HomeMy WebLinkAboutMIN 1999 0512 CC SPCMINUTES OF THE CITY COUNCIL Moorpark, California May 12, 1999 A Special Meeting of the City Council of the City of Moorpark was held on May 12, 1999, in the Community Center of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Hunter called the meeting to order at 6:50 p.m. 2. ROLL CALL: Present: Councilmembers Evans, Harper, Rodgers, Wozniak, and Mayor Hunter. Staff Present: Steven Kueny, City Manager; John Nowak, Assistant City Manager; Ken Gilbert, Director of Public Works; Mary Lindley, Director of Community Services; Wayne Loftus, Acting Director of Community Development; Don Reynolds, Administrative Services Manager; and Deborah Traffenstedt, City Clerk. 3. PUBLIC COMMENT: None. 4. PRESENTATION /ACTION /DISCUSSION: A. Discussion of Proposed Zone 12 Assessments for Assessment District 84 -2, Carlsberg Specific Plan, FY 1999/00. (Information item only - no action requested.) Mr. Gilbert gave a report and referred to a handout, which addressed several alternatives pertaining to the area to be included within Assessment District 84 -2 and calculations for cost assignment for residential units versus commercial and institutional properties. Mr. Kueny suggested that, consistent with Alternative C in the staff report, the slopes for the institutional lots should be within the Assessment Minutes of the City Council Moorpark, California Page 2 May 12, 1999 District; however, he recommended deleting the Spring Road median. Mr. Gilbert stated that Alternative C has the highest residential rate. In response to Councilmember Evans, Mr. Gilbert stated that the opening of the ballots could be deferred until June 16 to coincide with the public hearing for the Park Maintenance Assessment District. Mr. Kueny stated that staff would defer the Assessment District 84 -2 agenda item to the June 16 regular City Council meeting and that a new set of ballots would be sent out to reflect Alternative C with the Spring Road median deleted. 5.
