HomeMy WebLinkAboutMIN 2001 0321 CC SPCMINUTES OF THE CITY COUNCIL Moorpark, California March 21, 2001 A Special Meeting of the City Council of the City of Moorpark was held on March 21, 2001, in the Community Center of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Hunter called the meeting to order at 5:07 p.m. 2. ROLL CALL: Present: Councilmembers Harper, Wozniak and Mayor Hunter Absent: Councilmember Mikos (arrived at 5:14 p.m.) and Councilmember Millhouse (arrived at 5:40 P.M.) Staff Present: Steven Kueny, City Manager; Joseph Montes, Acting City Attorney; Brian Pierik, Burke, Williams and Sorensen; Joseph Seibold, Spring Road Bridge Project Consultant; Hugh Riley, Assistant City Manager; Ken Gilbert, Director of Public Works; and Deborah Traffenstedt, Assistant to City Manager /City Clerk. (Wayne Loftus, Director of Community Development, arrived at 6:05 p.m.) 3. PUBLIC COMMENT: None. 4. CLOSED SESSION: Mr. Kueny announced that one case under Item 4.A. and Items 4.C., 4.D., 4.F., 4.G, and 4.H. would be discussed in closed session. Mr. Montes announced that for the one case under Item 4.A., the facts and circumstances creating significant exposure to litigation consist of an appeal of denial of application for encroachment permit, Moorpark Road Realignment (County Project No. 50221), filed by the County of Ventura Public Works Agency on March 19, 2001. Minutes of the City Council Moorpark, California Page 2 March 21, 2001 MOTION: Councilmember Wozniak moved and Councilmember Harper seconded a motion to adjourn to closed session for a discussion of one case under Item 4.A. and Items 4.C., 4.D., 4.F., 4.G, and 4.H. The motion carried by voice vote 3 -0, Councilmembers Mikos and Millhouse absent. The time was 5:07 p.m. A. Under Negotiation: Price and terms of payment Present in closed session were Councilmember Harper, Councilmember Wozniak, and Mayor Hunter; Steven Kueny, City Manager; Joseph Montes, Acting City Attorney; Brian Pierik, Burke, Williams and Sorensen; Joseph Seibold, Spring Road Bridge Project Consultant; Hugh Riley, Assistant City Manager; Ken Gilbert, Director of Public Works; and Deborah Traffenstedt, Assistant to City Manager /City Clerk. Councilmember Mikos arrived at 5:14 p.m. Mr. Pierik and Mr. Seibold left the meeting at 5:30 p.m. Councilmember Millhouse arrived at 5:40 p.m. Councilmember Mikos left the meeting at 5:55 p.m., before discussion of Items 4.C., 4.D., and 4.F., due to a potential conflict of interest. Mr. Loftus arrived at 6:05 p.m. The Council reconvened into open session at 6:35 p.m. Mr. Kueny stated that one case under Item 4.A. and Items 4.C., 4.D., 4.F., and 4.G were discussed and that there was no action to report. 5.
