Moorpark, California September 2, 1999
A Special Meeting of the City Council of the City of Moorpark was
held on September 2, 1999, in the Arroyo Vista Community Park
Recreation Center of said City located at 4550 Tierra Rejada Road,
Moorpark, California.
1. CALL TO ORDER:
MOTION: Councilmember Harper nominated Councilmember Wozniak
as Temporary Presiding Officer of the meeting. Motion passed
by voice vote 3 -0, Councilmember Evans and Mayor Hunter
absent. Presiding Officer Wozniak called the meeting to order
at 8:15 p.m.
2. ROLL CALL:
Present: Councilmembers Harper, Rodgers and Wozniak.
Absent: Councilmember Evans and Mayor Hunter.
Staff Present: Mary Lindley, Director of Community Services.
3. PUBLIC COMMENT:
None.
4. PRESENTATION /ACTION /DISCUSSION:
A. Test for Proposed Football Field Lights at Arroyo Vista
Communitv Park Football Field.
The Councilmembers in attendance observed the operation
of one of the proposed lights placed on an existing
wooden pole near the well pump -house at Arroyo Vista
Community Park. The light was approximately 25 feet in
the air and was powered by a generator.
Informal public comments were received from the Packer
Football Board and parents, and from Bill Moellering, who
lives at 4492 Cedarglen Court, above the football field.
Each of the Councilmembers in attendance expressed
_ concerns about the visual impact of the proposed lights
that would be facing south and the overhead wiring.
Councilmember Harper indicated that he would prefer to
see Packer Football underground the wires at the practice
field in the next year.

The Councilmembers in attendance discussed their support for
the following:
• installation of six wooden poles along the north and south
side of the football practice field at Arroyo Vista
Community Park;
• the wiring from the transformer (to be located by the
pump- house) to the practice field will be placed
underground;
• Packer Football will be allowed to install overhead wiring
at the practice field; the lights facing south will not be
placed at an angle of greater than 90 degrees; the lights
can be used Monday through Friday and must be turned off
no later than 8:00 p.m.
The Councilmembers in attendance further determined that it
would be appropriate to consider the continued use of the
lights by Packer Football following the end of this year's
season and that the Council should:
• reserve the right to require Packer Football to
underground the wires at the practice field and /or make
other adjustment as it deems necessary;
• direct staff to prepare an amendment to the use Agreement
incorporating the conditions.
CONSENSUS: The Councilmembers in attendance determined to
continue consideration of this item to September 8, 1999.

Presiding Officer Wozniak adjourned the meeting at 8:40 p.m.
