIC EMPLOYEE PERFORMANCE EVALUATION (pursuant to
Government Code Section 54957) Title: City Manager,
Deputy City Manager, Director of Community Development,
Director of Community Services, Public Works Director,
City Clerk, Chief of Police, City Engineer, and City
Attorney
E. CONFERENCE WITH LABOR NEGOTIATOR (pursuant to Government
Code Section 54957.6)
Agency Negotiator: Steven Kueny
Employee Organization: Service Employees International
Union Local 998, AFL -CIO, CLC
The motion carried by unanimous voice vote.
Present in Closed Session were all Councilmembers; Steven
Kueny, City Manager; Richard Hare, Deputy City Manager;
Cheryl Kane, City Attorney
The Council reconvened into Open Session at 6:40 p.m.
The City Attorney reported that by unanimous voice vote
of Councilmembers Evans, Perez, Teasley, Wozniak and
Mayor Hunter, the City Council directed the City Attorney
to initiate two lawsuits and that the name of each
respective case, defendants and other particulars will be
disclosed to any person upon inquiry once the lawsuits
have been formally commenced.

Mr. Kueny reported there was no other action to report
out of Closed Session and only items 4.B. and 4.D. were
discussed.
5. ADJOURNMENT:
Mayor Hunter adjourned the meeting at 6:41 p.m.
