HomeMy WebLinkAboutMIN 1997 1105 CC SPCMINUTES OF THE CITY COUNCIL Moorpark, California November 5, 1997 A Special Meeting of the City Council of the City of Moorpark was held on November 5, 1997 in the Council Chambers of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Hunter called the meeting to order at 6:55 p.m. 2. ROLL CALL: Present: Councilmembers Evans, Perez, Teasley, Wozniak and Mayor Hunter. Staff Present: Steven Kueny, City Manager; Cheryl Kane, City Attorney; Don Reynolds, Administrative Services Manager; and Lillian Hare, City Clerk. 3. PRESENTATIONS /ACTION /DISCUSSION: A. Consider Amending the City's Classification Plan by Adopting the Proposed Classification Descriptions for the Vector Control Specialist, Vector Control Technician, Assistant City Manager and Senior Management Analyst and — Revised Descriptions for City Manager, City Clerk, Assistant to the City Manager, Public Works Director, Director of Community Services, and Director of Community Development (Rescinding Resolution 97 -1272 and adopting Resolution 97- 1397); and Consider Rescinding Salary Resolution No. 97 -1359, and Adopting Resolution No. 97- 1398, adding Vector Control Technician at Range 41, Vector Control Specialist at Range 59, Senior Management Analyst at Range 65, and changing Management Analyst from Range 65 to Range 60. Staff Recommendation: 1) Adopt Resolution No. 97 -1397, rescinding Resolution No. 97 -1272, pertaining to the City's classification plan, and 2) Adopt Resolution No. 97 -1398, rescinding Resolution No. 97 -1359, pertaining to the City's compensation plan. Mr. Kueny gave the staff report. MOTION: Councilmember Wozniak moved and Mayor Hunter seconded a motion to rescind Resolution No. 97 -1272 and adopt Resolution No. 97 -1397 adding to the City's Classification Plan the classifications of Vector Control Specialist, Vector Control Technician, Assistant City Manager and Senior Management Analyst and modifying the Management Analyst classification; adding the working condition section as contained in the report dated November 3, 1997 for the City Manager, City Clerk, Assistant to the City Manager, Public Works Director, Director of Community Services, Director of Community Development, and Assistant City Manager classifications; and, rescind Resolution No. 97 -1359 by adopting Resolution No. 97 -1398 pertaining to the compensation plan; adding Vector Control Technician at Range 41($28,797 - Minutes of the City Council Moorpark, California Page 2 November 5, 1997 $35,086), adding Vector Control Specialist at Range 59 ($44,914 - $54,723), adding the Senior Management Analyst classification at Range 65 ($51,315 - $65,523), and changing Management Analyst salary from Range 65 ($51,315 - $65,523) to Range 60 ($45,355 - $55,261). The motion carried by unanimous voice vote. 4. CLOSED SESSION: MOTION: Councilmember Wozniak moved and Councilmember Perez seconded a motion to adjourn to Closed Session for a discussion of two claims, Gary Adams and Glen Rosander under 4.A.: A. CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION Significant exposure to litigation pursuant to Subdivision (b) of Section 54956.9 of the Government Code: (Number of cases to be discussed - 6) The motion carried by unanimous voice vote. Present in Closed Session were all Councilmembers; Steven Kueny, City Manager; Cheryl Kane, City Attorney; Don Reynolds, Administrative Services Manager; and Lillian Hare, City Clerk. The Council reconvened into open session at 7 :01 p.m. MOTION: Councilmember Perez moved and Councilmember Wozniak seconded a motion to reject the claim of Glen Rosander and to direct staff to so notify the claimant. The motion carried by unanimous voice vote. MOTION: Councilmember Perez moved and Councilmember Evans seconded a motion to reject the claim of Gary Adams and to direct staff to so notify the claimant. The motion carried by unanimous voice vote. Mr. Kueny stated there was no action to report and only Item 4.A was discussed. 5.
