Moorpark, California February 8, 1997
A Special Town Hall Meeting of the City Council of the City of
Moorpark was held on February 8, 1997 at the Arroyo Vista Recreation
Center of said City located at 4550 Tierra Rejada Road, Moorpark,
California.
1. CALL TO ORDER:
Mayor Pro Tem Perez called the meeting to order at 10:10 a.m.
2. PLEDGE OF ALLEGIANCE:
Councilmember Rodgers Teasley led the Pledge of Allegiance.
3. ROLL CALL:
Present: Councilmembers Evans, Perez, Rodgers Teasley,
Wozniak.
Absent: Mayor Hunter
Staff Present: Steven Kueny, City Manager; Richard Hare, Deputy
City Manager; Nelson Miller, Director of
Community Development; and Lillian Hare, City
Clerk
4. PRESENTATIONS /ACTION /DISCUSSION:
B. Consider Goals and Objective for Fiscal Year 1996/97.
Twenty eight people were in attendance at the Town Hall Meeting.
The following issues were discussed:
1. The need for sidewalks and bike lanes from the Campus Park
area to Spring Road on Los Angeles Avenue.
2. Additional buses or additional routes to increase the bus
service provided in order to help facilitate getting
children to school. The traffic around Arroyo West
Elementary School was also discussed and it was suggested
that shuttle service to the elementary school might be a
possibility.
Mr. Kueny indicated he would bring these issues to the
attention of the School Superintendent, Dr. Duffy.

3. Dirt bike riding in Happy Camp and dirt bike in the flood
control channel.
Councilmember Wozniak indicated that the access on Charles
Street should be looked at by the Flood Control District.
4. People walking dogs along the flood control channel.
Staff responded that the area along the flood control
channels, behind the chain link fences, is posted as no
trespassing.
5. Graffiti in the flood control channel.
6. The insufficiency of parking at the High School which
results in students parking on residential streets.
7. The Bollinger agreement. Several residents indicated they
did not support the project.
8. The pots for the plants in the lobby of City Hall need
replacement.
9. The grading allowed for geotechnical investigation on
Specific Plan 2 property and the need for remediation where
two canyons have been filled in with dirt. It was
determined that staff will prepare a report on this
subject.
10._ The need for cablecasting of the County Board of
Supervisors' meeting.
11. The Moorpark Mosquito Abatement meeting to be held on
Wednesday, February 12. A citizen requested that the
Council consider sending one of its members to the meeting.
12. The Mountain Meadows Cable TV franchise agreement which is
up for review in 1999 and needed improvement in service.
Discussion of Sphere of Influence and Greenbelt Aareement.
Mike Wesner of the County Planning Commission, addressed the
Council and audience regarding the greenbelts within the County.
He said expanding the Sphere of Influence is an aggressive move
to urbanize and annex and that the Coun_y will resist the City
increasing its Sphere of Inluence.

After a brief discussion by the audience and Council,
Councilmember Perez suggested that a Sphere of Influence
workshop be held.
AT THIS POINT IN THE MEETING Councilmember Perez left. The time was
11:55 a.m.
AT THIS POINT IN THE MEETING Mayor Hunter joined the meeting. The
time was 11:55 a.m.
CONSENSUS: By consensus the Council determined to direct staff to
schedule a Sphere of Influence and Greenbelt discussion as a Special
Meeting to be held on March 12, 1997.
5. ADJOURNMENT:
The meeting was adjourned at 12:15 p.m.
