HomeMy WebLinkAboutMIN 1999 0512 CC ADJMINUTES OF THE CITY COUNCIL Moorpark, California May 12, 1999 An Adjourned Meeting of the City Council of the City of Moorpark was held on May 12, 1999 at the Moorpark Community Center, located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Hunter called the meeting to order at 7:09 p.m. 2. INVOCATION: None for adjourned meeting. 3. PLEDGE OF ALLEGIANCE: None for adjourned meeting. 4. ROLL CALL: Present: Councilmembers Evans, Harper, Rodgers, Wozniak, and Mayor Hunter. Staff Present: Steven Kueny, City Manager; John Nowak, Assistant City Manager; Ken Gilbert, Director of Public Works; Mary Lindley, Director of Community Services; Wayne Loftus, Acting Director of Community Development; Don Reynolds, Administrative Services Manager; and Deborah Traffenstedt, City Clerk. 6. PUBLIC COMMENT: Robert Medrano, 14731 Loyola Street, representing Peach Hill Soils, reminded the Council of the free compost to be given away to Moorpark residents at the Arroyo Vista Recreation Center on Saturday, May 15. 10. PRESENTATION /ACTION /DISCUSSION The Mayor announced that Items 10.J. and 10.K. would be discussed concurrently. Minutes of the City Council Moorpark, California Page 2 May 12, 1999 J. Consider Presentation of City Manager's Recommended Operating and Capital Improvements Budget for Fiscal Year 1999/2000. Staff Recommendation: Set date for Budget Study Session. K. Consider City Goals and Objectives for Fiscal Year 1999/00. Staff Recommendation: Defer action to consider with recommended Budget for Fiscal Year 1999/00. Mr. Kueny gave an overview report and referenced his Budget Message to the Council dated May 4, 1999. He stated that unless the Council had specific questions for the Director of Public Works, Acting Director of Community Development, and Director of Community Services, they would be excused from the meeting. AT THIS POINT in the meeting, Ken Gilbert, Mary Lindley, and Wayne Loftus left the meeting. The time was 7:15 p.m. In response to Councilmember Wozniak, Mr. Nowak clarified that under Section 2 on Page 4 of the Budget Message, the employer contribution decrease was actually 4.33 percent, not the 11.33 percent shown. In response to Councilmember Wozniak, Mr. Reynolds clarified that staff was recommending replacement of the telephone system, since there was no voice mail support for the current system. In response to Councilmember Harper, Mr. Kueny stated that staff would provide more information on lease versus purchase options for a telephone system. In response to Councilmember Wozniak, Mr. Nowak stated that the Budget assumes that the City would receive 100 percent of its share of the Vehicle License Fee revenue or replacement revenue from the State. Mr. Kueny stated that the City could eventually loose the landfill impact fee revenue. In response to Councilmember Wozniak, Mr. Kueny stated that the projected Quimby fee revenue included the anticipated revenue from projects such as Archstone and Pacific Communities. Minutes of the City Council Moorpark, California Page 3 May 12, 1999 In response to Councilmember Wozniak, Mr. Kueny stated that staff could provide more detail for phone expenses for each Department, including cellular phones, pagers, and telephone cards. Mr. Nowak then provided an overview of the budget for each Department. In response to Councilmember Evans, Mr. Nowak stated that he would provide a summary of how the money has been spent for the City Attorney for the current fiscal year. He also explained that "doubtful accounts" are receivables that may not be collected. Councilmember Harper stated that he thought the City should do a cost - benefit study of the cost of an in- house Police department versus contracted Police services. In response to Councilmember Evans, Mr. Nowak stated that the anticipated cost savings had not been realized in vehicle maintenance for shorter trips to the Resource Center versus the East Valley Sheriff's Station due to higher overall mileage in this fiscal year and vehicle maintenance costs. In response to Mayor Hunter, Mr. Nowak stated that 100 percent of education and training costs were to be paid out of grant funds. In response to Councilmember Harper, Mr. Kueny stated that a youth services officer for the high school was not currently budgeted and would be an agenda item for the May 19 regular Council meeting. Mr. Kueny suggested that the Council look at what are the priorities for existing officers and whether existing staff could serve the high school. In response to Councilmember Wozniak, Mr. Kueny suggested leaving in $10,000 in the Redevelopment Agency Budget for legal services for this year. Mr. Nowak stated that legal services couldn't be paid out of Community Development Block Grant funds. Minutes of the City Council Moorpark, California Page 4 May 12, 1999 Mayor Hunter suggested that additional revenue was possible if there was increased parking enforcement. 11. CONSENT CALENDAR: None for adjourned meeting. 12. ORDINANCES: None for adjourned meeting. 13. CLOSED SESSION: Mr. Kueny announced that the City Council would be going into closed session for discussion of Item 13.C. on the agenda. MOTION: Councilmember Evans moved and Councilmember Harper seconded a motion to adjourn to closed session for a discussion of Item 13.C. The motion carried by unanimous voice vote. The time was 8:40 p.m. A.
