HomeMy WebLinkAboutMIN 1998 0107 CC SPCMINUTES OF THE CITY COUNCIL Moorpark, California January 7, 1998 A Special Meeting of the City Council of the City of Moorpark was held on January 7, 1998 in the Community Center Conference Room of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Hunter called the meeting to order at 6:45 p.m. 2. ROLL CALL: Present: Councilmembers Evans, Perez, Teasley, Wozniak, and Mayor Hunter. Staff Present: Steven Kueny, City Manager; Captain Mike Lewis, Sheriff's Department; John Nowak, Assistant City Manager; Don Reynolds, Administrative Services Manager; and Deborah Traffenstedt, City Clerk. 3. PUBLIC COMMENT: None. 4. PRESENTATIONS /ACTION /DISCUSSION: A. Consider Resolution No. 98 -1421 Amending Resolution No. 95 -1118 by Revising Parking Restrictions on Hearon Drive. Staff Recommendation: Adopt Resolution No. 98 -1421 amending Resolution No. 95 -1118 by revising parking restrictions on Hearon Drive. MOTION: Councilmember Wozniak moved and Councilmember Teasley seconded a motion to Adopt Resolution No. 98 -1421 amending Resolution No. 95 -1118 by revising parking restrictions on Hearon Drive. The motion carried by a unanimous voice vote. B. Consider Notice of Completion for AVRC Office Remodel Project. Staff Recommendation: 1) Accept the work as complete; 2) Direct the City Clerk to file a Notice of Completion for the project; and 3) Authorize the release of the retention upon satisfactory clearance of the thirty five (35) day lien period and completion of all labor compliance documentation. MOTION: Councilmember Evans moved and Councilmember Wozniak seconded a motion to: 1) Accept the work as complete; 2) Minutes of the City Council Moorpark, California Page 2 January 7, 1998 Direct the City Clerk to file a Notice of Completion for the project; and 3) Authorize the release of the retention upon satisfactory clearance of the thirty five (35) day lien period and completion of all labor compliance documentation. The motion carried by unanimous voice vote. C. Claim Filed Against the City by State Farm Insurance. Staff Recommendation: Reject the claim of State Farm Insurance and to direct staff to so notify the claimant. MOTION: Councilmember Perez moved and Councilmember Wozniak seconded a motion to reject the claim of State Farm Insurance and to direct staff to so notify the claimant. The motion carried by unanimous voice vote. D. Claim Filed Against the City by Steve Shehyn. Staff Recommendation: Reject the claim of Steve Shehyn and to direct staff to so notify the claimant. MOTION: Councilmember Perez moved and Councilmember Evans seconded a motion to reject the claim of Steve Shehyn and to direct staff to so notify the claimant. The motion carried by unanimous voice vote. S. CLOSED SESSION: MOTION: Mayor Hunter moved and Councilmember Teasley seconded a motion to adjourn to closed session for a discussion of Item 5.C., only. The motion carried by unanimous voice vote. A. CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION Significant exposure to litigation pursuant to Subdivision (b) of Section 54956.9 of the Government Code: (Number of cases to be discussed - 4) B. CONFERENCE WITH REAL PROPERTY NEGOTIATOR Property: 23 W. Los Angeles Avenue Negotiating Parties: The City Council of the City of Moorpark and Sunbelt Properties Under Negotiation: Price and terms of payment. Present in closed session were all Councilmembers; Steven Kueny, City Manager; Captain Mike Lewis, Sheriff's Department; Minutes of the City Council Moorpark, California Page 3 January 7, 1998 and John Nowak, Assistant City Manager. The time was 6 :49 p.m. The Council reconvened into open session at 7 :04 p.m. Mr. Kueny stated there was no action to report and that only Item S.C. was considered. 6.
