HomeMy WebLinkAboutMIN 1997 1015 CC SPCMINUTES OF THE CITY COUNCIL Moorpark, California October 15, 1997 A Special Meeting of the City Council of the City of Moorpark was held on October 15, 1997 in the Community Center of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Hunter called the meeting to order at 6:22 p.m. 2. ROLL CALL: Present: Councilmembers Evans, Perez, Teasley, Wozniak and Mayor Hunter. Staff Present: Steven Kueny, City Manager; Ken Gilbert, Director of Public Works; Nelson Miller, Director of Community Development; John Nowak, Interim Economic Development Manager; Nancy Burns, Management Analyst; and Ken Rozell, Assistant City Attorney. 3. PRESENTATIONS /ACTION /DISCUSSION: A. Consider Resolution amending the FY 1997/98 MRA Budget to -- fund certain additional costs for the Maureen Lane /Bonnie View Street /Alley Reconstruction Project (MRA Fund (Fund 410)). Staff recommendation: Authorize staff to negotiate a Contract Change Order for the additional alley improvements. MOTION: Councilmember Wozniak moved and Councilmember Evans seconded a motion to authorize staff to negotiate a Contract Change Order for the additional alley improvements. The motion carried by unanimous roll call vote. B. Consider appointment of Mobilehome Park Rent Increase Review Panel. Staff Recommendation: Staff recommends the Mayor nominate a Councilmember to serve on the review panel and that Council approve this recommendation. Ms. Burns gave the staff report. Alice Rowan, 15750 East Los Angeles Avenue, addressed the Council. She indicated she would like several changes to the rent control ordinance and the approval for obtaining a hardship rent decrease. She also said she believed that the park owners should pay for the process. Mayor Hunter explained that this evening the Council could not address the ordinance changes as the subject is not on the agenda. He indicated that the ordinance would be discussed at the November 5th meeting. Ken Rozell, Assistant City Attorney, stated that two cases would be discussed under Item 4.C. MOTION: Councilmember Wozniak moved and Mayor Hunter seconded a motion to adjourn to closed session for a discussion of No. 4.C. and 4.F. as listed on the agenda: C. CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION Initiation of litigation pursuant to Subdivision (c) of Section 54956.9 of the Government Code; (number of cases to be discussed - 3) F. CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION (Subdivision (a) of Section 54956.9) AB Properties vs. Ronald F. Miller, Dorris E. Miller, and City of Moorpark The motion carried by unanimous voice vote. The time was 6:40 p.m. Present in closed session were all Councilmember; Steven Kueny, City Manager; Ken Rozell, Assistant City Attorney, Nelson Miller, Director of Community Development. The Council adjourned from Closed Session at 6:55 p.m. Mr. Kueny stated there was no action to report out of Closed Session and only Items 4.C. (2 cases) and 4.F. were discussed. 5.
